Loveland’s Municipal Network is Scrappy and Driven to Serve its Community - Episode 566 of the Community Broadband Bits Podcast

This week on the podcast, Christopher speaks with Brieana Reed-Harmel, Municipal Fiber Manager for the City of Loveland, located in Colorado’s Northern Front Range about an hour north of Denver. The city is home to over 80,000 residents as well as a municipal fiber broadband network called Pulse.

Chris and Brieana discuss Loveland’s population expansion over the past few years and Pulse’s resulting plans to extend beyond city limits into the “urban fringe,” which is more difficult to receive grant funding to serve. Brieana shares the ways in which the municipal network has leveraged its relationships, having partnered with its local school district to connect unserved areas during the pandemic, and currently in conversation with the county, which will help Loveland with the matching funds it needs for upcoming grant expansions. Brieana speaks to the challenges of building out the network through inflation and the pandemic. She stresses the importance of having a solid business model and great project management, as well as the scrappiness and ongoing investment needed to ensure a municipal network is sustainable and can bring residents quality connectivity at the best value.

Mississippi Electric Cooperative and State Shine BEAM On Rural Delta Region

The establishment of a new broadband office in Mississippi heralds a new era in the state’s efforts to bring high quality broadband to all its residents, especially those living in the most rural parts of the state.

On the forefront of that effort is the Delta Electric Power Association, an electric cooperative currently building out fiber infrastructure in the Mississippi Delta region – a mostly rural part of the state with a majority Black population and where about a quarter of residents do not have access to broadband of any kind.

As in other states with sizable rural areas, electric cooperatives are playing a major role in building out high-speed Internet infrastructure.

In Mississippi, Delta Electric, has a service area that covers ten counties in the northwestern part of the state, providing electricity for 4,235 industrial, 3,144 commercial, and 21,174 residential member-owners.

Now, the cooperative has set its sights set on bringing high-speed Internet service to its members, left behind by the big national providers who do not consider the region profitable enough to invest in.

Electric Cooperative Starts With CARE(S)  

It started in 2020, when the electric cooperative was awarded a $4.9 million Coronavirus Aid, Relief, and Economic Security (CARES) Act grant for a fiber pilot serving Carroll County with gig speed connections.

Central Virginia Electric Cooperative Brings Fiber To 20K Virginians In 52 Months

Five years ago, the Central Virginia Electric Cooperative (CVEC) announced the creation of the Firefly Broadband initiative, a subsidiary specifically built to leverage the co-op’s existing electrical assets to deliver affordable fiber to 13 underserved Virginia counties.

Half a decade later, the coop says it has successfully completed its $150 million expansion project, deployed 3,600 miles of new fiber, passed 40,000 total homes and businesses, and directly connected 20,000 state residents–many for the first time ever–in less than 52 months.

“Central Virginia Electric Cooperative partnered with Conexon to perform a feasibility study for a fiber build across their entire service territory – 13 counties and 3600 miles,” CVEC VP of Communications Melissa Gay told ILSR. “Once the target costs, offerings and take rates were determined, we chose to race to secure supplies and labor. Finding great partners has been a tremendous help to the success of our project.”

Buoyed by numerous grants including a $28 million combination loan and grant from the USDA's ReConnect Program, Firefly now provides local residents symmetrical 100 Mbps (megabits per second) fiber for $50 a month, and symmetrical 1 Gbps (gigabit per second) service for $80 a month. There are no contracts and no data caps.

About 90 percent of households connected had no broadband access previously, according to Bruce Maurhoff, Firefly’s senior vice president and chief operating officer.

Doubling the Number of Municipal Networks in the Next Five Years - Episode 563 of the Community Broadband Bits Podcast

May 2022 witnessed something remarkable: the birth of a new nonprofit advocacy organization whose sole purpose was to speak up for the hundreds of communities that have built municipal broadband networks, and the thousands more that want to but don't know where to start. Now, the American Association for Public Broadband has named as its Executive Director as Gigi Sohn, former Biden nominee to the Federal Communications Commission. And she's ready to get to work.

Gigi joins Christopher on the podcast this week to talk about standing up support systems to promote and defend community-driven models to double the number of municipal systems in the next five years - including providing resources and countering dark-money astroturf campaigns -  while also making sure the Internet stays as open and equitable as possible, and not squandering the promise of BEAD.

CBN’s Signal to Noise Ratios Week of July 24

In this week’s round-up of broadband news, we culled three stories we think are worth reading.

How Much is Fast Enough?

The first is a story from Ars Technica – FCC chair: Speed standard of 25Mbps down, 3Mbps up isn’t good enough anymore – written by veteran IT reporter Jon Brodkin.

For years now, broadband-for-all advocates have lamented the FCC’s minimum broadband speed standard of 25 Megabits per second (Mbps) download and 3 Mbps upload as being laughably antiquated. Indeed, it’s been almost three years since we made the case for Why 25/3 Broadband Is Not Sufficient, though it was outdated long before then.

