Less than seven months has passed since the city of Anacortes, Washington (pop. 17,000) connected the very first subscriber in a pilot project for its municipal network. In the interim, thousands of households have signed up, construction continues at full-steam, and local officials are looking forward to years of providing fast, affordable, reliable service to those living on Fidalgo Island.  

Five Years in the Making

We’ve been following Anacortes since 2015, when the city first began discussing the issue, watching as as local leaders and stakeholders assessed community needs, the state of broadband in the area, and options available to them, and much has changed. Read through our previous coverage if you’re interested in how things unfolded, but by the early part of 2019 the city had decided to pass on the other options and build, maintain, and operate the network themselves. 

Anacortes, Washington, is ready to serve fast, reliable, and affordable fiber Internet access to its residents. The city is rolling out fiber to three pilot areas by the third quarter of 2020 and hopes to have citywide fiber coverage by 2023. Anacortes Fiber Internet began taking subscription sign-ups in October. The move is a major milestone in a plan that started more than three years ago, as the community looked for ways to improve communications between utility facilities, later expanding to establish this large pilot project.

Rapid Progress Expected

Residents and businesses living in the first pilot area, Central Business District, can expect so obtain fiber Internet access before the end of the year. Old Town is scheduled to finish within the first quarter of 2020 and M Avenue is set for the third quarter of 2020. Emily Schuh, Anacortes Administrative Service Director, hopes to have fiber Internet access available citywide by 2023. 

For a one-time $100 installment fee, residents can expect to pay $39 per month for 100 Megabits per second (Mbps) or $69 per month for 1 Gigabit per second (Gbps) Internet access. Businesses can subscribe to $89 per month for 100 Mbps or $149 a month for 1 Gbps. All speeds are symmetrical.

The city used the unconventional method of putting fiber optics in conduit within existing water pipe infrastructure. Using this strategy, the city will not have to concern themselves with road closures or storm damage. Since the fiber optics aren’t in contact with water, it has no impact on the water quality and has been greenlit by Department of Health. "Why didn't we think of this? You're just putting a water pipe inside a water pipe and then putting fiber optics in there,” said Public Works Director Fred Buckenmeyer.

Earlier this year, Anacortes, Washington, shared an update on their plans for developing their Fiber-to-the-Home (FTTH) network. Their project has been moving along and now they’re seeking an Outside Plant Coordinator as they work on construction. If you’re interested, note that the job posting closes on August 23, 2019.

Some of the responsibilities of the Outside Plant Coordinator will be:

• Plan and oversee the design, permitting, construction and maintenance of the OSP portion of the Municipal Fiber Network (MFN).
• Act as the MFN’s primary interface with owners of network infrastructure that the MFN must attach to, occupy or otherwise use.
• Act as the MFN’s primary interface with entities from whom the MFN must obtain construction permits, right-of-way permits or easements.
• Identify the equipment and supplies needed by the MFN to construct, install and maintain the OSP portion off the MFN.
• Estimate MFN’s cost to extend its network to new customer sites.

In addition to other requirements, applicants should have:

Associate degree in Construction Management, Project Management, Business Management, or related field, OR any combination of training and experience which provides equivalent knowledge, skills and abilities.

At least three years of experience in any combination of the following:

• Aerial cable deployment, maintenance and/or repair
• Underground cable and/or conduit deployment, maintenance and/or repair
• Inside wiring deployment, maintenance and/or repair
• Right-of-way permit application preparation
• Utility pole attachment application preparation
• Telecommunications OSP infrastructure as-built documentation

PLUS at least two years of experience in any combination of construction management, project management or business management OR any combination of training and experience which provides equivalent knowledge, skills and abilities.

Last spring, we reported on Anacortes, Washington’s efforts to evaluate private sector partners to deliver high-quality connectivity via their publicly owned fiber optic infrastructure. After examining their financial position, the desires of the community, and considering the pros and cons, the community has decided to offer services directly to the public. The island community will start deployment in 2019 and plans to have the network completed within four years.

Moving Along

Director of Anacortes Administrative Services Emily Schuh reached out to us to let us know that the city will be expanding from their fiber back bone to serve businesses and households in the community and to update us on the project. She also wanted to let us know that Anacortes is actively recruiting for a Municipal Broadband Business Manager.

Anacortes (pop. approx. 17,000) lies off the coast of Washington on Fidalgo Island, connected to the mainland via two bridges and ferry. Regular readers of MuniNetworks.org will recognize Mount Vernon on the map, located east and operating a municipal open access network for decades. Comcast offers Internet access throughout Anacortes and DSL service is available from Frontier, but businesses and residents want access to more reliable connections and faster upload speeds, which are not forthcoming with the incumbent ISPs.

Public entities in Skagit County, Washington, are joining forces to improve connectivity in rural areas while developing infrastructure to connect the entire county. Earlier this month the Port of Skagit and the Skagit Public Utility District (PUD) entered into an agreement to form an entity to develop an open access network in keeping with the county’s strategic fiber plan.

Strategic Plan

In March 2017, the county, Port of Skagit, and the Economic Development Alliance of Skagit County developed the Skagit County Community Fiber Optic Network Strategic Plan. Within the county, the cities of Mount Vernon and Burlington own fiber networks; Anacortes is in the process of developing a municipal network. Private companies also have infrastructure within the county. These local communities in Skagit County are independently moving forward by improving their connectivity, but rural areas and smaller towns don’t have the connectivity needed for economic development or the resources to develop their own publicly owned networks.

