Last week, while at my favorite regional broadband conference - Mountain Connect, I was asked to moderate a panel on municipal fiber projects in Colorado. You can watch it via the periscope video stream that was recorded. It was an excellent panel and led to this week's podcast, a discussion with Glenwood Springs Information Systems Director Bob Farmer. Bob runs the Glenwood Springs Community Broadband Network, which has been operating for more than 10 years. It started with some fiber to anchor institutions and local businesses and a wireless overlay for residential access. Though the network started by offering open access, the city now provides services directly. We discuss the lessons learned. Bob also discusses what cities should look for in people when staffing up for a community network project and some considerations when deciding who oversees the network. Finally, he shares some of the successes the network has had and what continues to inspire him after so many years of running the network.

Last month we wrote wrote about the Whip City Fiber Pilot project in Westfield, Massachusetts expanding and this week we interview two people from Westfield Gas & Electric about the effort. Aaron Bean is the Operations Manager and Sean Fitzgerald is the Key Accounts and Customer Service Manager. We discuss their pilot project, how they structured the services and pricing, and integrated the new telecommunications services into the municipal utility. We also discuss whether the lack of a television option is limiting interest from potential subscribers and how they are picking the next locations to expand the network. For more than 100 years, Nevada's Churchill County has been operating its own telecommunications system, Churchill Communications. In recent years, they upgraded the vast majority of the county from copper to fiber offering a gigabit connection to the Internet. Churchill Communications General Manager Mark Feest joins us this week for Community Broadband [no-glossary]Bits[/no-glossary] Episode 204. We discuss the fascinating history behind their network and how they have built it without using any local taxpayer dollars. Mark also explains two recent announcements that involve Churchill Communications offering its services in nearby areas where it already has some fiber. Finally, we discuss how some of the people that were originally skeptical of municipal networks have come around and are even asking Churchill Communications to expand.

In Tennessee, this month marks 10 years of Morristown Utility Systems delivering fiber-optic triple-play service to the community, including great Internet access. But those living just outside the city and in nearby cities have poor access at best. MUS General Manager and CEO Jody Wigington returns to our show this week and we also welcome Appalachian Electric Cooperative (AEC) General Manager Greg Williams to discuss a potential partnership to expand Morristown services to those that want them. As we have frequently noted, Tennessee law prohibits municipal fiber networks from expanding beyond their electric territories. The FCC decision repealing that favor to the big cable and telephone company lobbyists is currently being appealed. But Tennessee also prohibits electrical co-ops from providing telephone or cable TV service, which makes the business model very difficult in rural areas. Nonetheless, MUS and AEC have studied how they can team up to use the assets of both to deliver needed services to those outside Morristown. The American Cable Association (ACA) represents over 800 small and medium-sized cable companies around the United States, including many municipal cable and fiber-optic networks. This week, we talk with ACA President and CEO Matt Polka about what they do and how small cable companies are vastly different from the big companies like Comcast and Charter. We spoke after it was clear Charter's merger with Time Warner Cable would be approved, but before this article in Ars Technica effectively missed the point of Matt Polka's objection to the competition requirement in the merger. In our interview, we discuss the larger problem - that the federal government consistently puts its thumb on the scale to benefit the biggest cable companies at the expense of smaller ones. Forcing Charter to compete with Comcast would be a far bigger benefit to communities than having it take over small cable networks. We wrap up with a discussion about how smaller companies, which includes all municipal networks, are disproportionately impacted by regulations that do not distinguish between the biggest providers (that tend to cause the majority of problems) and the smaller providers (that bear the brunt of regulations designed for reigning in the problems caused by the big carriers). On the outskirts of Akron, just south of Cleveland, the community of Fairlawn is building a citywide wireless and fiber optic network using an interesting model. Most of the citywide municipal Internet networks in the U.S. have been built by communities with a municipal electric power company. Fairlawn has no such utility, not even a water utility. So they have partnered with another Ohio company, Extra Mile Fiber. This week, Deputy Director of Public Service Ernie Staten joins us for episode 201 of the Community Broadband [no-glossary]Bits[/no-glossary] podcast to discuss their approach and goals. Fairlawn is building a carrier grade Wi-Fi and fiber-optic network, financed by municipal bonds. They will own the network and are focused first on generating benefits for the community and providing essential infrastructure rather than making sure every dollar of the network is repaid solely by revenues from network services. This week, we discuss a report with zero credibility from the State Government Leadership Foundation, which was written by a well-known telco economist from the Phoenix Center. Entitled, "The Impact of Government-Owned Broadband Networks on Private Investment and Consumer Welfare," the report [pdf] makes so many factual errors that one wonders just how much these telco think tanks really take pride in their work. George Ford authored the report. Ten years ago, he demonstrated that municipal networks most certainly did not crowd out private investment. The biggest change since then is that his employer went from supporting competitive networks to opposing them - when BellSouth SBC bought AT&T and took its name. Prior to that acquisition, AT&T actually supported competitive carriers and was even going to be an ISP on the UTOPIA network. As goes AT&T, so goes the Phoenix Center. For episode 200 of the Community Broadband [no-glossary]Bits[/no-glossary] podcast, we discuss this report and why it has no credibility. One of my favorite points is that Ford argues municipal networks average an incredibly high take rate, which flies in the face of all the other criticism municipal networks typically face. You just can't make this stuff up.

