Early ReConnect Grants Go to Local Government, Electric Co-op

The U.S. Department of Agriculture (USDA) recently awarded a $2.85 million grant to Forked Deer Electric Cooperative headquartered in Halls, Tennessee, and $9.75 million to Orangeburg County, South Carolina to develop broadband infrastructure. The awardees will use the ReConnect grants to construct or expand existing Fiber-to-the-Home (FTTH) Internet access to thousands of households, critical community facilities, and educational facilities.

A Reconnect Primer

In 2019, Congress allocated $600 million for the ReConnect Program to help expand high-quality Internet access to rural America. Applicants can apply for a 100 percent grant, 100 percent loan, or a grant-loan combination. The ReConnect Program provides funding to allow for-profit companies, rural cooperatives, local governments, and tribes to deploy broadband infrastructure under specific guidelines. The service area for qualified applicants must be rural communities with 90 - 100 percent of the population considered "underserved," defined as Internet access speeds of 10 Megabits per second (Mbps) download and 1 Mbps upload or lower.

As we reported in September, more than half of the applications submitted came from cooperatives and local governments.

Orangeburg County

Under the American Recovery and Reinvestment Act (ARRA), Orangeburg County was awarded federal stimulus funds in 2010 and added around $4 million of their own money for rural broadband projects. Shortly following the stimulus package award, the state legislature enacted a law discouraging simlar local investment. The law requires local governments to charge rates for broadband Internet services similar rates to those of private companies, even if service could be provided at a lower cost. This law effectively limits local broadband authority and discourages communities from developing publicly owned networks.

Gallops and Gigabits; Ocala Knows the Need for Speed in Florida - Community Broadband Bits Podcast 382

Whenever Christopher attends a Broadband Communities event, he returns with great stories from cities and towns across the U.S. that have invested in publicly owned Internet infrastructure. This week, we share his interview with Mel Poole, Ocala Fiber Network Director.

You may automatically think of Kentucky when you consider horses, but Ocala, Florida, is considered the "Horse Capital of the World." Fast thoroughbreds may end up at The Derby, but they often start in Ocala. Whether it's gigabits or galloping horses, Ocala has found a way to capitalize on the concept of speed.

The city first began with publicly owned fiber optic infrastructure for SCADA operations and later expanded their use to reduce telecommunications costs. Since ending leased T1 lines, the city has saved millions and taken control of connectivity. That was before Mel worked for the city, but he's well-versed in the story of the Ocala Fiber Network, and describes how they expanded to offer services to more sectors of the community.

Mel and Christopher talk about the city's decision to begin working with the public and how, by educating local decision makers, Mel and his team were able to help them make an informed choice. As Ocala worked with more entities, they've also faced challenges related to deployment and marketing. There's a fine line they need to walk between spreading the word about great service and their ability to connect subscribers in a timely fashion. Christopher and Mel talk about demographics, economic development, and Mel's vision for Ocala that's tied into their fiber optic infrastructure.

North Carolina Co-op Awarded $24 Million ReConnect Grant for Rural Fiber

As we reported back in September, the bulk of applicants to the USDA's ReConnect Loan and Grant Program came from publicly owned projects. Cooperatives, local governments, and tribal government projects comprised more than half of the applications. Awards are now being announced and one of the largest awards so far is going to a North Carolina cooperative to provide fast, affordable, reliable connectivity in southeast North Carolina.

ReConnecting Star

Star Telephone Membership Corporation will be awarded a grant of almost $24 million to develop Fiber-to-the-Home (FTTH) service to more than 8,700 households, 10 educational facilities, around 20 businesses, and three community facilities within a 739 square mile area. Subscribers will be able to sign-up for speeds that begin at 100 Megabits per second (Mbps) download.

At a November 6th event at Star Distribution Center in Clinton: 

Jeff Shipp, vice president of operations for Star Communications, said projects will take place in the Herring exchange in the northern region of Sampson County, which also loops around the middle portion of Sampson County. The second is the Six Runs area part of county towards Turkey and the third is Harrells, in the southern region. Other projects are scheduled for Bladen County as well.

“We’re very excited about this,” Shipp said. “We’re excited for our members and for our community. We have the lowest density in the entire state in our area, roughly around 3.8 subscribers per mile. We would have to budget $25,000 per mile to put fiber in the ground. That’s why a grant such as this from USDA is so important. We’re also fortunate enough to receive additional funding from the state this year for an area in Bladen County to assist with fiber as well.”

Star Telephone Membership Corporation

The cooperative was created when two smaller co-ops merged in 1959. Since then, the entity has been serving the rural areas in and around Clinton, North Carolina, and has been one of the early adopters of FTTH for members, many who are farmers.

Anacortes, Washington, Signing Up Subscribers for Fiber Pilot

Anacortes, Washington, is ready to serve fast, reliable, and affordable fiber Internet access to its residents. The city is rolling out fiber to three pilot areas by the third quarter of 2020 and hopes to have citywide fiber coverage by 2023. Anacortes Fiber Internet began taking subscription sign-ups in October. The move is a major milestone in a plan that started more than three years ago, as the community looked for ways to improve communications between utility facilities, later expanding to establish this large pilot project.

