Cedar Falls Utility Increases Speeds For Free

Customers of Cedar Falls Utilities (CFU), in Iowa, have recently been treated to an increase in fiber Internet service speeds with no increase in price.

We have reported on CFU for several years with news on its upgrades and expansions to unserved areas. The most popular CFU home service, 12/1 Mbps, is now at 16/8 Mbps. That service is available for a reasonable $43.50 in the city and $48.50 in rural areas. Residential plans range from $29.95/$34.95 (city/rural) for 2/1 Mbps for FiberHome Basic to $137.50/$142.50 (city/rural) for the 120/60 Mbps FiberHome Extreme.

According to the CFU blog:

We’re able to make this upgrade now because we are in the final neighborhoods connecting customers to our new all-fiber cable and internet system. The all-fiber system allows us to deliver faster connection speeds and better reliability. Upgrading speeds now is also good timing because we just activated a new high speed upstream internet link. This high speed link gives us the capacity needed at a very affordable cost, and also provides geographic and provider redundancy. With this in place no single fiber cut, hardware failure or weather event will impact our ability to deliver our normal peak internet usage.

Note that while Cedar Falls has decided not to offer fully symmetric services (same upload as download speed), the ratio is 2:1 rather than the 6:1, 10:1, or even bigger gap that we often see from the national providers. CFU recognizes the benefits of faster upstream connections that allow subscribers to be more productive by being better able to share their creations with the world.

Boise Leases Dark Fiber to Consolidate Data Centers

Idaho's capital has begun leasing dark fiber from Zayo Group that will allow it to consolidate a number of data centers it has located in municipal facilities across the city. This will allow Boise to better meet the internal needs of City Departments; the City is not providing access to private businesses or residents. We tend to focus on how communities have built their own networks to achieve similar ends -- ensuring fast and reliable access to city facilities, including schools and libraries (in fact, we produced a fact sheet about it). However, long term dark fiber leases achieve some of the same goals and are frequently a far wiser decision that purchasing lit services from existing providers, particularly the national cable or telephone companies. According to an article covering the story in GovTech,
Rather than subscribing to a service from a local telecommunications company, dark fiber allows the City of Boise access to strands of fiber optic cable between city buildings. In-house network engineers can choose the gear that is used to light the network, while maintaining complete control of protocol, platform and bandwidth, for improved flexibility. Fran Cantwell, an IT project manager for Boise’s Parks and Recreation Department, said that she noticed an immediate improvement using the City’s online mapping system. “Before, staff would wait for the system to slowly paint the screen,” Cantwell said. “After the dark fiber implementation, the maps load almost instantly. This greatly increased the efficiency of teams like Community Forestry, who refer to the maps and aerial photos daily.” The project, launched in June, took about four months to complete. Some city departments have reported a 3,000 percent increase in speed, according to Adam Reno, a Boise IT infrastructure services manager. Transmitting a 30-minute video once took two hours, but can now occur in as little as two minutes.
The article provides some details on the cost, saying the City is paying Zayo $500,000 but it does not specify the term of the lease.

Community Broadband Bits 26 - Josh Wallace, Palo Alto

This week, Josh Wallace from the City of Palo Alto Utilities joins us to talk about the City's dark fiber network for episode 26 of the Community Broadband Bits Podcast. Josh describes how the dark fiber network connects businesses, offering incredibly high capacity connections at affordable flat rate pricing. The utility charges an upfront fee to make a dark fiber connection, which means that nearly all the ongoing revenues are net income. It is a very good business to be in, both for the utility and local businesses that would have to pay much more for their connections if the City did not offer the dark fiber option. Despite its success in dark fiber, Palo Alto is not poised to offer any lit services -- which would dramatically increase the potential number of customers. The main reason appears to be the difficulty of competing with the nation's largest cable company, Comcast. Its massive footprint allows Comcast to engage in predatory pricing and other anti-competitive tactics to ensure competitors have a miserable life. Though some cities, Chattanooga especially, have done very well competing against Comcast (one of the nation's most hated corporations year after year), other communities are simply unwilling to engage in what can be a brutal fight. Utah's Spanish Fork City Network an Incredible Success

Back in 2010, we reported on the municipal network in Spanish Fork, Utah. Back then, the utility innaugurated its telephone service, which completed its triple play offering. With recent discussion around Utah's UTOPIA, Spanish Fork is getting a second look.

A Cimaron Neugebauer, Salt Lake Tribune article, highlights the success of the Spanish Fork Communications Network (SFCN). When we last reported on SFCN, 60% of residents subscribed to its cable television and high-speed Internet service. Two years later, the numbers are even higher:

Spanish Fork runs its own municipal network to deliver telephone, cable TV and Internet services. The network has deep ties with the community and is popular with residents, nearly 80 percent of whom are customers.

