Chattanooga Launches Nations Largest Public Full Fiber Network

On Tuesday, September 15, EPB, the public power utility serving Chattanooga and nearby communities in Tennessee, rolled out fully fiber-powered triple-play services to 17,000, a number expected to grow by July 2010, when services will be available to some 100,000 people and businesses. It will take three years before all 160,000 potential subscribers are passed. Chattanooga has had a relatively rough time creating the network due to the litigious nature of its incumbents, who have filed 4 lawsuits to stop the project only to have each of them dismissed by the courts. (This is a predictable outcome, many of these companies file frivolous lawsuits to intimidate communities with lost time and legal fees - leading to a no-lose situation for companies that invest more in lawyers than in the networks communities need in the modern economy.)

Longmont, Colorado, Considers Muni Broadband

The second line of Rachel Carter's story at TimesCall.com captures the reason we care about community broadband networks:
But others argued that it’s not about whether the city will jump into the cable or Internet business; it’s about giving the city options and giving voters a choice.
Longmont, Colorado, will have a question on its November ballot asking whether the city should have the right to offer retail broadband services. This referendum is a requirement of Colorado state law (passed in June 2005 -- more details about that law from Baller.com [pdf]) for communities that want to offer such services to their community. A number of people spoke at the city council meeting before they unanimously voted to put the question on the ballot. Responding to some who opposed giving citizens a chance to choose, one Council Member came up with quite the apt phrase:
Councilman Sean McCoy said the Comcast representatives and Denver attorneys who spoke against the ballot question tried to “put a shadow of a doubt” on it by using “red herring” issues. “I believe the concerns are more of an issue of ’not in my monopoly’ more than anything else,” he said.
Longmont has given the private sector plenty of chances to offer the broadband that citizens want - but they have failed to meet community needs. A number of private companies have tried to use the city's assets to build a wireless network: As detailed here, Kite Networks contracted with the city in 2006 to build a wireless network but ran out of money. In 2007, Gobility gave it a shot but also ran out of money. In stepped DHB, who completed the network. It is not clear what has happened to DHB, but this suggests that many remain dissatisfied:
All council members supported the ballot question, although Mayor Roger Lange and Councilwoman Mary Blue questioned what the city may choose to do in the future.

Wireless Problems Due to Technology, not Ownership

Opponents of publicly owned broadband networks often hold up examples of wireless networks that did not turn out as planned -- more often than not, they ignorantly use examples of privately owned networks like Earthlink networks in Philly, Houston, or proposed privately owned networks in San Fran and Chicago. It is true that many wireless networks (especially those using Wi-Fi) came in above projected costs and late. It is also true that this happened across all manner of network ownership types. GoMoorhead, a publicly owned Wi-Fi network in Minnesota, was recently sold to a private company - and I am working on a report about that. However, there was also a recent announcement that the privately owned wireless network being built in Burnsville, Minnesota, is behind schedule.
Frontier Communications expects to extend its Wi-Fi hot spot service to Burnsville's performing arts center this fall, but a company official admitted Friday that knitting together complete citywide coverage has gone more slowly than expected. The phone provider for the southern part of Burnsville as well as Apple Valley, Farmington and Lakeville, Frontier had expected to have 90 percent of the city covered with a network of broadband Internet Wi-Fi hot spots by now. But Frontier is still moving its wireless service from the south, where it kicked off service in October 2007, into the northern parts of the city.
Additionally, the public-private partnership in Minneapolis remains behind schedule (privately owned but built with substantial amounts of public money). The problem is the technology - not the ownership. We continue to believe that the future should feature wireless as a complement to the more reliable and faster wired connections that should be available to everyone. But the more we talk to communities, the more we learn that wireless is more difficult to work with and often more expensive than expected.

  1. What exactly is a Community Fiber Network?

    A Community Fiber Network is a community-owned broadband network that uses fiber-optic cables to connect all subscribers. It can offer phone, television, and Internet access. The capacity on the network is so great that it could offer tens of thousands of television channels while allowing thousands of people to talk on the phone while still offering Internet access at faster speeds than a cable modem system or DSL currently offer.

