Broadband First Responders: Libraries, Schools, and ISPs Open Wi-Fi Hotspots for Students

Visitors to libraries across the country are being greeted with signs declaring, “Library Closed,” in an attempt to contain the spread of the novel coronavirus. But increasingly, those words are followed by the ones seen outside Schlow Centre Region Library in State College, Pennsylvania: “Park for Free Wi-Fi.”

As the Covid-19 outbreak pushes almost all daily functions online, libraries, schools, and Internet service providers (ISPs) are finding themselves on the front lines of responding to their communities’ connectivity needs — especially those of students. Nationwide, these broadband first responders are working rapidly to open and deploy public Wi-Fi hotspots that families can access from the safety of their parked cars.

Even before the current crisis, the “homework gap” meant that 7 million school-age children did not have Internet access at home, hampering their ability to get an education. Now, the digital divide is being thrown into even starker relief, as students struggle to access online classes and school districts grapple with equity concerns.

Though it isn’t a permanent solution to the homework gap, these community institutions and providers hope that the emergency Wi-Fi access will give students on the wrong side of the divide a chance to learn while schools are shut down.

Students Trade Desks for Cars

Earlier this week, the American Library Association (ALA) recommended that libraries leave their Wi-Fi turned on and accessible while facilities are closed. In a press release, ALA stated:

Wireless service has potential to provide needed Internet access, but it is still not a substitute for high-quality wireline service.

These technologies improve and change rapidly over the past decade, and we will update the page periodically as they continue to evolve. To that end, we have included boxes with links to more information for in-depth reading. In particular, we invite you to read the Moving Forward section, which highlights possibilities for the future of wireless in both rural communities and urban areas.

FairlawnGig Keeps Businesses in Town, Attracts More - Community Broadband Bits Podcast 292

We are checking back in with Ernie Staten, Deputy Director of Public Service in Fairlawn, Ohio now that their muncipal Fiber-to-the-Home (FTTH) network - FairlawnGig - is built out and they are still building the citywide Wi-Fi network that will accompany it. We previously talked with Ernie when the network was being built two years ago in episode 201.

Fairlawn is located near Akron and a city without a municpal electric utility. Though they started expecting to work with a local partner ISP, they quickly decided it would be better to both own and operate the network. 

Though the network is quite young, it has already helped to boost property values and has attracted new businesses. FairlawnGig was also the primary reason one local business expanded in Fairlawn rather than moving to another location. In short, the network has provided a strong, positive impact almost immediately.

Mason Carroll: Every single person needs to have their own Internet connection. This is not just like, "Oh, I can sort of get the building-wide Wi-Fi as I stand near my front door." No. You should have your own Internet connection that you can plug in, and watch TV, or set up a computer, or to do your work. That's really what digital quality is.

Connecting San Francisco Low-Income Housing with Monkey Brains - Community Broadband Bits Podcast 264

After we saw April Glaser's article on a local San Francisco ISP connecting low-income housing to high-quality Internet access, we knew we wanted to learn more. Preston Rhea is the Senior Field Engineer for Monkey Brains and someone we knew from his work with the Open Technology Institute at New America. He joins us with Mason Carroll, Lead Engineer for Monkey Brains, to explain what they are doing in Hunters Point and more broadly across San Francisco.

Monkey Brains delivers Internet access primarily via high-capacity fixed-wireless links to buildings with multiple tenants. Working with the San Francisco Housing Development Corporation, they are delivering gigabit access to low-income housing units at Hunters Point. 

Preston and Mason discuss the process, the challenges, the long-term plan, and more. In particular, they discuss why good wiring in each building is important for ensuring high-quality access to each household rather than just relying on common Wi-Fi access points around the buildings.