"It’s exciting to live in community that invests in this kind of thing," resident Bret Bills said.

A combination of bonding and borrowing paid for the $7.5 million network including a municipal electric utility substation. Construction began in 2001. The investment continues to pay off:

Today, the city currently makes about $1 million a year profit from the service and its bonds of $600,000 annually will be paid off in 2015.

The network is a combination of fiber and coax cable. As is often the case, the community acted to fill the gap left by the failure of the private sector, involving the community along the way. From the SFCN website:

SFCN offers services that no other company will provide and can only be implemented by the public sector. The Spanish Fork Community Network has been established to serve the residents of Spanish Fork, not the interests of some large corporation.  We have involved the citizens of Spanish Fork since the systems inception through a local Citizen's Ad Hoc Committee and it has ensured the system is design to meet the needs of Spanish Fork.

Unlike UTOPIA, SFCN is able to offer retail services, having been grandfathered in at the time of the crippling Municipal Cable TV and Public Telecommunications Services Act.

Welcome to The Gigabit Club, BTES!

Bristol Tennessee Essential Services (BTES) announced November 19th that it now has the capability to offer 1 Gbps service. While the BTES rates do not reflect a standard cost for the service yet, 1 Gbps is offered as an option to businesses and households.

From the BTES press release:

"Bristol now has one of the fastest, totally built out networks in the United States. To give an example of how fast, you can download about two hours of video or upwards of 200 songs in just six seconds," said Dr. Michael Browder, CEO of BTES. "For our residential customers, that means one person in the household can download a movie, while another is playing an online game, while another is watching an HDTV program – all without slowing down any of the activities. For our business customers, it opens the way for transporting and accessing 'big data', which is critical for economic development of the area."

The product is already being used by local students. A nearby elementary school is combining the 1 Gbps service with SMART Board Technology and participating in virtual field trips around the globe. Twenty eight-year-olds recently "visited" Egypt for a class on the pyramids with the help of an on-site pyramid tour guide. Gee, second grade was not all that memorable when I was a kid, but it sure would be these days!

Indianola Partners for Blazing Connections in Iowa

We have covered developments in the town of Indianola, Iowa, where the community decided to build their own network in 1998. The original purpose for investment was to use the network to enhance public safety and increase efficiency with SCADA applications. In 2005, however, the network began offering telecommunications services to local businesses. As of October, Indianola Municipal Utilities (IMU) began offering fiber-to-the-home to residents as it gradually begins expanding the use of its fiber asset.

You can now hear firsthand about the network, its history, and how the municipal utility navigated the journey to its next-generation open access network. Craig Settles interviewed Todd Kielkopf, General Manager of IMU, in an August Gigabit Nation podcast. The two discuss IMU's evolution since 1998. They also talked about the unique advantages that exist when a community considering network infrastructure investment already has a municipal utility in place.

Kielkopf tells how the driving factor for the fiber installation was to allow easier management and communication between utilities. When a 1990 franchise agreement with MediaCom was about to expire, the city investigated options. Hopes were that that the city could build a fiber network and MediaCom would offer services over that network, but that vision was never embraced by MediaCom.

Iowa law allowed the city to hold a referendum asking residents for permission to provide telecommunications services through the municipal utility's network. The referendum passed and they created a five year financial plan. Financing was with taxable and tax exempt bonds. The electric utility would build and own the network and a new telecommunications utility would license to a private partner that would offer retail services. Now, IMU and Mahaska Communication Group (MCG) have an agreement whereby MCG provides retail services over the network. While the agreement is not exclusive, no other providers currently use the network.

MI-Connection Embraces New Strategies, Increases Speeds for Free

MI-Connection, the North Carolina community-owned network serving Davidson, Cornelius, and Mooresville, is upgrading network speeds and unveiling a new marketing campaign. MI-Connection was formed when a few towns north of Charlotte purchased the old, dilapidated Adelphia cable network out of bankruptcy and began rehabbing it.

According to David Boraks of the DavidsonNews.net:

The company on Dec. 10 will begin selling a new top speed internet service tentatively called “Warp Speed Broadband,” though the name could change. It will offer 60 mbps downloads and 10 mbps uploads. Customers can get it for $80 to $100, depending on whether they bundle it with TV and telephone.

Existing customers also will get faster speeds Dec. 10, at no extra charge (Download speed x upload speed): 8×4 becomes 10×5, 12×4 becomes 15×5, 16×4 becomes 20×5 and 20×4 becomes 30×10.

Notice that this community network offers faster upstream speeds than most privately owned cable networks -- because they recognize the importance of empowering subscribers rather than hoping they will just consumer video and do little else.

