Rural Southeast Alaskan Tribes Leverage Spectrum for a Pilot Connecting Hard-to-Reach Communities

The Tlingit and Haida Tribes will leverage $15 million in Rescue Plan funding to bring LTE-based 100 Mbps symmetrical wireless connectivity to 10,000 unserved residents in and around the city of Wrangell, located on Wrangell Island in southeast Alaska. The Internet Service Provider in charge of the buildout is the newly-launched, tribally-owned ISP Tidal Networks. The project is a pilot the tribes plan to expand to all residents of the island, and eventually to other communities in the region.  

The pilot is made possible by Tlingit and Haida’s successful participation in the FCC’s Rural Tribal Priority Window, which allowed tribes to claim space on the 2.5 gigahertz spectrum band. Back in 2019, Tlingit and Haida partnered with southeast Alaska village tribes to gain access to the spectrum, and worked throughout 2021 to “discuss [Tlingit and Haida’s] broadband initiative and opportunities to partner for the broadband project.”

LTD and Starlink Booted from Rural Digital Opportunity Fund by FCC

In a release today, the Federal Communications Commission (FCC) announced it was voiding applications by two of the biggest Rural Digital Opportunity Fund (RDOF) bidders from December 2020. This includes more than $885 million for Low-Earth Orbit (LEO) provider Starlink and more than $1.3 billion for LTD Broadband, Inc.

LTD’s original winning bids are spread across 15 states, but there has been speculation brewing since late last year from industry experts as to if funds would be released at all. We’ve seen 12 releases from the FCC since late winter authorizing funds for most of the winning bidders (from the monopoly providers to consortia of rural electric cooperatives), which we’ve collected in our Rural Digital Opportunity Fund Dashboard here. Conversely, there has been relatively little conversation about why Starlink had not yet received any of its winning bids.

Navajo Nation Nabs $420,000 To Expand Broadband in Utah

The Navajo Tribal Utility Authority (NTUA) is slated to receive more than half a million dollars in Covid-relief funding from the state of Utah. The funding will help the NTUA expand fiber and wireless access to part of the 27,425 square mile Navajo Nation, improving access at Navajo anchor institutions and some of the nation’s 173,000 residents. 

The NTUA was created in 1959 by Navajo leaders frustrated by the fact that regional utilities had failed to provide uniform electricity services to the Navajo people. Still, over 60 years later and not only is the failure to electrify marginalized communities still a problem, the organization is leveraging its experience in that fight to expand broadband access as well. 

Project Timeline: 30 months

To help fix the problem, the Utah Broadband Center, run by the Governor’s Office of Economic Opportunity, recently doled out $420,732 in broadband grants to the NTUA. Combined with $140,244 in matching funds from the NTUA, the project will bring a combination of fiber and wireless to 473 households currently unserved in Montezuma Creek, Utah.

The grants were part of $10 million in Covid relief funding recently awarded by the Utah Broadband Center and made possible by the American Rescue Plan Act.

“From the time they sign the contract with the state, they have 30 months to complete the project,” Rebecca Dilg, Director of the Utah Broadband Center, told ILSR. “We are still working out the details of the contracts with all grant recipients.”

Tribal Broadband Bootcamps Bring Broadband Solutions to Indian Country

An effort to foster digital sovereignty and support tribal citizens to build and operate their own broadband networks in Indian Country is gaining momentum.

Responding to the challenges of COVID and the opportunities created by the federal attention and investment into tribal broadband, our own Christopher Mitchell, Director of the Community Broadband Initiative at the Institute for Local Self-Reliance, prominent Tribal broadband advocate and 20-year veteran behind the Tribal Digital Village, Matt Rantanen - along with a loose coalition of public interest tech people - have organized a series of trainings to help tribes tackle building and running networks for themselves. 

These Tribal Broadband Bootcamps build on the work of Internet Society's North American chapter at an Indigenous Connectivity Summit. The first Bootcamp, held in the summer of 2021, brought together nearly two dozen tribal citizens from five indigenous nations who gathered in southern California to learn how to build and operate wireless networks using their FCC license for 2.5 GHz spectrum access. The second bootcamp, held in March 2022, focused both on wireless and fiber networks. The third bootcamp, slated for next week, will be the first on the sovereign territory of the Yurok Nation in northern California.

Tribal Connectivity Front and Center

Each bootcamp is a 3-day intensive learning experience that invites tribal citizens to come together with experienced network architects, managers, and policy experts to walk participants through what it takes to build a local broadband network, how to operate as Internet Service Providers, and handle the associated technical challenges.

In "The Future of the Final Mile," Roman Mars uses the evolution of broadband access over a handful of years in Detroit and Chattanooga to illustrate what happens when a community sucessfully takes the future of its information infrastructure into its own hands. With interviews from local residents and broadband advocates, the episode addresses the uneven broadband marketplace, efforts to address inequitable access in Detroit through a citizen-created wireless mesh network, and a full fiber-to-the-home build in Chattanooga. Mars and his co-producer ask a lot of good questions about why more communities don't take bold steps, why preemption persists in 17 states, and what communities can do.

Empowering Community in Cleveland, with DigitalC - Episode 499 of the Community Broadband Bits Podcast

This week on the show, Christopher is joined by Angela Thi Bennett, Director of Advocacy & Impact at DigitalC, a community-based Cleveland nonprofit which operates a fixed wireless network in the city's unserved and underserved neighborhoods. Before she leaves to become the first Digital Equity Director for National Telecommunications and Information Administration (NTIA), Angela sits down with Christopher to talk about everything the organization does to advance digital equity goals in the city, driven by an agenda that focuses on healthcare, education, and economic growth. She shares how the nonprofit developed a sustainable model to delivery reliable, fast Internet access for $18/month, how success comes from listening intentionally and regularly to what community members need and want, and what true empowerment means in the face of shifting agendas at the state and national level.

BrightRidge Charges Ahead with Connecting Communities in Tennessee

<p>Located in the most northeastern part of Tennessee, BrightRidge has served as Johnson City’s public power utility for nearly 80 years. About a decade ago, BrightRidge stepped into the broadband space, and has since been taking serious strides to connect Johnson City residents and surrounding communities.&nbsp;</p><p><a href="https://muninetworks.org/content/brightridge-creating-10-gig-communitie… we left off with BrightRidge in 2019</a>, the utility was about to start into the first three phases of a fiber buildout to provide 3,847 homes and 373 businesses with broadband access. Since then, <a href="https://www.heraldandtribune.com/local-news/brightridge-continues-broad… and local funding</a> as well as utility investments have allowed BrightRidge to reach thousands of residents in the area.&nbsp;&nbsp;</p><p>Back in 2009 is when Johnson City, Tennessee began thinking about a possible fiber buildout. Since then, the city of 67,000 has considered a number of approaches, eventually landing on building out a hybrid (fiber and fixed wireless) network and serving as a publicly owned broadband utility to bring Internet access to residents. Known today as BrightRidge Broadband, the utility offers symmetric speeds of up to 10 Gigabits per second (for $149/month) in Johnson City and nearby communities.&nbsp;&nbsp;</p><p>Originally slated to be complete in 2026, demand and success in rolling out the infrastructure has led the utility to speed up its deployment plans.
