More Questionable Behavior About Digital Redlining from AT&T: Dallas County, Texas

Since 2017, AT&T has been called out for digital redlining in Cleveland and Detroit. Now, Dr. Brian Whitacre from Oklahoma State University has compared 477 data from the company to poverty levels in Dallas County, Texas, and discovered similar findings. He entered into the project under the request of Attorney Darryl Parks, who filed the complaint against the Federal Communications Commission (FCC) against AT&T relating to digital redlining in Cleveland.

Dr. Whitacre provided a statement of his findings to the National Digital Inclusion Alliance (NDIA) to be published in full. Read his findings here.

In his POTs and PANs blog, Doug Dawson of CCG Consulting analyzed Whitacre’s findings. AT&T offers Fiber-to-the Home (FTTH), VDSL, and ADSL2 or ADSL2+, which all provide dramatically different speeds. As Dawson summed up:

It’s worth noting before going further that the… speed differences, while dramatic, [don’t] tell the whole story. The older ADSL technology has a dramatic drop in customer speeds with distances and speeds are also influenced by the quality of the copper wires. Dr. Whitaker noted that he had anecdotal evidence that some of the homes that were listed as having 3 Megabits per second (Mbps) of 6 Mbps might have speeds under 1 Mbps.

Dr. Whitaker then overlaid the broadband availability against poverty levels in the county. His analysis started by looking at Census blocks have at least 35% of households below the poverty level. In Dallas County, 6,777 census blocks have poverty rates of 35% or higher.

Mississippi Co-op Moving Forward on Fiber for Rural Members

Rural communities served by the North East Mississippi Electric Power Association (NEMEPA) should be enjoying high-quality Internet access from their co-op next year, if plans proceed as expected. The co-op Board of Directors voted on September 17th to move forward with plans to develop a Fiber-to-the-Home (FTTH) network to their entire service area.

According to their press release, the 2019 change in state law to relax restrictions on electric cooperatives was the factor that encouraged NEMEPA to aggressively pursue the possibilities. With strong support from the state Public Service Commission, state lawmakers embraced the change and passed HB 366, the Mississippi Broadband Enabling Act. The bill removed decades-old language that required co-ops to use infrastructure only for delivery of electric service. Electric cooperatives will now allow be able to legally offer Internet access, a much-needed change for rural areas.

The cooperative worked with Conexon, the firm headed up by Randy Klindt and Jonathan Chambers, which has worked with numerous electric cooperatives like NEMEPA to design and develop broadband networks. 

NEMEPA has already commissioned two feasibility studies, which independently determined that the project will be viable as long as they can achieve a minimum take rate. A recent survey indicated that the need is so great in their region that members’ enthusiasm for their services will surpass the benchmark. NEMEPA plan to connect all 25,000 members within their 920-square-mile service area through a subsidiary.

Exploring Eastern Tennessee's BrightRidge Network - Community Broadband Bits Podcast 374

Even though the state of Tennessee adopted legislation long ago to discourage municipal networks, local communities in the state are finding ways to deliver high-quality Internet access via public utilities. This week, Chief Broadband Officer from BrightRidge Stacy Evans visits with Christopher. They talk about the power utility and their expansive broadband project in eastern Tennessee.

BrightRidge used to be known as the Johnson County Power Board, but limitations changed for the entity when it became an energy authority. Stacy provides some history about the region, the energy authority, and the considerations that contributed to the change. He also describes some of the challenges they’ve faced deploying over a very large area in a multi-phased roll-out that employs both Fiber-to-the-Home (FTTH) and fixed wireless.

They’re still in the early deployment phases, but BrightRidge is already hearing stories about benefits from subscribers. In addition to sharing a few with us, Stacy talks about how BrightRidge has adopted a layered approach at the premise that will make implementing future innovations easier. He and Christopher review some of the indirect benefits from the network, such as improved service from incumbents and improved electrical services.

Shutesbury Connecting Residents to Muni Fiber in Massachusetts

Community members in Shutesbury, Massachusetts, are now receiving fast affordable, reliable connectivity in their homes and businesses delivered via their publicly owned broadband infrastructure.

It's Happening and People Are Loving It

In late August, officials from Shutesbury announced that they expected testing and verification to be completed in early September. The company hired for installation had scheduled more than 200 premises for September and was making plans to hire additional installers to speed up the process. Shutesbury expects to have most of the town connected to the network by the end of 2019.

In May, 87 percent of the town had already signed up and subscribers have continued to trickle in. Folks in Shutesbury are now beginning to obtain the Internet access they’ve been chasing for more than five years. 