Rapid Progress Expected

Residents and businesses living in the first pilot area, Central Business District, can expect so obtain fiber Internet access before the end of the year. Old Town is scheduled to finish within the first quarter of 2020 and M Avenue is set for the third quarter of 2020. Emily Schuh, Anacortes Administrative Service Director, hopes to have fiber Internet access available citywide by 2023. 

For a one-time $100 installment fee, residents can expect to pay $39 per month for 100 Megabits per second (Mbps) or $69 per month for 1 Gigabit per second (Gbps) Internet access. Businesses can subscribe to $89 per month for 100 Mbps or $149 a month for 1 Gbps. All speeds are symmetrical.

The city used the unconventional method of putting fiber optics in conduit within existing water pipe infrastructure. Using this strategy, the city will not have to concern themselves with road closures or storm damage. Since the fiber optics aren’t in contact with water, it has no impact on the water quality and has been greenlit by Department of Health. "Why didn't we think of this? You're just putting a water pipe inside a water pipe and then putting fiber optics in there,” said Public Works Director Fred Buckenmeyer.

Fiber Rich Wilson - Community Broadband Bits Podcast, North Carolina Bonus Episode Two!

Last week, we unveiled the new podcast project we're working on with the nonprofit NC Broadband Matters, whose focus is on bringing ubiquitous broadband coverage to local communities for residents and businesses in North Carolina. The ten episode podcast series, titled "Why NC Broadband Matters," explores broadband and related issues in North Carolina.

In episode two, “Fiber Rich Wilson, Why and What's Next?”, Christopher talks with Gene Scott, General Manager for Outside Plant for Greenlight, a division of the city of Wilson, North Carolina. If you've heard many of our podcasts, you know all about Wilson and their municipal Fiber-to-the-Home (FTTH) network. We've followed the development of the network for years and have reported on many of their innovations.

Gene helps us to understand some terminology that most of us aren't familiar with unless we're in the field, and he gets into the many benefits of fiber over copper.

Christopher and Gene also discuss how Greenlight and the city have been working with the local community college to prepare more people to work in the growing industry. It isn't all climbing poles and hanging wires and the need for high-quality Internet access guarantees there's plenty of future opportunity in the public and private sectors.

Idaho Falls Votes to Expand Fiber Project Beyond Pilot

Idaho Falls completed a publicly owned and operated a dark fiber network in 2010. Recently, city leaders unanimously decided to use the asset to offer citywide Internet access to the community. The vote followed a successful pilot project, commenced in March and completed this past September, which connected around 1,200 homes.

According to the East Idaho News:

Since that time, Idaho Falls Fiber officials have been gathering data and evaluating the costs and feasibility of expanding the high-speed fiber network through the rest of the Idaho Falls community.

...

“This kind of a public-private partnership is exciting. It allows the city to focus on infrastructure—something we excel at,” said Idaho Falls Mayor Rebecca Casper. “And, it allows local Internet providers to offer their internet services to residents where they previously could not get this type of infrastructure to deliver a reliable high speed Internet product. It captures the best of both worlds.”

Idaho Falls worked with UTOPIA Fiber on the pilot project, which included four local Internet access providers offering services via the Idaho Falls publicly owned fiber optic infrastructure. The open access network will continue to expand over the next four years within the Idaho Falls Power service area. UTOPIA Fiber will continue to work with the city to expand the network.

“Designing a system like this is a complicated operational and engineering function,” said [General Manager Bear] Prairie. “That’s why the Council approved the agreement for us to partner with UTOPIA Fiber, a not-for profit entity like Idaho Falls Fiber that has the experience in operating successful networks similar to our design. We are excited to have successfully demonstrated that utilizing our existing power utility infrastructure to install fiber lines coupled with UTOPIA’s software that opens the network to local Internet providers to use has proven to be an economic success for our city.”

Overbuilding Encourages Competition - Community Broadband Bits Podcast, North Carolina Bonus Episode One!

We're pleased to bring you the first episode from a special bonus series of the Community Broadband Bits Podcast titled "Why NC Broadband Matters." The series is a collaboration with the nonprofit NC Broadband Matters, whose focus is on facilitating the expansion of ubiquitous broadband coverage to local communities for residents and businesses. We'll be working with NC Broadband Matters on this series to develop nine more episodes that center around broadband in North Carolina.

"Overbuilding Means Providing Internet Choice: How One Small Company is Closing North Carolina's Digital Divide," is a conversation between host Christopher Mitchell and Alan Fitzpatrick of Open Broadband. The North Carolina company delivers high-quality Internet access to local communities. As Fitzpatrick notes in the interview, Open Broadband uses different types of technology, depending on what's most effective in each region. The goal is delivering quality Internet access.

