Report: Case Studies Detail How Tribes Are Expanding Internet Access

The rate of connectivity in Indian Country lags behind the rest of the country. As of December 2018, only 60% percent of Tribal lands in the lower 48 states had high-speed Internet access. A new case study report [pdf] from the Institute for Local Self-Reliance delves into the experiences of four Native Nations — the Coeur d’Alene, the Nez Perce, the Fond du Lac Band of Ojibwe, and the St. Regis Mohawk — as they constructed their own Internet service providers. 

The case studies examine the unique challenges Native Nations confront as they seek to build Internet infrastructure and address the digital divide while also retaining the tribal sovereignty that is essential to their identity and heritage. As the report states, “Native Nations are sovereign over their data, and have the obligation to protect that information and use it for the betterment of tribal citizens.” 

Each section of the report contains key takeaways that other tribes could use and learn from. The report also pulls these individual case studies together for comprehensive key lessons that Native Nations, lending institutions, and the federal government can use to improve the process for implementing tribal ISP’s, which include:

A Call in Vermont to Assemble A Broadband Corps

A new report out by CTC Technology and Energy and Rural Innovation Strategies, commissioned by the state of Vermont, gives us one of the clearest and most detailed pictures so far of the impact of the Covid 19 pandemic on our attempts to live and work remotely. 

The “Covid-19 Responses Telecommunications Recovery Plan” [pdf], presented to the state in December 2020, includes both a comprehensive survey of conditions after a half-year of social distancing and intermittent lockdowns as well as recommendations for addressing immediate needs. But it offers solutions that provide a path forward by making sure that dollars spent now are in service to the state’s long-term goals of getting everyone in the Green Mountain State on fast, affordable wireline broadband service at speeds of at least 100/100 Megabits per second (Mbps). 

The report brings together network performance assessments from every level of government across the state over the last six months, pairs it with survey responses from citizens, libraries, hospitals, businesses, regional development corporations, and Communications Union Districts (CUDs), and offers analysis based on conditions for moving forward.

“Covid-19 has laid bare the challenges of lack of universal broadband in Vermont,” the report says, with “inequities in the availability and affordability of broadband create further inequities in areas such as education, telehealth, and the ability to work from home.” It offers a wealth of findings:

Le Sueur County, MN Hitting on All Cylinders

Over the last three years, Le Sueur County, Minnesota has assembled a task force of citizens, local officials, and business leaders which have succeeded in dramatically improving broadband for thousands of residents who previously had poor or no connectivity. In doing so, they’ve also forged relationships, inventoried local resources, and created a model which is likely to see the landscape go from one where nearly all residents in the county were under- or unserved by basic broadband at the beginning of 2018 to one where the vast majority of the community will have access at 100/20 Mbps in the next couple years. And if efforts continue to succeed, it’s possible we might see full fiber coverage in Le Sueur by the end of the decade, making it one of the most connected counties in the state.

Le Sueur is located ninety miles southwest of Saint Paul, and had just under 29,000 residents and 11,000 households in 2019. There are 11 whole or partial cities in the county, of which Le Center and Montgomery are the largest at around 2,500 people each. The remaining communities sit between 200 and a 1,000 residents. More than a thousand farms dot the landscape, and agriculture, along with some tourism and resort development centered on the lake communities, comprise the bulk of the county’s economic picture.

Broadband infrastructure outside of the population centers in Le Sueur is generally poor, which was a problem for residents, for businesses, and for farmers looking to remain competitive and modernize operations: “the lack of this service means students have trouble completing schoolwork and seeking future opportunity, small businesses have trouble connecting with customers and vendors, farmers have less efficient operations, home sales and development lags, and options for telemedicine are closed.”

Big Bucks for Broadband in the Balance: Explaining the Affordable, Accessible Internet for All Act - Part 4

If you have been following our series on the Accessible, Affordable Internet for All (AAIA) Act, you already know the proposed legislation calls for a $100 billion investment in expanding broadband access and affordability in unserved and underserved parts of the country. In this fourth installment of the series, we explore the part of the bill that contains the bulk of the funding. Of the $100 billion proposed in the bill, $85 billion of it can be found in the Title III - Broadband Access section.

Amending the Communications Act of 1934, Section 3101 of the bill appropriates $80 billion for “competitive bidding systems” to subsidize broadband infrastructure. That is to say, it requires the Federal Communications Commission (FCC), and states, to use “competitive bidding systems” for Internet Service Providers (ISPs) to bid on broadband deployment projects in “areas with service below 25/25 Megabits per second (Mbps), and areas with low-tier service, defined as areas with service between 25/25 and 100/100 Mbps.” The term “competitive bidding” seems to suggest a reverse auction process, though it hardly makes sense for each state to set up such a system given the logistical challenges. A legislative staffer responded to our email earlier this year saying he believed that language would allow for state programs that solicited applications from ISPs and scored them for evaluation, much like Minnesota’s Border-to-Border Broadband program operates. However, he noted that the FCC would interpret that language ultimately. More on this below.

RDOF Auction Ends but Confusion and Corruption May Just Be Beginning

The FCC's Rural Digital Opportunity Fund results are a puzzle. RDOF was the recent auction for large swaths of rural areas of the U.S. that have no broadband access, in large part because they were the territories of big companies like AT&T, CenturyLink (now rebranding as Lumen in hopes of improving its dismal image among its subscribers), Frontier, Windstream, and others. Up to $16 billion was at stake though the auction will actually disperse some $9+ billion dollars because many areas were bid well below what was expected.

