Eugene, Oregon’s publicly owned EUGNet is helping create jobs and fill empty office buildings in downtown Eugene, reports KMTR Channel 16.

Gigabit connectivity from service providers operating via the city’s dark fiber infrastructure are charging around $79 per month, allowing more interest in downtown locations and better economics for local entrepreneurs. 

This makes it a game-changer for software firms, graphic art firms, medical- just about anyone that handles large amounts of data.

“Before we had EUGNet, we just couldn't do this product, it would be impossible,” said Pipeworks Studio Technical Director, Daniel White.

Since using the network, Pipeworks has grown tremendously. A faster network means more work and that increase in productivity has allowed them to hire 50 new employees.

“The door was always there, we just couldn't open it...but now you can. Yes, It allows us to do projects we couldn't have done before, it's very reasonably priced... it's super reliable,” said White.

Vacancy in the downtown district has dropped from ten percent to seven percent since 2017.

“The economic impacts from this project are everything we thought they would be and I think even more.,” said City of Eugene Economics Strategies Manager, Anne Fifield, “We have seen the cost of Internet service really come down and service levels go up.”

Idaho Falls completed a publicly owned and operated a dark fiber network in 2010. Recently, city leaders unanimously decided to use the asset to offer citywide Internet access to the community. The vote followed a successful pilot project, commenced in March and completed this past September, which connected around 1,200 homes.

According to the East Idaho News:

Since that time, Idaho Falls Fiber officials have been gathering data and evaluating the costs and feasibility of expanding the high-speed fiber network through the rest of the Idaho Falls community.

“This kind of a public-private partnership is exciting. It allows the city to focus on infrastructure—something we excel at,” said Idaho Falls Mayor Rebecca Casper. “And, it allows local Internet providers to offer their internet services to residents where they previously could not get this type of infrastructure to deliver a reliable high speed Internet product. It captures the best of both worlds.”

Idaho Falls worked with UTOPIA Fiber on the pilot project, which included four local Internet access providers offering services via the Idaho Falls publicly owned fiber optic infrastructure. The open access network will continue to expand over the next four years within the Idaho Falls Power service area. UTOPIA Fiber will continue to work with the city to expand the network.

“Designing a system like this is a complicated operational and engineering function,” said [General Manager Bear] Prairie. “That’s why the Council approved the agreement for us to partner with UTOPIA Fiber, a not-for profit entity like Idaho Falls Fiber that has the experience in operating successful networks similar to our design. We are excited to have successfully demonstrated that utilizing our existing power utility infrastructure to install fiber lines coupled with UTOPIA’s software that opens the network to local Internet providers to use has proven to be an economic success for our city.”

Quincy, Massachusetts, recently let the public know that they're serious about encouraging local Internet access competition through public investment. At an October 21st press conference, Mayor Thomas Koch and City Council Member Ian Cain announced that the largest city in Norfolk County will begin gathering data on local interest in a municipal Fiber-to-the-Home (FTTH) network.

The Choice That Isn't a Choice

With Comcast as the only option for broadband Internet access, leaders such as Cain feel that it's time to encourage competition. DSL is available, but the average speed in the Quincy area is slower than 10 Megabits per second (Mbps) download. Upload speeds are likely around 1 Mbps -- hardly the kind of connectivity a community of 94,000 want to boast about.

Limited fiber for commercial subscribers has been deployed in the city, but without more options, Quincy faces a disadvantage as communities around them invest in better connectivity. The Mayor, Cain, and other local leaders have economic development on their minds when considering the initiative. Cain told press conference attendees, "This is a way to really have Quincy stand out in a way that other cities and towns aren't really looking at. This is a way to put us up front," as a way to attract more businesses.

Cain noted that comments from constituents regarding poor Internet access in Quincy have come to his office for the past five years. In 2018, the city council adopted Cain's resolution to investigate the possibility of publicly owned Internet network infrastructure. Residents have also taken their complaints to the Mayor. At the press conference, Koch said:

“I hear constantly from people about lack of competition – some related to cable, some related to slowness of access to get onto the network. This is something we’re very serious about looking at.”

Ammon, Idaho, got our attention years ago but as benefits from the city’s publicly owned fiber optic infrastructure continue to grow, others are taking notice. Most recently, contributing editor at Fast Company, Jay Woodruff wrote about the community’s investment in Fast Company's “The New Capitalism” series. 

Woodruff notes that Ammon, with only about 16,500 people, has surpassed large cities in quality of connectivity and choice of Internet access providers. Woodruff quotes Bruce Patterson, Technology Director in Ammon: “If you were to ask me what the key component of Ammon is, I would say it’s a broadband infrastructure as a utility. We’ve just found a way to make it a true public infrastructure, like a road.”

Woodruff describes how the infrastructure is being integrated into the community’s larger development:

Residents of Ammon can choose to opt in to the network, which the city began building in 2011. Patterson expects that by the end of 2019, 900 of the town’s 4,500 residences will have joined the network. The city is growing, adding new residential addresses at a rate of about one per day, and Patterson says that every single developer is choosing to include the fiber infrastructure in new construction.

When asked what makes Ammon’s network better than other options available in communities such as New York and San Francisco, Patterson offered four factors:

PUBLIC UTILITY: The city of Ammon manages the network the same way it handles water services or road maintenance. “If we could simply come to a point as a nation where we would say internet infrastructure is essential and we’re going to make sure that everybody has access to it,” Patterson says, “that would be a huge step forward.”

Executive Director of UTOPIA Fiber Roger Timmerman has been paying attention to the issues that are on people's minds these days in Utah. He's discovered a trend — six of the top ten are issues can be positively impacted by publicly owned fiber optic Internet infrastructure. He tweeted about it:

UTOPIA Fiber has been working diligently to expand it's infrastructure in Orem; now more than 1,000 residents have the ability to connect to the open access infrastructure and choose from 11 Internet access companies. UTOPIA Fiber anticipates the deployment will be finished by the end of 2022.