When Valparaiso, Indiana looked into solutions for a business that needed better Internet connectivity than incumbent providers were willing to reasonably provide, it quickly found that many businesses were lacking the access they needed. The market was broken; this wasn't an isolated incident.

Valparaiso General Counsel & Economic Development Director Patrick Lyp joins us to discuss what Valparaiso is doing to ensure its businesses have the access they need in episode 199 of the Community Broadband [no-glossary]Bits[/no-glossary] podcast.

We discuss the need from local businesses and the dark fiber approach Valparaiso has started to encourage better choices in the ISP market. We also discuss the funding mechanism, which is tax-increment financing - a tool increasingly common in building dark fiber networks in Indiana.

When we launched this podcast in 2012, we kicked it off with an interview from Minnesota's farm country, Sibley County. We were excited at their passion for making sure every farm was connected with high quality Internet access. After the project took a turn and became a brand new cooperative, we interviewed them again in 2014 for episode 99, but they hadn't finished financing. They broke ground 2015 and today we discuss the model and the new Institute for Local Self-Reliance (ILSR) case study that details how they built it. City of Winthrop Economic Development Authority Director Mark Erickson and Renville-area farmer Jake Rieke are both on the board of RS Fiber Cooperative and they join us to explain how their model works. We at ILSR believe this model could work in much of rural America, in any community that can summon a fraction of the passion of the citizens from Sibley and Renville counties. Having watched this project for all the years it was being developed, I cannot express how impressed I am with their dedication. San Francisco is one of the rare cities that has multiple high quality ISPs competing for market share, though the vast majority of people still seem to be stuck choosing only between Comcast and AT&T. This week, we talk to a rising ISP, Webpass, about their success and challenges in expanding their model. Charles Barr is the President of Webpass and Lauren Saine is a policy advisor - both join us for episode 197 of the Community Broadband [no-glossary]Bits[/no-glossary] podcast. We discuss the Webpass model, which uses fixed wireless and fiber to serve high density apartment buildings where they are allowed in by the landlord. Unfortunately, they have been locked out of many of these buildings and are looking to the city of San Francisco to adopt better policies to ensure a single provider like AT&T cannot monopolize the building. Though the FCC has made exclusive arrangement unenforceable, the big providers are still finding ways to lock out competition. We also talk a little about the role of fiber and fixed wireless technologies, chokepoints more generally, and why Webpass is so sure it could succeed if residents were all able to to choose the ISP they wanted.