But as Brodkin reported this week, the FCC’s minimum speed standard “could finally change under Chairwoman Jessica Rosenworcel, who is proposing a fixed broadband standard of 100Mbps downloads and 20Mbps uploads along with a goal of bringing affordable service at those speeds to all Americans.”

Under Rosenworcel’s plan, the FCC would look at availability, speeds, and prices to determine whether the agency should take regulatory actions under Section 706 of the Telecommunications Act, which requires the FCC to determine if high-speed Internet access is being deployed "on a reasonable and timely basis" to all Americans.

Activists Say Time Is Right To Renew Fight For Community Broadband In Portland

Portland activists are renewing their calls to prioritize the construction of a municipally owned broadband network in the Oregon city of 635,000. With an historic infusion of federal subsidies and a looming shakeup of city politics, advocates for community-owned broadband say the time is right to finally revolutionize city telecom infrastructure with an eye on affordability.

“Ten years ago was a perfect time to embrace community broadband and nothing has changed,” Russell Senior, President of Personal Telco, a nonprofit wireless network, and Municipal Broadband PDX, a nonprofit advocating for publicly-owned fiber networks in Multnomah County, Oregon told ILSR.

“ISPs continue to exercise monopoly power and have their boot on the neck of subscribers,” he said. “The most practical and effective way to get out from under that boot, in light of persistent federal complicity, is local public ownership of the infrastructure that gives them that power.”

Portland has historically been at the very center of the debate over monopoly power and competitive broadband access, and city officials have been contemplating a publicly-owned broadband network for more than 20 years. It’s a concept other Oregon cities, like nearby Hillsboro, adopted years earlier.  

A Challenge A Day Will Make BEAD Go Our Way - Episode 562 of the Community Broadband Bits Podcast

This week on the podcast, Christopher is joined by Christine Parker (Senior GIS Analyst at ILSR), and Meghan Grabill (Geospatial Analyst at the Maine Connectivity Authority) to talk about the recently announced NTIA location challenge process for the upcoming BEAD program. They talk about the handful of states that have been moving fast and already submitted (or will soon) their initial proposals, including Virginia and Louisiana and Maine, before tackling the recently released challenge process. Meghan and Christine run through the process by which states are allowed to set up different criteria for eligible BEAD locations, including everything from adjusting eligible technologies to location types, and how households can submit data and challenges. 

Worthwhile revisions we like to see in the process include some shifting of the burden of proof to the IPSs (the largest one which have a long history of over-reporting service territory), the allowance of more flexible speed test data, and the ability to add community anchor institutions to grant-eligible maps.

Dr. Traci L. Morris on Tribal Connectivity and Digital Sovereignty in the Context of BEAD

With billions of federal dollars on the horizon to support broadband infrastructure and digital inclusion, it is essential that states, local officials, service providers, and other organizations work effectively with Tribes so that those living on Tribal lands get connected.

Last week, the National Digital Inclusion Alliance (NDIA) hosted Dr. Traci L. Morris, Executive Director of the American Indian Policy Institute (AIPI) at Arizona State University for a webinar titled “Indigenous Digital Sovereignty: From the Digital Divide to Digital Equity,” which situated Tribal broadband work and Tribal sovereignty in the context of recent federal funding opportunities like BEAD.

“Sovereignty and self-determination are critical aspects of broadband and telecommunications investments in Tribal communities. Putting in a network is an act of self-determination – it is nation-building. It is exercising sovereignty in the active sense. As the United States makes historic investments [in broadband], we must hold it to upholding its trust responsibility to our Nations.” - Dr. Traci L. Morris

A member of the Chickasaw Nation of Oklahoma, Morris has led AIPI for 10 years, and has 14 years of experience in digital equity and inclusion, network neutrality, and Tribal broadband. Morris co-authored Tribal Technology Assessment: The State of Internet Service on Tribal Lands (2019), which helped to fill a gap in quality data on connectivity needs in Indian Country.

Morris’s webinar dug into her own participatory research data investigating the digital divide in Indian Country, which was prompted by a dearth of quality data representing connectivity needs for Native Americans living on Tribal lands.

Now that there’s broad consensus high-speed Internet connectivity should be universally accessible, there’s no shortage of broadband news/content floating around out there.

There’s the wheat (more truthful, useful, and informative stuff); the chafe (a mundane grain of truth buried under a steaming pile of bs), and a vast spectrum of perspectives in between.

What Happened to Gigi?

While the FCC has been defanged in many ways, the agency is still at the center of our shared telecommunication ecosystem. So when President Biden nominated Gigi Sohn to serve as the fifth and final commissioner to break the 2-2 partisan deadlock at the agency, numerous consumer and public interest groups were ecstatic. The nation’s telecommunication workers backed her nomination. She even had the respect and quiet support of a number of conservative lawmakers.

But her nomination was sunk by a vicious smear campaign, which led her to withdraw herself from consideration in March.

At the Broadband Communities Summit in May she described the process both like being put in a “washing machine full of rocks” and going through “a 16 month proctology exam.”