In Kaysville, Utah, the city is considering establishing a municipal fiber optic utility in the community of approximately 32,000 people. City leaders are considering the utility fee model, to enhance competition, inspire better rates, and encourage innovation in the community.

A Recurring Issue

The Salt Lake Tribune recently reviewed the plan in Kaysville, where the city council will soon vote whether or not to approve a $26 million bond in order to deploy a citywide publicly owned fiber optic network. Community leaders have determined that a Fiber-to-the-Home (FTTH) network is essential infrastructure for Kaysville. Comcast and CenturyLink serve most of Kaysville; some areas near the city must rely on satellite Internet access. City leaders want to lower prices and improve services by creating an environment for increased competition.

“As I was doing door-to-door campaigning, this was an issue that came up again and again and again,” said Kaysville Mayor Katie Witt, who’s a proponent of the city’s plan to create a fiber optic network. “We need to look down the road and plan for the future and make sure that we have the critical infrastructure in our community.”

The city has reviewed possible options and, after "one of the most vetted and open projects that we’ve worked on," decided that the utility model is best suited for Kaysville, said Councilwoman Michelle Barber.

“That’s what took 18 months of looking at was finding out that there are options, there are a lot of different options and ways to go about this," [Barber] said. “And after evaluating them all, going through a really long process, seeing feasibility, financial models and what’s the best fit, we found this one which we believe to be the best fit for Kaysville.” 

The Utility Fee Model

Kaysville plans to deploy an open access model, which will allow multiple Internet access companies to offer services through the fiber optic infrastructure owned by the community. They will use a utility fee to finance and maintain the infrastructure.

American Fork, Utah, wants to build an open access fiber network to all homes and businesses in the community of 26,000 people. The Daily Herald reports that the city council will vote on the proposed plan on August 13, 2019, and then consider a $25 million bond for the project later in the fall.

This is the second attempt at a community owned network for the north central city after changes in state law thwarted their first undertaking in 2001. Utah's state law, passed around the same time of their first attempt, limits municipalities by only allowing them to offer wholesale connectivity. American Fork’s new open access plan will satisfy a major need for the community and comport with state law.

Why Try Again?

Mayor Brad Frost told the Daily Herald that about 96 percent of residents have Internet access, but he highlighted that this is not enough. The city’s market study and feasibility report released in June 2019 presents stark numbers and show that, while Internet access may reach most of the community, the problems many residents and businesses encounter suggest that fewer people have "broadband" as defined by the FCC (25 Mbps download / 3 Mbps upload):

In an April press release, SiFi Networks announced that they will be developing a privately funded open access Fiber-to-the-Home (FTTH) network in Fullerton, California. The project will serve the city of approximately 140,000 people, with ISPs using the SiFi fiber network  to compete for subscribers. 

Getting Commitments 

SiFi approached Fullerton in 2013 after the city’s bid to bring Google Fiber to town didn’t succeed. City leaders were interested in the prospect of bringing a FTTH network to the community as an economic development tool and, after bringing the proposal to the city council, decided they wanted to work with SiFi. The project aligned with several aspects of the community’s Fullerton Plan, a revitalization and economic development master plan.

As part of the discussions, SiFi informed Fullerton that they would wait to begin construction until after 25-year Right-of-Way (ROW) permits were granted and the company had obtained lease agreements from ISPs who wanted to offer Internet access via the network. As part of the arrangement, SiFi planned to pass every premise, regardless of what type, by the end of 2021. In January 2014, the Fullerton City Council authorized the City Manager to enter into a Negotiation Agreement (NA) with SiFi Networks. Since that time, both parties have been working to fulfill the necessary steps to move ahead with construction. 

Now that funding is in place, ISPs have committed, and permits are prepared, both parties are ready to begin the project.

SiFi will use a microtrenching method to install most of the conduit and will begin with what they call the “pilot phase” located in the southwest corner of the city. SiFi will take the opportunity to refine installation and delivery techniques, allowing the company to more efficiently deploy in the remaining zones around the city. Microtrenching is one of the tools SiFi uses as part of their FOCUS system of deployment.

Project Development and Funding

Ammon, Idaho’s open access software defined network has earned accolades from industry experts and been hailed as a model approach for other communities. It has been praised for serving the community, providing reliability, and offering affordable options. Amid news of expansion, the positive effects of competition via the publicly owned network have recently flashed across news and social media. People who don’t live in the Idaho city are shocked to learn how affordable high-quality Internet access can be. 

Growing a Good Thing

In March, City of Ammon Fiber Optics began to deploy in the city’s Bridgewater neighborhood, where they expected to connect around 300 of the potential 500 subscriber households with this particular expansion. Three more neighborhoods are lined up for expansion this summer and into the fall.

The city provides several options for residents in Ammon, including the Local Improvement District (LID) approach, to finance expansions of the infrastructure. Their method allows the community to continue to build the network without borrowing or bonding. Community members within the boundaries of the project area can sign up at the beginning of the process to pay for connecting over a 20-year period. If they decide to pass initially and connect later, they must pay the connection fee out of pocket. In 2018, the city of Ammon developed this explainer video:

If people want to pay the full connection fee all at once, they have the option to do so, but many people choose to pay through the LID. Connecting to the networks usually costs between $3,000 - $3,500. Groups of neighbors come together to create the LIDs because deploying in an area where there are multiple homes interested in connecting to the network is less expensive than a single home connection. The more property owners who opt in to connect to City of Ammon Fiber Optics, the lower the cost is to every one who wants to connect.
