California South Bay Cities Finish Fiber Network, Look to Smart Traffic Applications
A group of 15 cities in Los Angeles County, California, are closing in on the completion of the South Bay Fiber Network. The project, managed by the South Bay Cities Council of Governments (SBCCOG), will bring better connectivity to community anchors and enterprise customers in the region through a public-private partnership with American Dark Fiber (ADF).
According to a recent press release [pdf] from SBCCOG, some public facilities are already connected to the fiber ring, and the partners expect to finish the rest of the network by the end of the month. Once completed, the local governments hope that the SBFN will enable smart city applications, like traffic signal coordination, as well as telehealth services and remote learning and working.
Christian Horvath, Redondo Beach Councilmember, said in the press release:
The SBFN will allow us to serve all our residents better and improve their quality of life on so many levels including real-time transportation/traffic control connectivity . . . The Covid-19 pandemic has proven to any doubters that access to affordable and reliable high-speed Internet is even more important as it will allow the increasing numbers of city workers and local residents to efficiently work from home.
SBCCOG began its efforts in 2016 and has been working with consulting firm Magellan Advisors to plan the fiber network, which will be a mix of newly constructed infrastructure and leased fiber.
The SBFN will connect the cities of Carson, El Segundo, Gardena, Hawthorne, Hermosa Beach, Inglewood, Lawndale, Lomita, Manhattan Beach, Palos Verdes Estates, Rancho Palos Verdes, Redondo Beach, Rolling Hills, Rolling Hills Estates, and Torrance in Los Angeles County. Local institutions and government authorities are also participating in the fiber project, including the Beach Cities Health District, Los Angeles County Metropolitan Transportation Authority (LA Metro), Los Angeles County Department of Public Works, Lundquist Institute, South Bay Workforce Investment Board, and West Basin Municipal Water District.
Carrier-Grade Fiber in Centennial, Colorado - Community Broadband Bits Podcast 222
Located in the Denver metro region and shaped like a barbell, Centennial has effectively used dig once policies to build conduit and fiber assets that have attracted Ting to the community. Tim Scott is the Director of Fiber Infrastructure for the city and joins us on Community Broadband Bits podcast episode 222. Centennial took advantage of a project installing fiber for Intelligent Transportation Signaling. But just putting in more fiber was not sufficient to establish a carrier-grade network that ISPs would want to use. Tim explains what they had to do to attract ISP interest. Centennial's shape is very conducive to their strategy (which may be a tautology - they chose that strategy because it works for them). At any rate, their arterial corridors run quite close to the majority of premises and therefore a well-designed fiber backbone network is more attractive in that community than others.

Traffic Project Gets Fiber in the Ground in Winston-Salem, NC
Winston-Salem struck up a smart deal with the North Carolina Department of Transportation in 2011. Four years later, that agreement allows the city to move forward with its vision for an I-Net.
The Winston-Salem Journal reports that the City Council recently approved $826,522 for networking equipment to light up city owned fiber installed by the NCDOT. The agency has been upgrading area traffic control systems, a project estimated at around $20 million. Winston-Salem took advantage of the opportunity and paid the agency $1.5 million to simultaneously install its own fiber in the state conduit.
“The city was able to have the network built at only the cost of the fiber,” [city information systems department Chief Officer Dennis] Newman said. “They (state traffic contractors) are running fiber optic cable all around the city to where all the traffic lights are at. This will enable us to connect to all facilities all over the city – fire stations, public safety centers, satellite police stations – right now there are about 40 locations that we have targeted to connect to.”
As is typically the case, Winston-Salem currently pays private providers for connections at each facility but when the new I-Net is up and running, they will be able to eliminate that expense. The new voice and high-speed network will outperform current connections, described in the article as "out-of-date." City officials also told the Journal that some municipal offices have no Internet access at all but will be connected to the new I-Net.