TV White Spaces and White Space Technology has been in the news lately. Microsoft recently announced a plan to use White Spaces to bring high-speed internet access to rural areas across the country. Microsoft Supercharges TV White Spaces - Community Broadband Bits Podcast 262

After a recent announcement from Microsoft committing to building rural networks using TV white spaces [NYT, Ars Technica stories], we asked Public Knowledge Senior Vice President and long-time TVWS enthusiast Harold Feld to explain the significance. 

We discuss what TVWS are and why this announcement is such a big deal given that we have previously covered multiple deployments of TVWS over the years. In short, Microsoft's commitment can drive TVWS from niche to mainstream. 

We also discuss why some TV Broadcasters are very opposed to this development and are trying to smear Microsoft. And finally, we explore what kind of bandwidth TVWS may be delivering soon and how the technology could mature.

Joshua Breitbart: From New York City, I think that we are maybe the first city to begin to look at how we can take responsibility for the space of the Internet itself.

Lisa Gonzalez: This is episode 254 of the Community Broadband Bits podcast from the Institute for Local Self-Reliance. I'm Lisa Gonzalez. Finding ways for lower income individuals and families to obtain high quality Internet access is a problem in most urban areas. As Internet access becomes more central to our lives for everyday tasks, solving that problem becomes more immediate. In New York City the Queensbridge Connected project is aiming to solve that problem by working with a private sector partner and involving the community. This initiative will bring high-speed Wi-Fi to residents of Queensbridge Housing, which is part of the New York City Public Housing Authority. In this interview, Christopher talks with Joshua Breitbart who works for New York City. Joshua describes how the project has progressed, how they view the Queensbridge Connected project as a model of other parts of the city, and shares some of the lessons learned that have helped guide the project. NYC Works With Grassroots for Low-Income Access - Community Broadband Bits Podcast 254

Some time ago, when speaking with Joshua Breitbart, the Senior Advisor for Broadband to the New York City CTO Miguel Gamiño, he mentioned to me that any subset of the issues they face with regard to improving Internet access in New York City is itself a massive issue. Joshua joins us to elaborate on that challenge and an exciting project that points to the way to solving some of their problems on episode 254 of the Community Broadband Bits podcast. 

We talk about Queensbridge Connected, a partnership to ensure people living in low-income housing have access to broadband Internet connections. We also discuss how their responsibility does not end merely with making Wi-Fi available, but actually helping people be prepared to use the connection safely.

Joshua offers an important perspective on the challenges in large urban areas to make sure policy is fully responsive to local needs by ensuring residents are a part of the process and solution.

Public-Private Partnership Pursued in Pennsylvania

Pennsylvania’s state barriers won’t stop this community from improving Internet service for its municipal facilities, residents, and businesses. The City of Lancaster is collaborating with private provider MAW Communications to ensure the community has next-generation technology. Their public-private partnership, LanCity Connect, will offer affordable 1 gigabit (1,000 Megabits per second) service over a new Fiber-to-the-Home (FTTH) network.

Shared Risk, Public Financing

The Lancaster Online has closely followed the development of the partnership from a 2015 Wi-Fi project between the partners to the current citywide fiber plan. Here's a quick summary of the basic framework of the partnership: 

MAW Communications originally built a $1.7 million fiber backbone starting in 2015 with financing from the city's water fund bond. The city had refinanced its water utility debt, saving some $7.8 million and they worked out an agreement with MAW where the private partner would deploy and own a backbone fiber network. Over the 20 year term of the deal, the city has the right to half the network for city services, including automatic meter reading (AMR) and a traffic control system, with the city being able to renew the deal for four additional terms. Officials have said this arrangement will not impact water rates.

MAW Communications will extend the network to premises, aided by a $1.5 million loan with a 7 percent interest rate from the city's general fund reserves. The provider will repay the loan over a 13 year period. As long as MAW Communications has an outstanding loan to the city, the provider cannot sell the network without the city's written approval. Though the loan will help MAW to begin building the network, the costs of connecting homes and businesses would still be prohibitive at $1,000 each if not for another element of the plan.