  3. Who offers services?

    In some communities, the local government (Monticello) or public power utility (Chattanooga) has a department that provides video, phone, and Internet services. In others, the network is only open to private service providers who compete for customers on equal terms (this would be an open network, Report: Open Access: The Third Way). Some cities have used a hybrid approach where the city offers services and offers non-discriminatory wholesale access to other providers and competes against them.

    Communities generally would prefer not to offer services; unfortunately, the pure open access or open services model often does not generate enough revenue to pay the start-up costs.

  5. What does public ownership mean?

    Public, or community ownership is discussed in greater depth on our public accountability page. Briefly, it means that the public has some measure of self-determination over the network. Much like the water department is accountable to the public and therefore does not raise water rates unreasonably, those running the network would be accountable to the public. If the community decided to offer subsidized connections to those living below the poverty line, they could do that. If they wanted more than a few community channels, they could easily create them.     We have an entire page discussing the importance of who owns the network. The thumbnail sketch is that the community now depends upon broadband and cannot rely upon private companies to act in the community's best interest.     Dark fiber, or fiber cables that are currently unused (or "unlit") is not always in convenient places and rarely extends all the way to homes. While dark fiber may help in some areas, it is unavailable in most.

    As we discuss on the page dealing specifically with fiber networks, fiber cable deployments are surprisingly strong. There are problems when fiber is cut, but there are similar problems when phone lines or power lines are severed. That said, they have proven more resilient than power lines in ice storms and tornadoes.

    Fiber networks have been used for decades and the tools for keeping them running 24/7 are mature.

    Most telecom and cable companies have fiber as parts of their network, but they do not connect everyone to the network with fiber. That said, Verizon is increasingly building fiber all the way to homes in some areas of its footprint. The others run fiber to your neighborhood but connect the last mile with slower copper wires that create a bottleneck, resulting in slower speeds that leave us less competitive in a world increasingly requiring faster speeds. Non fiber-to-the-home networks cannot offer the same experience or guarantee the same high level of service that a true Community Fiber Network offers.   17. DOCSIS 3, isn't that as good as fiber?

    DOCSIS 3 is a standard for cable modem networks that will greatly increase the available speeds offered by cable companies. However, the cable network remains a massively shared loop, leaving it vulnerable to a few subscribers hogging bandwidth and degrading service for everyone else.   19. Should government compete with the private sector?

    Statements like "the government should not compete with the private sector" ignore the many ways in which we already accept important government services that "compete" with the private sector. Libraries might take customers from bookstores. Police forces compete with private sector security guards.

    But in other ways, government is clearly crucial to the private sector. Whether by building and maintaining roads, educating the future workforce, or offering clean water at very affordable prices, our private sector economic growth over the past century depended on public infrastructure.

    When phone and cable companies try to make this into a public v. private argument, they miss the fact that the question of ownership is actually one of phone/cable companies against everyone else. When the private phone/cable companies refuse to invest in competitive connections, everyone suffers. Private businesses have to pay more for slower services than their competitors in other communities.

    The idea of a level playing field between government and the private sector misses fundamental differences between the two. The private sector has a mission to maximize profit and shareholder value, primarily in the short term. The public sector maximizes social benefit and focuses on the long term. Understanding these differences in important to understanding why infrastructure has historically been owned or closely regulated by the public sector. We would not want GM owning the roads; they would find it quite profitable to ban competing car companies or force them to pay more to access the same roads.

    Broadband networks have become infrastructure, and private companies should not be the sole arbiters of who gets 21st century infrastructure and when they get it.

  21. Do we really need faster connections?

    Some of us do. When Eisenhower decided to push the Interstate system, it was not with the idea that everyone would have to use it. However, business and government functions were greatly improved by this massive infrastructure project. Over time, more and more people recognized its value.

    We need more choices. Those that need fast and affordable connections should have the option.

  23. Symmetric? Asymmetric? Huh?

    Symmetric connections have the same downstream speeds as upstream. This means that you can send a file to someone else just as fast as you could get it from them. Asymmetric connections tend to offer much slower upload speeds, which can slow usage of the modern Internet to a crawl. Both cable and DSL networks are typically asymmetrical by design.