They discuss the benefits of overbuilding and competition, problems with of lack of choice, and Alan reviews some potential long-term policy changes that could encourage investment. Alan and Christopher talk about local government involvement in promoting competition for better access to high-quality connectivity. They also touch on how lack of competition can increase the digital divide and how North Carolina could make changes to allow local governments to work with private providers in order to expand Internet access.

LUS Fiber Expands to Another Community in Lafayette Parish

Residents and businesses in Carencro, in the northern region of Lafayette Parish of Louisiana, now have access to LUS Fiber. The expansion is the latest step in efforts to deploy the Fiber-to-the-Home (FTTH) network to every community within the Parish.

Growing Footprint

In 2018, the publicly owned network began offering services in Youngsville and Broussard, an expansion that had been more than two years in the making. As the utility adds more expansions to their list of accomplishments, they'll also add knowledge on how to contend with challenges and demand will grow.

According to Teles Fremin, Interim Director of LUS Fiber:

“The residents of Carencro have expressed their interest in LUS Fiber for many years. We are extremely honored that so many residents throughout Lafayette Parish appreciate the value that LUS Fiber can bring to their communities.”

Local leaders in Carencro look forward to the economic development potential that comes with bringing fast, affordable, reliable connectivity to the community of about 9,000. The suburb of Lafayette has shown slow but steady population growth since 2000, and high-quality Internet access will keep that trend alive.

Currently, much of the residential community relies on Cox Cable and AT&T DSL for Internet access. Businesses have very little access to fiber connectivity; LUS Fiber will be able to fill that gap.

“The tremendous growth in residential and commercial development in Carencro makes this a great time for LUS Fiber to offer services here. We welcome LUS Fiber and are pleased that our citizens and businesses will have a range of advanced options to choose from for their telecommunications needs.”

Estes Park Trailblazes New Muni Fiber Broadband Service in Colorado

After five years of planning, meetings, and overcoming obstacles, the town of Estes Park has officially launched its Trailblazer Broadband Internet service to pilot neighborhoods.

Necessity is the Mother of Invention

The Broadband journey started back 2015 when the residents of Estes Park experienced catastrophic outages due to ice and flooding which led to long telecommunications outages. It bacame obvious to community leaders that the town needed a different solution that entailed reliability and redundancy, not available from the incumbent provider. The city held a referendum and with the support of 92 percent of those voting, the town of Estes Park opted out of SB 152.

Fast, Affordable, Reliable Connectivity for Residents and Tourists

Estes Park, considered the gateway to the Rock Mountain National Park, depends on its tourism industry and current Internet speeds may deter vacation goers who need to remain connected to work during time away from work. With the introduction of high-quality Internet access at their resorts and lodging, Estes Park will have an edge over their competition as well as ensuring future economic development opportunities for the entire region. 

For town officials, staff, and the majority of residents, the implementation of high-quality Internet access is a welcomed project. 

“This is truly a tremendous milestone for the community,” said Town Administrator Travis Machalek, at the town's official opening ceremony celebration on September 25th.

The expected project construction cost is around $26 million. Based on an anticipated take rate of 30 - 40 percent, the community expects to pay off the investment in 10 - 12 years.

Trailblazer Broadband is being rolled out to pilot neighborhoods and is expected to serve the entire town in three to five years. The schedule is based primarily on construction feasibility, population density, and potential revenue.

Kaysville, Utah, Considering Broadband Utility

In Kaysville, Utah, the city is considering establishing a municipal fiber optic utility in the community of approximately 32,000 people. City leaders are considering the utility fee model, to enhance competition, inspire better rates, and encourage innovation in the community.

A Recurring Issue

The Salt Lake Tribune recently reviewed the plan in Kaysville, where the city council will soon vote whether or not to approve a $26 million bond in order to deploy a citywide publicly owned fiber optic network. Community leaders have determined that a Fiber-to-the-Home (FTTH) network is essential infrastructure for Kaysville. Comcast and CenturyLink serve most of Kaysville; some areas near the city must rely on satellite Internet access. City leaders want to lower prices and improve services by creating an environment for increased competition.

“As I was doing door-to-door campaigning, this was an issue that came up again and again and again,” said Kaysville Mayor Katie Witt, who’s a proponent of the city’s plan to create a fiber optic network. “We need to look down the road and plan for the future and make sure that we have the critical infrastructure in our community.”

The city has reviewed possible options and, after "one of the most vetted and open projects that we’ve worked on," decided that the utility model is best suited for Kaysville, said Councilwoman Michelle Barber.

“That’s what took 18 months of looking at was finding out that there are options, there are a lot of different options and ways to go about this," [Barber] said. “And after evaluating them all, going through a really long process, seeing feasibility, financial models and what’s the best fit, we found this one which we believe to be the best fit for Kaysville.” 

The Utility Fee Model

Kaysville plans to deploy an open access model, which will allow multiple Internet access companies to offer services through the fiber optic infrastructure owned by the community. They will use a utility fee to finance and maintain the infrastructure.
