Decorah, Iowa Strikes Partnership to Build City-Owned Fiber Network

Decorah, Iowa has struck a public private partnership with West Union Trenching to deploy a modern fiber-to-the-home (FTTH) network that passes every household in the city.

The project is the culmination of decades of planning and frustration at the lack of affordable, next-generation broadband in the city of 7,500.

According to the city, the Decorah 2025 Fiber to the Home Project will finally begin construction early next year.

The city has also struck a deal with Minnesota-based AcenTek to operate the system and provide retail internet service to residents. Network equipment and construction is being financed by a $13.7 million loan approved last month by the city’s Municipal Telecommunications Utility Board of Trustees.

“The fiber plant and electronics will be city owned, our operations side of it is being handled by Acentek,” Chopper Albert, Decorah IT Director told ISLR.

The first subscribers are expected to come online sometime in early 2027. The project’s origins extend back more than a decade after locals struggled to gain access to affordable, fast, and reliable broadband access.

“This is a unique start-up arrangement for Iowa,” said Travis Goedken, City Manager of the City of Decorah.  “After reviewing multiple business plan options since the successful election by Decorah residents in 2015 to establish a Board-governed municipal telecommunications utility, this was the most favorable option.

"City staff and the Municipal Telecommunications Utility Board have been working diligently the last two years to organize and execute the necessary steps to make this a reality.”

Fidium Moves to Undermine Arrowsic Municipal Fiber Network After Ignoring Maine Town for Years

After years of neglect by regional broadband giants, five years ago the town of Arrowsic, Maine decided to build their own broadband network on the back of federal grants and loans

Now regional broadband provider Fidium has targeted the small town of 477 with broadband expansion, after previously rejecting calls for better, more affordable service.

Critics say Fidium’s goal isn’t honest competition, but a bid to try to put the popular local municipal broadband network on shaky financial ground.

We first wrote about Arrowsic back in February of 2020, shortly after Governor Janet Mills announced that the town would be building its own fiber network after decades of frustration with spotty, expensive, or nonexistent service from large telecom giants like Consolidated Communications, which recently fully rebranded as Fidium.

The project was a partnership between a new Arrowsic Broadband Authority (ABA) and Axiom Technologies, heavily driven by a combined $1.2 million in grant and loan funding from the USDA's ReConnect Pilot Program. The goal: connect 237 households, 20 businesses, and four farms with symmetrical fiber optic service of up to 100 megabits per second (Mbps).

‘Innovation’ Think Tank Pushes Lazy Smear Of Community Broadband

Here at ILSR we’re no stranger to telecom monopoly-backed efforts to mislead the public about the significant benefits of community owned broadband access.

That’s why a new “study” by the industry-backed Information Technology and Innovation Foundation (ITIF) maligning municipal broadband doesn’t come as much of a surprise.

The study professes to take a look at a very small number of municipal broadband networks, then makes sweeping and patently false claims about the entire sector.

“In most cases, local governments have neither the competence nor the economies of scale to deliver broadband as well as private ISPs,” the study concludes. “So, favoring government-owned networks wastes societal resources, creates unfair competition, and is frequently unsustainable in the long run.”

There’s numerous problems here. One being that the survey only looked at 20 municipal broadband networks in a country where more than 450 community broadband networks – serving close to 800 different communities – now pepper the American landscape.

The study author acknowledges the study’s sample size was “too small for the data to represent all U.S. [government-owned broadband networks] reliably,” then proceeds to make broad sweeping assumptions unsupported by any actual evidence.

Anti Muni Broadband Budget Amendment Gets Nixed in New York

Advocates for better Internet access are breathing a sigh of relief in New York as the State Assembly passed a budget bill yesterday that did not include an amendment that would have undermined the state’s municipal broadband grant program.

As we reported last month, buried in language near the bottom of the Assembly budget proposal was a Trojan horse legislative sources said was being pushed by lobbyists representing Charter Spectrum.

The amendment, which did not survive the budget reconciliation process, proposed to limit Municipal Infrastructure Program grants to projects that targeted “unserved and underserved locations only” – a restriction that would have made municipal broadband projects in the state less likely to become financially viable.

Created as part of New York’s billion dollar ConnectALL Initiative, the MIP is specifically designed to support municipal broadband projects. Such projects are routinely targeted by lobbyists for the big monopoly providers intent on preventing any competition to their often spotty, high-cost service offerings.

Municipal Broadband Dark Money Campaign Washes Ashore on Cape Cod

Both the Sagamore Bridge and Railroad Bridge that span opposite ends of the Cape Cod Canal carry the kind of traffic that terrifies Comcast and Verizon.