No, Charter, Not You

In 2017, the town rejected a proposal from Charter Spectrum that would have connected 96 percent of the community of around 1,700 people. The offer from the cable comany had come about when the state agency tasked with distributed state funding suddenly had a change of heart. The Massachusetts Broadband Institute (MBI) decided that the big corporate ISPs, which had refused to upgrade services in the area in the past, should have another opportunity to use state funding to build high-quality Internet access infrastructure. Dalton, Georgia, Ramps it Up, Offers 10 Gigabit Residential Service Tier

Less than a year ago, we reported on Dalton, Georgia’s transition to becoming the first gigabit city in the state. In August, the community took it up a notch when they began offering 10 gigabit residential Internet access from Dalton Utilities’ OptiLink.

As Foretold by Hank

When we interviewed Chief Technical Services Officer Hank Blackwood last November about the new gigabit tier, he told us that 10 gig plans were in the works. The boost in capacity is part of the city’s long-term vision to lure more tech innovators to Dalton. In addition to attracting firms able to offer more jobs, community leaders want to provide an environment ripe for entrepreneurs who may find working from home the secret sauce.

From the press release announcing the new 10 gig service for $349.95 per month:

“We are proud to offer our residents the very best in ultra-high-speed Internet and next-generation video, delivering services wanted and needed by so many communities,” says Dalton Utilities’ Hank Blackwood, Chief Technical Services Officer. “Very few areas have this level of fiber optic capability.”

Subscribers can still sign up for OptiLink at gigabit, 100 Megabit per second (Mbps), 75 Mbps, and 50 Mbps services. When bundled with phone or OptiLink’s new VidLink service, subscribers can cut stand-alone rates by around $5 per month. All tiers provide symmetrical service.

Sweet Sixteen

Since 2003, residents and businesses have enjoyed access to fiber optic connectivity from Dalton Utilities. Like other public utilities, in the late 1990s utility management originally decided on fiber optic infrastructure investment as a way to better manage and control other utilities such as electric, water, gas, and water. As Dalton developed their supervisory control and data acquisition (SCADA) system, larger businesses in the community approached them and asked for connectivity via the fiber network.

Fort Collins Celebrates Launch of Connexion, Establishes Rates

On August 29th, people in Fort Collins, Colorado, gathered together at the city’s Lincoln Center to celebrate the launch of Connexion, their municipal fiber optic network. 

Establishing Rates

Prior to the get together, the utility announced pricing and services for residential subscribers. Symmetrical gigabit Internet access will be available for $59.95 per month; residents will also have the option to sign-up for 10 gigabit speeds for $299.95 per month.

Business rates are still in the works.

Connexion is also offering bundles that include voice and video. While they’re still developing details on video service, subscribers can choose a voice and Internet access package at this early stage. The utility will not impose data caps and, as expected, there are no contracts.

Connexion has expressed their commitment to network neutrality, a policy that helped drive the local comunity to develop the municipal network.

Sweet Launch 

The event was especially glorious to folks involved in the 2017 vote to change the city’s charter. At the time, big corporate ISPs dedicated close to a million dollars toward influencing the vote to prevent the amendment. Measure 2B was on the ballot to update the city’s authority to invest in a publicly owned network. With a de facto duopoly on Internet access in Fort Collins, incumbents wanted to halt any change, but the measure succeeded and the initiative moved forward.

HiLight in Hillsboro to Offer $55 Gig

Hillsboro, Oregon, has decided that fast, reliable, and affordable Internet access is a top priority. As they continue to fine-tune their fiber optic network plans, community leaders recently announced pricing and speed tiers for HiLight, expected to launch in 2020.

$55 Gig!

This summer, the Hillsboro City Council confirmed proposed pricing to reflect the community's commitment to bringing high-quality Internet access to each premise; HiLight will offer symmetrical gigabit Internet access for $55 per month to residents. According to the Oregonian, the rate is about half what Comcast charges. HiLight will also provide a 4 gigabit option for $300 per month, which is comparable to Comcast’s price for 2 gigabit service.

Subscribers will also have the option to sign-up for VoIP services for $20 per month, but the utility will not offer video.

Low-income households will be able to subscribe to gigabit service for $10 per month, but the community is still working out details for eligibility. Comcast’s plan for similarly situated folks allows Internet access at 15 Megabits per second (Mbps) download while providing slower upload speeds.

Like many other publicly owned networks, Hillsboro plans to offer symmetrical service to allow subscribers to take full advantage of fiber optic connections. With the ability to send as well as receive data-intensive files, subscribers are more likely to work from home, complete distance learning educational programs, engage in telehealth apps, and partake in innovative technologies.

