
Fast, affordable Internet access for all.
New York City Mayor Eric Adams recently unveiled plans to improve public safety, housing, and the overall livability of the Big Apple.
Among them is $6 million in new funding to expand the New York Public Library’s (NYPL) “Neighborhood Internet” network, providing free Internet to an additional 2,000 households receiving Section 8 rental assistance.
The city hopes that the program, which is first focused on expanding Internet access to low-income households in Upper Manhattan and the Bronx, will ultimately be expanded to reach as many low income NYC residents as possible. But the effort still remains a far cry from the bolder, bigger, “master plan” initiative scrapped by the Adams administration in 2022.
Low income city residents simply need a library card to connect to the NYPL network in the limited parts of the city where access is currently being offered. The NYPL has experimented with Citizens Broadband Radio Service (CBRS), fixed wireless, and some fiber for connectivity. The program also provides low income users with a Chromebook with Wi-Fi access.

Recent federal government efforts to expand use of public Citizens Broadband Radio Service (CBRS) spectrum could be of significant help to municipalities and local communities looking to bridge the digital divide with the increasingly popular wireless technology.
CBRS spectrum refers to 150 MHz of spectrum in the 3.5 GHz band. In 2015, the FCC adopted rules for shared commercial use of the band, creating a three-tiered structure to avoid interference with military radar during collaborative use of the spectrum.
For municipalities, the spectrum has already proven to be a valuable way to deploy wireless access to the public. In Syracuse, New York, the city last fall launched a new public wireless network on the back of CRBS. In Longmont, Colorado, the St. Vrain Valley School District used CBRS to build a private LTE network connecting 4,000 students in partnership with NextLight, which operates Longmont's city-owned municipal fiber network.
Not all community deployments of CRBS have delivered satisfactory results for municipalities, however. The STEM Alliance in Westchester County, New York retired their efforts to deploy a CBRS network in Yonkers after they struggled with urban capacity constraints and low usage.
This week on the podcast, Christopher is joined once again by Sean Gonsalves, Associate Director of Communications for the Community Broadband Networks initiative.
Christopher and Sean start by discussing how a new wireless community broadband network in Syracuse, New York called Surge Link is helping the underserved households in their area. Syracuse is a prime example of how cities and towns are taking matters into their own hands by looking for ways to proactively provide affordable broadband access to their citizens right now instead of waiting for potential federal funding and local planning to align perfectly.
Sean and Christopher also unpack other recent news, including the FCC's plan to adjust the definition of broadband to 100 Megabits per second (Mbps) download and 20 Mbps upload speeds, the NTIA's Letter of Credit modifications, and the future of the Affordable Connectivity Program (ACP) with the White House asking Congress for an additional $6 billion in funding to continue the program through the end of 2024.
With ACP's future looming, Christopher and Sean finish by discussing the need and importance for a long-term solution to address the digital divide, including the financial sustainability of networks in rural areas.

Syracuse officials have launched a new wireless community broadband network they hope will help bring affordable broadband access to the city of 145,000.
Dubbed Surge Link, the effort is backed by more than $3.5 million in federal funding and aims to deliver free broadband access to the city’s lowest income neighborhoods.
Motivated by peak pandemic connectivity headaches, Syracuse put out a request for proposal (RFP) late last year. The city then hired US Ignite as an advisor, and selected Geneva-based Community Broadband Networks (no relation to our program here at ILSR) to build a fixed wireless network capable of delivering discounted access starting with 2,500 underserved Syracuse households.
City officials tell ILSR the network is using Fixed Wireless Access technology, specifically Citizens Broadband Radio Service (CBRS), which is an emerging technology a growing number of municipalities and other nonprofit community groups have been experimenting with as a way to bring broadband to unserved and underserved residents in dense settings. And while CBRS has promise, as US Ignite notes, “because the technology is relatively new, the hardware and software associated with CBRS networks is also new. Vendors may still be working out the kinks in their solutions, particularly if those solutions are being used in novel ways, or need to interface with other older systems.”
It should also be noted that another New York community (Westchester County) embraced CBRS, only to find that it could not deliver the capacity they wanted to many people who needed the service.

In our first episode of this new podcast series, we wanted to queue up an interview with Margaret - Meg - Kaufer, who is President of the STEM Alliance in Westchester County, New York. We had previously spoken with Meg, as well as Yonkers Commissioner of Information Technology Bob Cacase, in episode 500 of the Community Broadband Bits podcast where they discussed their joint efforts to deliver Internet access to low-income households.
Meg updates us on those efforts on the heels of retiring the CBRS network earlier than expected. However, they have developed a replicable strategy for signing people up to the ACP and getting through the thoroughly unnecessary paperwork requirements.

In an effort to facilitate the deployment of innovative broadband solutions in underserved areas - both urban and rural - the nonprofit organization US Ignite recently partnered with National Science Foundation (NSF) and Schmidt Futures to launch ProjectOVERCOME.
The Benton Institute released a report in November naming the seven communities that the project will focus on: Blue River, OR; Buffalo, NY; Cleveland, OH; Clinton City, MO; Detroit, MI;Loiza, Puerto Rico; and Yonkers, NY.
In the report that was released, Benton spotlights each community and the technologies they will use. The technologies include Citizens Broadband Radio Service (CBRS), fiber, fixed wireless and hotspots.
According to the initiative's guidelines, these communities were chosen because of how they vary in population, demographics, regions of the country, housing, and industry. The program will work with these communities to experiment in deploying innovative Internet connectivity solutions on a 12-month timeline.
The projects will collectively result in not only education, outreach, and local broadband organizing development efforts, but provide direct connectivity to more than 700 households.