The 576 count fiber-optic strand strung across the Railroad Bridge in Buzzards Bay – and the 864 strand that crosses the Sagamore Bridge – belongs to OpenCape, an open-access “middle mile” network ushering the gold-standard of Internet connectivity into parts of each of the Cape’s 15 towns.

It’s an extension of OpenCape’s fiber network, lashed to utility poles in dozens of communities across southeastern Massachusetts, all of which connect the region to the nation’s Internet backbone/long haul network.

Middle mile networks are a key part of the Internet’s connective tissue that dramatically lowers the cost for Internet service providers (ISPs) to deploy “last mile” connections to individual homes and businesses.  

Thanks to a federal grant courtesy of the American Recovery and ReInvestment Act, the nonprofit fiber network was established in 2009 and since then has been providing Internet connectivity to most of the region’s anchor institutions – hospitals, public safety facilities, numerous libraries, schools, banks, and dozens of other enterprise clients with big data needs such as the Marine Biological Laboratory and the Woods Hole Oceanographic Institution in Falmouth.

Fairlawn Gig Adds Speed, Lowers Price

In an economy where inflation seems to be everywhere, Fairlawn, Ohio residents are getting a bit of welcome news.

Subscribers to FairlawnGig – Fairlawn, Ohio’s municipal broadband network – are being upgraded to new service levels as the city-owned network bumps up speeds and slashes prices to make its fiber Internet service faster, and even more affordable.

Earlier this week, FairlawnGig announced that subscribers who had been getting Fairlawn’s basic service tier of symmetrical 300 Megabits per second (Mbps) were being upgraded to symmetrical gig speed service – for the exact same price of $55/month.

FairlawnGig also announced that subscribers who had previously been getting gig speed service will see their bills drop down to $55/month instead of the $75/month they had been paying. Meanwhile, subscribers who were getting 2.5 Gigabits per second (Gbps) for $150/month will now be upgraded to a symmetrical 5 Gbps tier, and see their price drop to $100/month.

“That was always the plan from the very beginning,” the City of Fairlawn’s Public Service Director Ernie Staten told ILSR this week.

We have been striving at all times to bring the greatest speeds and to bring prices down. We have made it where we have done well enough financially to start lowering prices and providing greater speeds.

Local Businesses Threatened to Leave – Unless Better Internet Comes to Town

Fairlawn, a small city of approximately 7,500 Ohioans about 10 miles northeast of Akron, created a telecommunications utility in 2015 to bring city-wide access to high-speed Internet service after years of dealing with subpar broadband offerings from the incumbent providers.

Hudson, Ohio Decides Time Has Come to Build Citywide Fiber Network

The Hudson Clock Tower is the most recognizable landmark in the City of Hudson. The 44-foot tall Romanesque-style brick structure was gifted to the city over a hundred years ago by James Ellsworth, a millionaire who considered it a symbol that the time had come to modernize the city’s infrastructure having “watched the town he had grown up in, fall into disrepair.”

Now, this city in northeast Ohio, 15 miles north of Akron, is reviving the public-minded spirit of Ellsworth as it looks to modernize its telecommunications infrastructure through a public-private partnership that would expand the city-owned municipal fiber network, which now only serves part of the city, to reach all 22,000 residents who call Hudson home.

In mid-October the city issued a Request for Proposals in which “all models of network ownership will be considered (that) may either incorporate the (existing city-owned) Velocity Broadband network within the proposed network or may focus on the development of a network completely independent from Velocity Broadband.”

Proposals from prospective Internet service providers are due by Dec. 2.

Today, Velocity Broadband enjoys a 50 percent take-rate as it serves over 450 business and residential subscribers. The network generates nearly $1 million in revenue each year that covers all operating expenses and debt service, leaving the city with an annual net profit of $150,000.

Last week, our own Christopher Mitchell, Director of ILSR’s Community Broadband Networks Initiative, was the featured guest on the Broadband.Money “Ask Me Anything” series.

The one-hour live program, which invites leading minds in the broadband industry to talk candidly about their knowledge and perspective on broadband-related matters, was moderated by Drew Clark, editor and publisher of the online news outlet Broadband Breakfast.

Evolution of Community Broadband Networks Initiative

The discussion began with Christopher sharing why he joined ILSR over 15 years ago and how the Community Broadband Networks Initiative has evolved over the years.

The core mission of the initiative, he said, “has to do with research and telling stories; seeing what is working for communities … to solve these problems around making sure everyone has high quality Internet access, and they can use it. Every few years, I feel like we change our focus a little bit just based on what is needed. And the way that we do that is, we are constantly talking with people that are out doing the hard work,” Christopher explained.

And while the focus of the CBN team has been on research and publishing stories about the birth and development of publicly-owned, locally-controlled broadband networks across the nation, Christopher noted that ILSR “is not pro municipal network, necessarily.”
