Georgia Launches Trailblazing Broadband Availability Map

As Georgia Broadband Deployment Initiative (GDBI) Director Deanna Perry promised last September, a state intra-agency task force has completed its mapping project of broadband Internet access in the Goober State. It offers a far more detailed look at who does and does not have Internet access — right down to individual homes and businesses.  

Broadband Access Reality Check

The interactive map shows what we’ve known for a long time: that the FCC’s data on nationwide coverage dramatically overstates baseline broadband availability (defined as a connection capable of 25/3 Megabits per second (Mpbs)). This is especially true in rural areas. Georgia’s data, in particular, shows that of the more than 507,000 homes and businesses in the state lacking any access options, nearly 70% of these locations are in rural parts of the state. The reason for this discrepancy is because the GDBI map is based on location-specific data (individual houses and businesses), while the FCC map considers a whole census block served if just one location in that block is served.

The Man Behind the Mask: Christopher Mitchell Reflects on More Than a Decade of Progress in Broadband — Community Broadband Bits Podcast Episode 418

This week on the Community Broadband Bits podcast we flip the microphones around. Christopher gets interviewed by Isfandiyar Shaheen, also known as Asfi, an experienced thinker on all Internet-related issues around the world and longtime friend of the Community Broadband Networks initiative.  

Asfi and Christopher have a wide-ranging discussion, including how Christopher first got involved with Internet policy work and the changes he’s seen over the last decade in fiberization and rural broadband development. Christopher shares what three actions he’d take as (an unhappily and reluctantly appointed) FCC chair, from putting together real processes for publicizing actionable data about broadband access, speed, and price around the country, to supporting experiments in different network structures, to encouraging policies that foster the creation of many overlapping networks.

Asfi also asks Christopher about the Christopher Mitchell smell test in affordable connectivity initiatives and what he’ll do once everyone in the United States has more than one option for fast, affordable, reliable Internet. 

Asfi has been on the podcast before—he and Christopher talked on Episode 351 about the spillover effect of fiber networks in areas like public works and agriculture. They talked about how high-bandwidth connections can reduce municipal labor overhead, allow companies to do predictive maintenance on expensive machines, and give farmers way more information about how their crops are doing in the field.

Frontier Backs Down Slightly on Challenges to RDOF Eligible Areas

Over the weekend, Frontier filed comments with the Federal Communications Commission (FCC) announcing that it would “welcome the inclusion” of the census blocks where it claims to newly offer broadband service into the upcoming Rural Digital Opportunity Fund (RDOF). Phase one of RDOF will distribute $16 billion to providers to expand rural broadband access in unserved areas later this year.

We wrote previously on Frontier’s attempt to remove 17,000 census blocks, representing over 400,000 Americans, from the first phase of RDOF by reporting that the company could now provide broadband speeds of 25 Megabits per second (Mbps) download and 3 Mbps upload, the federal minimum definition of broadband, in those areas. At the time, we expressed concern that Frontier, which has a long history of neglecting its rural networks, was exaggerating its broadband coverage in an effort to prevent competition. The Institute for Local Self-Reliance (ILSR) filed comments with the FCC requesting that the agency investigate Frontier’s claims before removing any of the identified census blocks.

But while Frontier’s recent filings suggest that the company will not fight to remove those census blocks from the subsidy program, it leaves the door open for the FCC to remove the contested areas anyway.

Filings Offer Inadequate Explanations

On May 23, Frontier filed a short notice with the FCC seeking to “clarify” its position, indicating that it would not fight to exclude the 17,000 census blocks in question despite maintaining that it does offer 25/3 Mbps speeds in those areas. The company followed up on May 26 with a longer filing that responded to comments filed by ILSR and others and asserted that its claimed broadband speeds are correct.

ILSR Challenges Frontier's Attempt to Block Rural Broadband Upgrades

Late last month, we reported on Frontier Communications’ claim that it now offers broadband in 17,000 rural census blocks in an effort to remove those areas from the Federal Communications Commission’s (FCC’s) upcoming rural broadband funding program. At the time, we expressed concerns that the provider may be exaggerating Internet speeds, and after publishing that article, we heard from Frontier subscribers, local officials, and private companies who shared their own doubts over the accuracy of the company’s reporting.

Earlier today, the Institute for Local Self-Reliance filed comments with the FCC to draw attention to Frontier’s questionable claims. “We are concerned that Frontier may have overstated its capacity to actually deliver the claimed services in many areas,” the comments read.

We call on the FCC to either investigate or to simply refuse Frontier’s disputable claims to ensure unserved rural areas aren’t prevented from receiving subsidies to expand broadband access. The comments argue:

Allowing Frontier to so remove hundreds of thousands of Americans from one of the most significant rural broadband programs in history would send a strong message that there is no claim too far that the Commission will be skeptical of . . . Frontier is all but inviting the Commission to make an example of it and serve notice that the Commission intends to ensure Americans in rural regions have real opportunities to connect rather than continuing to play games with bankrupt firms.

Inconsistent Reports Raise a Red Flag

We have seen inconsistencies in Frontier’s past reports to the FCC on its broadband offerings, which the company is required to file twice a year. A few years ago, Frontier reduced reported speeds in a number of census blocks from 25 Megabits per second (Mbps) download and 3 Mbps upload — the FCC’s minimum definition of broadband — to just below broadband speeds.