The DavidsonNews.net article also covered MI-Connection's last quarter financial audit report. The network has faced chronic financial problems but things continue to improve. From the article:

The financial report for the quarter that ended Sept. 30 showed that the company grew revenues in all three of its businesses – cable TV, telephone and internet. Altogether, revenues were up 6.5 percent from the first quarter a year ago, to $4,114,992. Expenses fell 8.7 percent, in part because of savings on what the company pays its high-speed internet providers.

The company’s earnings from day-to-day operations continued to grow.

Burlington Telecom Announces a Gig and Computer Repair Services

We have covered happenings at Burlington Telecom, both positive and negative, extensively. We are glad to report some interesting new developments of this Vermont municipal network. BT is rolling out faster connections and using its competitive advantage in customer service to offer some computer repair services. Joel Banner Baird at the Burlington Free Press reported:

Without cash reserves and promotional enticements available to BT’s commercial competitors, the fiber-optic Internet/phone/cable provider will focus on its strength in customer service, said interim General Manager Stephen Barraclough.

As our readers know, BT is in the midst of a pending lawsuit with Citibank, wherein the financial giant says the city still owes it $33.5 million. The network's troubles, including misuse of public funds by the previous Mayor, have hurt its ability to generate income and Burlington's credit rating has suffered.

While fixing PCs certainly won't pay mounting legal fees, it will make life easier for customers. Details include a $25 diagnostic fee and a rate of $45 per hour plus materials. More about the service is available on the PDF of the official anouncement.

A more recent announcement puts Burlington among the few communities with citywide access to a gig. Burlington Telecom is in the midst of upgrades and will be offering 1 Gbps service and 40 Mbps service starting on December 1, 2012. Both options are symmetrical.

40 Mbps - $99.99 per month

1 Gbps - $149.99 per month when committing for one year; or $199.99 per month with a month-to-month arrangement

EPB Fiber Increases Residential Speeds at No Extra Cost

Chattanooga's EPB Fiber just announced that current customers will receive a bump up in speed at no extra cost for its FI-Speed Internet service.

Residential customers on three separate tiers will automatically receive an increase in speed with no increase in price. The upgrade has already happened and customers can immediately take advantage of the new speeds.

According to an Ellis Smith article in the Chattanooga Times Press:

EPB, which offers gigabit fiber-optic Internet speeds across its Chattanooga service area, is upgrading customers to celebrate its third anniversary in the fiber-to-the-home market, said Harold DePriest, president and CEO.

“Enhancing our FI-Speed Internet was something we could do to celebrate, so we did it,” DePriest said.

This is the second time EPB has upgraded service to customers for free. In 2010, EPB upgraded 15 Mbps service to 30 Mbps service. Oh, and the prices haven't increased over the three years. Look back at your cable bills from Comcast, Time Warner Cable, or others, and you'll likely find that rate increases outnumber speed boosts.

New speed (and old rates) look like this:

$57.99 - 30 Mbps symmetrical increases to 50 Mbps symmetrical

$69.99 - 50 Mbps symmetrical increases to 100 Mbps symmetrical

$139.99 - 100 Mbps symmetrical increases to 250 Mbps symmetrical

As an added bonus to cutomers on the 1 Gbps symmetrical tier, their rates will drop from $349.99 to $299.99.

Fierce Telecom's Sean Buckly shared some perspective on the change:

While major cable MSOs, including local operator Comcast, have been responding to the higher speed FTTH offerings made by the likes of Verizon and their 300 Mbps tier, it's clear cable's best offerings don't come close to what EPB can offer.

Comcast's 105/20 tier is priced at $115 per month plus the price of the modem rental, while Chattanooga EPB customers can get 250 Mbps symmetric service for $139.

Indianola's Fiber Optic Network To Soon Serve Residents

We told you earlier this year about Indianola, Iowa's network, filling the gap for businesses where private providers had failed. At that time, the network only served local businesses and community anchor institutions, but plans to provide fiber-to-the-home in their community of 15,000 are now unfolding. The town passed a referendum back in 1998 to build a fiber ring which was used first by the local Indianola Municipal Utilities (IMU) for SCADA and for public safety. The goal was to expand incrementally. It later partnered with Mahaska Communications Group (MCG), located in Oskaloosa, Iowa, about 50 miles west of Indianola. 

According to the IMU website, residential retail services will be available from MCG after October 1, 2012. 

Monthly rates will include triple play at $99.95, double play packages between $49.95 and $94.95, and 25 Mbps symmetrical Internet at $39.95. Residents can upgrade to 50 Mbps for $5 extra or 100 Mbps for an additional $10.00. Home Wi-fi is only and additional $5.95 per month. For complete details, check out their rate sheet PDF.

The network also leases fiber that connects community anchor institutions to the Iowa Communications Network, which provides video to K-12 schools, higher education, hospitals, state and federal government, National Guard armories, and libraries. The network also connects to BroadNet Connect, which is the network used by Iowa Health Systems for telemedicine in rural Iowa.