From the Fiber Optic Plan: 

The primary goal is to guide development of a countywide, carrier grade, open access fiber optic network that will deliver affordable high speed Internet access to the citizens of Skagit County for the purposes of economic development, education, public health and safety, and transportation. It is our goal to deliver carrier grade fiber optic infrastructure from Anacortes to Concrete.

Anacortes, Washington, has been working toward a publicly owned fiber optic network for several years. They’re now at a point in development when potential partners are visiting the community to present proposals for collaboration. There are still details to decide, but Anacortes is well on its way to fast, affordable, reliable connectivity to the entire community. 

Building On The Water

Anacortes wanted better connectivity between water treatment plants and pumping stations, which were previously communicating via radio. Nonprofit Northwest Open Access Network (NoaNet) began working with Anacortes in 2016 to help them design the network to meet the needs of the water utility. As part of preparation for the new infrastructure, Anacortes decided last year to take advantage of existing water pipes as conduit, adopting a new approach in the U.S. 

The fiber system for the utility communications will serve as the basis for the citywide network. Anacortes has already deployed a fiber optic backbone in the eastern half of the city by aerial and underground means and plans to continue to the western half this year.

Last fall, community leaders reached out to residents and businesses to find out their needs for better connectivity and to gauge interest in a publicly owned network. They asked the community to complete a survey. Respondents indicated that speed, reliability, and price are major concerns for them.

Frontier DSL, Comcast, and Wave Cable now offer Internet access in the community of 16,800, but the community wants to prepare for the future and know that they need fiber optic connectivity in Anacortes for economic development.

Bit by bit, Anacortes has been taking steps to cultivate better connectivity in their community of approximately 16,000. Earlier this week, city leaders decided to move forward with a survey to determine if residents and businesses are interested in service from a municipal Fiber-to-the-Home (FTTH) network.

Considering The Next Steps

At the August 21st City Council meeting, staff provided an update of the project that the city is working on with Northwest Open Access Network (NoaNet) to improve city water utility efficiencies. Anacortes needed better communications between more than 30 pump stations, reservoirs, and water treatment plants and, working with NoaNet, determined that they could use abandoned water lines for fiber conduit. They’re nearing the end of what they describe as Phase I of the project.

Phase II involves determining whether or not the city wants to harness extra dark fiber capacity in the backbone for a municipal FTTH network throughout the community. Before they decide to move forward with a trial system, Anacortes and NoaNet will reach out to the community for their input starting with a survey. At the meeting the City Council approved $10,000 to fund the survey, which will also help determine which areas have the greatest demand.

If the community decides it wants a municipal network, Phase III would depend on the success of the “trial phase” and would require installation of fiber within the community. While Anacortes is still developing solid details for this phase of the plan, early discussions indicate they will take an incremental or fiberhood approach based on demand in particular areas of town. 

So Many Choices

City leaders anticipate an open access model, but they are considering also taking on an additional role as a retail Internet Service Provider. In order to examine all the options, city staff are examining several possible models. One of their primary goals is to increase competition.

Under the pavement of most cities run an old collection of pipes full of rushing water and some cities are adding fiber-optic cable to them for Internet service. The small city of Anacortes, Washington, is the latest community to repurpose some of their water infrastructure to also carry fiber. 

The new fiber cable will help manage the water system and may serve as the backbone for citywide, Fiber-to-the-Home (FTTH) Internet access. Anacortes approved about $265,000 for an international contractor to install the fiber in existing water pipes.

Fiber in the Water

Local paper Go Anacortes reported that the community will replace an old radio system with high-speed fiber to better manage the community’s water system. The city’s utility intends to connect water treatment plants and pump stations by running most of the fiber through abandoned water lines, but in some areas the fiber must run through active water pipes.

The utility found an international company that specializes in installing fiber through microducts inside water lines. This technique has been used in multiple countries, and the state health department approved the plan. Although this portion of the project will cost $265,000, the overall fiber project is directly on budget and ahead of schedule, Public Works Director Fred Buckenmeyer recently reported at a city council meeting. Officials estimate the tost cost of the water system project at $500,000 and expect to be completed by the end of summer.

Citywide Plans

This fiber will serve as the backbone to a network that can provide Internet access in the future. The library will host the hub of the network, enabling the utility to expand throughout the community if they so choose. At the end of 2015, Anacortes began to consider building a citywide network.

Anacortes, Washington, is officially on the road to better connectivity via publicly owned infrastructure. Community leaders voted on September 19th to collaborate with the statewide middle mile network, Northwest Open Access Network (NoaNet), to get the project started.

One Piece At A Time

Public Works will be the first to use the fiber backbone to monitor and control its facilities; the community’s current radio-based system is prone to frequent failure. Water and sewer utility funds will pay for the design and construction of this section of the network. Officials estimate the fiber backbone will cost around $3 million.

Turning To Experience

The city approved $175,000 in design fees to nonprofit NoaNet, in part because it is funded and managed by several public utility districts. It brings high-quality Internet access to local government facilities all across the state. NoaNet’s fiber-optic network spans Washington with more than 2,000 miles through metro and rural areas. Its open access model encourages multiple service providers to offer services to more than 2,000 schools, libraries, hospitals, and other community anchor institutions in over 170 communities. The network has served the state for 15 years.

The Anacortes plan would connect its network to the Internet and then to local businesses and homes in a later phase. For now, the city’s priority is the utilities upgrade:

“Every day my guys are telling me we have (communication) failures,” Buckenmeyer said. “A fiber telemetry system is arguably the best system you can have. Our current system is outdated and we need to do something about it.”

Buckenmeyer said the first phase of the network could be finished within 18 months.