The Timeline

The city plans to take an incremental approach and dedicate about 10 years toward completion of citywide deployment while avoiding debt. Hillsboro has decided to allocate around $4 million each year for the next 7 years toward the build. City financial experts estimate the network will begin generating revenue in 11 years and will pay for itself in 17 years.

Springfield Expands, CenturyLink Leases, More Connectivity in Missouri

City Utilities (CU) in Springfield, Missouri, recently announced that over the next four years, they will expand the community’s fiber optic network. CenturyLink will lease dark fiber on the Springfield infrastructure in order to offer Fiber-to-the-Home (FTTH) Internet access to residents and businesses in Springfield and in areas beyond the city. In addition to the great news about this sizeable expansion, experts feel optimistic to see a national ISP working with a pioneering municipal network.

Working with CenturyLink First, Then Others

CU will spend around $120 million to add more than 1,000 fiber miles to their existing 700-mile fiber infrastructure. SpringNet has provided connectivity to local businesses since the late 1990s and has helped spur economic development in Springfield.

CenturyLink, as the first Internet access provider to lease dark fiber on the publicly owned network, and Springfield expect to begin connecting residents and businesses by the spring of 2020. According to CU General Manager Scott Miller, the 15-year arrangement with CenturyLink will fund much of the expansion and rates will not increase for current CU customers.

Miller estimates that CU will complete the expansion within three years. Because the CenturyLink agreement is not exclusive, CU hopes to lease excess capacity to other Internet access companies or businesses. In addition to encouraging options for Springfield, CU wants to deploy more fiber throughout the community to facilitate 5G technology, which requires ample fiber to support high numbers of small cell sites.

Anacortes, Washington, Needs Outside Plant Manager

Earlier this year, Anacortes, Washington, shared an update on their plans for developing their Fiber-to-the-Home (FTTH) network. Their project has been moving along and now they’re seeking an Outside Plant Coordinator as they work on construction. If you’re interested, note that the job posting closes on August 23, 2019.

Some of the responsibilities of the Outside Plant Coordinator will be:

  • Plan and oversee the design, permitting, construction and maintenance of the OSP portion of the Municipal Fiber Network (MFN).
  • Act as the MFN’s primary interface with owners of network infrastructure that the MFN must attach to, occupy or otherwise use.
  • Act as the MFN’s primary interface with entities from whom the MFN must obtain construction permits, right-of-way permits or easements.
  • Identify the equipment and supplies needed by the MFN to construct, install and maintain the OSP portion off the MFN.
  • Estimate MFN’s cost to extend its network to new customer sites.

In addition to other requirements, applicants should have:

Associate degree in Construction Management, Project Management, Business Management, or related field, OR any combination of training and experience which provides equivalent knowledge, skills and abilities.

At least three years of experience in any combination of the following:

  • Aerial cable deployment, maintenance and/or repair
  • Underground cable and/or conduit deployment, maintenance and/or repair
  • Inside wiring deployment, maintenance and/or repair
  • Right-of-way permit application preparation
  • Utility pole attachment application preparation
  • Telecommunications OSP infrastructure as-built documentation

PLUS at least two years of experience in any combination of construction management, project management or business management OR any combination of training and experience which provides equivalent knowledge, skills and abilities.

Central Alabama Will See High Speeds Thanks to Electric Cooperative

Central Alabama Electric Cooperative (CAEC) will join the increasing number of electric cooperatives that provide broadband access. They've been developing a plan to build a high-speed network and recently announced more details.

Taking a Phased Approach

CAEC plans to construct the network, named CAEC Access, with a phased approach. Phase 1 will connect the co-op’s 24 electrical substations and six main offices with a 365-mile fiber ring. Electric co-ops use fiber to reliably and securely monitor the power grid, but fiber is also the backbone of high-quality Internet access.

According to trade magazine Alabama living, homes and businesses within 4,000 feet of this fiber ring will be able to request an Internet connection from the co-op. CAEC will take requests from both members and non-members; approximately 10,000 homes and businesses are within this initial area. The co-op wants 35 percent of premises in the first phase boundaries to sign up before commencing construction of the Fiber-to-the-Premise (FTTP) network. Interested residents and businesses can register at caecaccess.com, which requires a $25 fee.

Up to 1 Gig

The co-op uses the early sign ups to track the level of interest in the project and determine where to build next. CAEC is still working on establishing rates and speed tiers but has determined that Internet access will be about $59.99 for 200 Megabits per second (Mbps). Gigabit connectivity for residents and business owners will also be available. All tiers will be symmetrical.