    10 years ago, when DSL and cable offered cutting edge, fast speeds, most Internet users simply consumed content and they did not need faster upload speeds. However, the Internet has changed and people increasingly want to send large files that require faster upload speeds (for instance, parents want to send photos and videos of their children to family members living across the country).

    A purely symmetrical experience is less important than the objective to have fast speeds at affordable prices. But having upload speeds at 1/10 the download speed is clearly too asymmetric to take full advantage of the modern Internet.

Fiber is a long term investment that facilitates wireless, but wireless is not a replacement for a full fiber-to-the-home network.

    A fiber network could actually lay the groundwork (literally) for a wireless network. The fiber network would offer more potential locations to add wireless access points, which need backhaul.

    Communities around the country have investigated wireless networks. Some entered into contracts with private companies, such as Earthlink, who promised to build the networks at no cost to the city. When Earthlink failed to make a profit, for a variety of factors, it turned the networks off and abandoned the cities. These are the failures that have led the press to pronounce all municipal wireless efforts as dead.

    Municipal wireless is far from dead. There are a variety of business models that are achieving variable levels of success. The main advantage of wireless is that it allows users to be mobile. However, mobility comes at a price - wireless connections tend not be as reliable or fast as wired access (especially when connected to a full fiber-to-the-home network. Build Versus Rent: Tropos Wireless White Paper

Municipal and industrial organizations that want to take advan­tage of the significant benefits of large-scale broadband infra­structure face the option of whether to build, own and operate their own infrastructure or “rent” services from incumbent cellular providers. In this paper we lay out the substantial business and technical benefits that are associated with organizations opting to own the latest generation of outdoor wireless networks. This paper is targeted primarily at municipalities and discusses how a wireless infrastructure can benefit public safety, fire and EMS, and city departments such as water and building inspec­tions. Other wireless utility applications such as Advanced Meter­ing Infrastructure (AMI) or Automated Meter Reading (AMR) are also presented. Is Publicly Owned Information Infrastructure A Wise Public Investment for San Francisco?

San Francisco has launched an initiative to provide wireless access everywhere in the city. A number of Supervisors and residents have raised the possibility of the City following in the footsteps of over 200 other U.S. cities that already own information networks. To date, the City has not addressed that question, or at least no such study has been forthcoming. Media Alliance invited the Institute for Local Self-Reliance to investigate the economics of a publicly owned information infrastructure. This report contains a preliminary financial analysis. Without complete information from the City, the numbers are not precise. But we think this analysis could serve as the basis for an informed discussion. We urge the City to undertake its own more detailed examination and make it public.

Municipal Broadband: Demystifying Wireless and Fiber-Optic Options

The United States, creator of the Internet, increasingly lags in access to it. In the absence of a national broadband strategy, many communities have invested in broadband infrastructure, especially wireless broadband, to offer broadband choices to their residents. Newspaper headlines trumpeting the death of municipal wireless networks ignore the increasing investments by cities in Wi-Fi systems. At the same time, the wireless focus by others diverts resources and action away from building the necessary long term foundation for high speed information: fiber optic networks. DSL and cable networks cannot offer the speeds required by a city wishing to compete in the digital economy. Business, government, and citizens all need affordable and fast access to information networks. Today's decisions will lay the foundation of telecommunications infrastructure for decades. Fortunately, we already know the solution: wireless solves the mobility problem; fiber solves the speed and capacity problems; and public ownership offers a network built to benefit the community.

In markets where they compete with Verizon, which is investing in a fiber-to-the-home network, they advertise heavily about their fiber networks to muddle the issue. Though the network is capable of speeds far in excess of what is available on cable and DSL, community fiber networks often offer symmetrical speeds comparable to currently available downstream speeds. This means uploads will be much faster.

    These networks may have the greatest impact on small-to-medium businesses. These businesses must currently choose between lower priced, slower, comparatively unreliable speeds and prohibitively priced faster speeds that offer more reliability. Many of them simply cannot afford the higher tiers of service they need. However, community broadband networks around the country are offering fast speeds at competitive prices.     But the ultimate answer to the question is that we need to have choices. Those that need fast and affordable connections should have that option.
