On Episode 19 of the Connect This! Show, co-hosts Christopher and (a partly there) Travis Carter (USI Fiber) are joined by Keith Hanson (Shreveport, Louisiana Chief Technology Officer) and Angelina Panettieri (National League of Cities) to talk about how some cities place themselves at the vanguard of innovation by undertaking projects designed to improve local conditions using existing infrastructure and know-how. Keith shares Shreveport's efforts to map the digital divide by connecting low-power computing devices to GPS sensors and cell phone batteries on garbage trucks to map broadband access across the city. He also talks about other edge computing initiatives, like video for public safety.
The group also discusses the newly released Treasury rules on the $10 billion in infrastructure funding coming down the pipeline, and how cities can position themselves to take advantage.

Caution Ahead: RDOF and BEAD Collision Course
The Rural Digital Opportunity Fund was supposed to drive affordable fiber into vast swaths of long-underserved parts of rural America. But the program has been plagued with problems since its inception, putting both current and future broadband funding opportunities at risk. French-owned cable company Altice is the latest to announce it would be defaulting on 18 census block groups in Louisiana.
Tribal Broadband Bootcamp Advances: Underground and Above
IT-minded Tribal leaders and instructors gather in southern California for the 11th Tribal Broadband Bootcamp as the three-day intensive learning experience continues to offer the ultimate Indian Country networking experience. All of the previous TBB’s offered hands-on training, but this particular bootcamp took it up a notch as TBB instructors set up a full deployment demonstration, illustrating how fiber is buried and/or deployed aerially.
Louisiana and Virginia Maps Give Window Into First BEAD State Challenge Processes
In the quest to unlock billions of dollars in broadband infrastructure money, Louisiana and Virginia have outpaced all other states in the speed with which they are dispatching the BEAD program’s requirements. Louisiana was the first to complete the challenge process and is still the only state to have received approval for Volume 2 of its initial proposal. Virginia, meanwhile, has completed their challenge process but now appears locked in a battle with the NTIA over the low-cost plan parameters they intend to set. How their challenge maps are built and displayed offer lessons for BEAD moving forward.