The auction resulted in far more gigabit - 85% of locations I believe - than anyone expected, at far lower subsidy than expected. However, there is a lot of frustration and confusion because it is not clear that some of the top bidders can deliver. NTCA - The Rural Broadband Association - shared my original enthusiasm for RDOF and our concerns - best articulated over the years by Jon Chambers from Conexon - that the FCC was going to blow this auction by not ensuring those who bid had the capacity to deliver on the promised level of service. Kankakee Valley Hopes New Wireless Broadband Network Takes Flight

Four times a week, from 1960 to 1968, a plane marked with the insignia of the Midwest Program on Airborne Television Instruction (MPATI) took off from the Purdue University Airport in West Lafayette, Indiana and flew a figure-eight pattern above Montpelier. At an altitude of 23,000 feet, the DC-6AB aircraft used onboard Stratovision to broadcast pre-recorded courses to schools in Indiana, Illinois, Kentucky, Michigan, Ohio and Wisconsin. The 200-mile radius of the broadcast was estimated to cover 5 million students in 13,000 schools, though only about 1,800 schools became paying members.  

With seed money from the Ford Foundation, it sparked hope that the MPATI program, which predated widespread cable or satellite TV, would serve as a model for how educators could use the cutting-edge technology of the day to make top-flight education more accessible to students in rural America. The experiment lasted for eight years until the two-plane fleet was permanently grounded due to financial difficulties and, ironically, a National Association of Educational Broadcasters study that argued MPATI used too much of the UHF television spectrum.

Today, the Purdue Research Foundation's Innovation Partners Institute (IPI) has resurrected the spirit that gave wings to MPATI in an effort to reach students in the Kankakee Valley School Corporation with a pilot program of a different sort. Instead of using Stratovision and airplanes, IPI has partnered with Wabash College, SBA Communications, Watch Communications, and the State of Indiana to connect 500 households to a wireless broadband network in support of remote learning.

Kansas Announces New Ten-Year, $85-million Broadband Grant Program

The state of Kansas continues to build momentum with the announcement of a new, ten-year broadband grant program designed to drive network expansion in unserved and economically depressed areas. It will go towards connecting tens of thousands of residents in the state who currently have no or few options for Internet access, while bringing commercial development and connecting farms desperately in need. 

The Good

Currently, 3.5% of the state’s population, totaling almost 100,000 people, have no Internet access options at all. Students sent home at the beginning of the Covid-19 pandemic have struggled all summer and fall to get online to do coursework. Both urban and rural areas have continued to face significant challenges over the last decade, and the problem has only increased in recent months. It’s also an issue that has had ramifications for employers like Citizens State Bank in Cottonwood Falls, which has considered cutting local positions and shifting them to places with better Internet access options.

The new Broadband Acceleration Grant Program (BAGP) [pdf] offers lots of provisions for positive progress. It prioritizes low-income, economically distressed areas, as well as those without access to speeds of at least 25/3 Mbps (Megabits per second). This likely means much of the money will end up in the southeastern and southwestern parts of the state (see map). The grant also urges applicants to engage local stakeholders in their communities and build relationships with community anchor institutions, businesses, and nonprofits so as to maximize impact.

West of Lake Placid, Tupper Lake is Tackling Monstrously Bad Service by Building Its Own Network

Residents in the village of Tupper Lake, New York, will soon enjoy a municipally owned broadband option to get online. With the awarding of a grant by the Northern Border Regional Commission matched by local funds, a hybrid Fiber-to-the-Home (FTTH) and fixed wireless network will bring faster speeds and more reliable service to homes and businesses in the northern part of the Empire State by the middle of next summer.

The village of Tupper Lake (which sits within the boundaries of the town of Tupper Lake) is located in the foothills of the Adirondack Mountains not too far from Lake Placid. It’s an overwhelmingly rural area, and a little more than 3,500 people call the village home.

This week on the podcast, Christopher is joined by Jennifer Hawkins, President and Executive Director of One Neighborhood Builders (ONB), a community development organization based out of Rhode Island. She talks about about the Olneyville neighborhood, situated on the west side of Providence, and how significant health disparities in that community led her organization to jump into action over the summer to build a free wireless network for the residents. Jennifer and Christopher talk about mapping the network, placing hardware on ONB-owned buildings, and putting up 12 access points to cover more than half of the community with robust wireless. She shares why the project’s been worth it, and the health outcomes they hope to achieve once it goes online.

A Pilot Project in Pittsburgh Solves the Problem of Low-Income Internet Access Programs

We’ve written a lot over the last half year about communities around the country that have built fixed wireless networks to bridge the digital divide. Most recently, we’ve seen approaches which look to tackle particular inequalities that fast, affordable Internet access can help to alleviate: in Providence, Rhode Island, for instance, nonprofit One Neighborhood Builders built a network to tackle health disparities among Olneyville residents.

Today we’re covering a project in Pittsburgh that confronts another aspect of the digital divide laid bare by the pandemic: communities where connectivity options exist and low-income programs like Comcast’s Internet Essentials are available, but the minimum speeds offered are insufficient for households where multiple users need to work and attend school simultaneously. In a world where upload speed remains just as important as download speed, asymmetrical 25/3Mbps (Megabits per second) connections don’t cut it anymore.