FCC Says Broadband Being Deployed on a Timely Basis, It’s Just Not Sure Where

The ongoing Covid-19 pandemic has highlighted the yawning gaps in broadband access throughout the country. Yet the Federal Communications Commission (FCC), in its 2020 Broadband Deployment Report released on April 24, found that “advanced telecommunications capability is being deployed on a reasonable and timely basis,” in effect turning a blind eye to the students parked outside libraries to access Wi-Fi, housebound seniors cut off from telehealth services, and struggling businesses left behind by the economy’s move online.

The agency came to this conclusion despite years of concern over how the FCC’s flawed data collection method systematically overstates broadband coverage. “We need to do a better job collecting data,” FCC Chairman Ajit Pai admitted nearly three years ago, adding, “It’s often said that you can’t manage what you can’t measure.”

2020 Report Lacks 20/20 Vision

Every year, the FCC must report on the expansion of Internet access in the country and determine whether broadband is being deployed in a “reasonable and timely fashion.”

In this year’s report, the FCC said, “Given the compelling evidence before us, we find for the third consecutive year that advanced telecommunications capability is being deployed on a reasonable and timely basis.” As support, the FCC noted:

The number of Americans lacking access to fixed terrestrial broadband service at 25/3 Mbps continues to decline, going down by more than 14 percent in 2018 . . . The vast majority of Americans — surpassing 85 percent — now have access to fixed terrestrial broadband service at 250/25.

Frontier Removes 17,000 Census Blocks From $20 Billion Rural Broadband Auction

Last week, Frontier Communications told the Federal Communications Commission (FCC) that there are 17,000 census blocks in which it is now offering 25 Megabits per second (Mbps) download and 3 Mbps upload. This means well over 400,000 Americans now live in areas no longer eligible for the FCC's Rural Digital Opportunity Fund, a $20.4 billion program to expand rural broadband. The first phase will auction off up to $16 billion in subsidies later this year.

In the filing, the company also identified census blocks where it believes other providers will deploy broadband access through state-funded programs, making those locations ineligible for the federal funds as well.

Frontier is Flailing

Electric Co-ops Request Expedited Rural Broadband Subsidies From FCC

Earlier this month, more than 70 electric cooperatives joined consulting firm Conexon in urging the Federal Communications Commission (FCC) to speed up planned rural broadband funds in response to the economic impacts of the Covid-19 pandemic.

In comments filed with the FCC, Conexon called upon the agency to accelerate phase one of the $20.4 billion Rural Digital Opportunity Fund (RDOF) reverse auction, planned for later this year, in order to connect rural communities and bolster local economies affected by the current crisis. Specifically, Conexon suggested that the FCC expedite RDOF applications and subsidies for providers that plan to build gigabit fiber networks, since under the current auction rules, those bidders are essentially guaranteed funding. The filed comments, available in PDF format below, included an open letter signed by dozens of electric co-op leaders who support the proposal.

While the urgency of rural connectivity has been underlined by the nationwide shutdowns intended to contain the spread of the novel coronavirus, the need for better rural broadband isn’t new. Conexon stated in its comments, “Whether the current health and economic crisis lasts a few months or a year, funding long-term rural fiber networks is necessary and long overdue.”

Proposed RDOF Process

Unlike those who want to postpone RDOF until the Covid-19 crisis passes or the FCC collects more accurate broadband data, Conexon opposes any further delay of the auction. “If anything, in the current economic climate, the RDOF Phase I auction should be accelerated, not delayed,” the company stated.

To get everyone online, Steve argues that we need a mixture of models, including wireless providers.

Christopher and Steve also talk about how the potential impact of 5G is being diluted by focusing on high speeds instead of affordable, rural Internet access. At the same time, Steve explains that the U.S. has been a global leader in terms of opening up wireless spectrum for many uses. For better rural connectivity, Steve points to cooperatives as an exemplary model to follow, and he speaks to the need to treat spectrum differently in rural areas.

North Dakota Co-op Raises Bar With Free Internet Offer

As coronavirus trackers continue to tick, it’s becoming even clearer that the current pandemic will necessitate months, not weeks, of working and learning from home and other social distancing measures.

To make that transition easier for its members, North Dakota telephone cooperative BEK Communications is offering new subscribers four months of free Internet access on its Lightband Fiber-to-the-Home network. The co-op is also increasing speeds and implementing other efforts through its “BEK Cares” initiative, which aims to make better broadband accessible to rural North Dakotans in response to the growing Covid-19 emergency.

“BEK’s commitment to keep its customers and community connected has never been greater,” the co-op stated in a press release announcing its efforts [PDF]. “We want all of our customers and community members to know we are here for you.”

ISPs Pledge to Connect

Across the country, Internet service providers (ISPs) have launched various efforts to address the connectivity needs of communities impacted by the spread of the novel coronavirus.

Earlier last month, the Federal Communications Commission announced the Keep Americans Connected Pledge, a voluntary program in which ISPs promise to pause disconnections, waive late fees, and open Wi-Fi hotspots to the public. Hundreds of providers have since signed on, including national companies such as AT&T and Comcast as well as local cooperatives like BEK.