A number of other communities have taken advantage of partnerships with state and federal transportation agencies during traffic signal upgrades. Martin County, Florida; Aurora, Illinois; and Arlington, Virginia saved considerably by collaborating during similar projects.
Vallejo Commits to Develop Fiber Master Plan
Vallejo recently hired Jory Wolf, CIO from Santa Monica, to help develop a fiber optic master plan, reports the Times Herald. A fiber network now controls the city's intelligent transportation system (ITS) and Vallejo wants to build off that asset to encourage economic development.
Wolf was the key player behind Santa Monica's master plan, which led to the development of its Institutional Network and CityNet, a fiber optic network for business connectivity. According to the article, Vallejo's master plan is expected late this fall.
Last year, we highlighted a letter to the editor from resident Chris Platzer who suggested using Vallejo's ITS fiber network as the foundation to deploy a municipal network. A number of communities we study take advantage of fiber assets and conduit put in place as part of transportation control, including Martin County in Florida; Arlington, Virginia; and Aurora, Illinois. The Vallejo ITS includes approximately 11 miles of fiber and was built in the 1990s.
In March, city staff included the same idea as part of their recommendations. They also advised developing a joint trench ordinance and fiber upgrade policy, collaborating with nearby Benicia, and joining Next Century Cities.

According to staff, a joint trench ordinance would be essential in upgrading municipal infrastructure as it would allow the timing of installation of conduit to coincide with other underground construction.
Staff is also investigating the possibility of the city drafting a cooperative agreement with Benicia, to provide “better telecommunications service, faster implementation, lower costs ...”
Also on Thursday, the city announced that it has joined Next Century Cities.
Dark Fiber Option Coming to Arlington Businesses
Arlington is finally ready to open up its network to local businesses seeking better connectivity, reports local news WJLA. The county board recently voted unanimously to allow providers to lease dark fiber from approximately 10 miles of the 59-mile network. They hope to spur economic development and entice ISPs to provide better connectivity for residents via the network.
"The dark fiber, in the most simplest terms, is like a super highway. You're the only car on that highway and you can go as fast as the vehicle you've chosen can go," explained Jack Belcher, chief information officer of Arlington County.
We first reported on Arlington's network in 2012, after the community had dedicated about 2 years to the project. They took advantage of investments in the local Intelligent Transportation System (ITS) upgrades, improvements to the emergency communications system, and an electric power upgrade by a local electrical provider to deploy a next generation network.
The original plan was focused on schools, traffic management, and public safety, but last year community leaders chose to investigate expanding the network for economic development. We spoke with Belcher last May in Episode #97 of the Community Broadband Bits podcast.
Broward County Saves with Fiber Network in Florida
In 2014, Broward County completed its transition from an expensive leased data, video, and voice communications system to its own fiber network. The southern Florida county is now saving $780,000 per year with plenty of room to grow. With the transition to an IP-based telephony system, the County also saves and additional $28,000 per year.
Pat Simes, Assistant CIO of the county, recently contributed a profile on the project to Network World.
In 2009 when the network was too slow to be effective, county staff knew they had to act. Costs were increasing 15% each year as the number of lines grew and the demand for bandwidth increased. The County also had to provide funding to reach locations that the carrier's network did not serve. The situation made it difficult to budget; there was always a need to fund unexpected expansions and increasing service.
Several groups in Enterprise Technology Services (ETS) began working together to develop a way to improve systems for both groups:
Working together the teams developed a 3-year strategic initiative to upgrade Broward County to a 10 GigE core network infrastructure. Part of the plan called for reducing complexity and duplication of infrastructure, so the County also decided to converge the voice and data networks and, with voice and data traversing the same circuits, network redundancy would have to be increased because a single line outage could cause a location outage for both critical services.
Local Media Sees Need for Municipal Network in Olympia, Washington
Local news editors seem inspired by the current network neutrality debate at the FCC. Newsrooms considering the prospect of paid prioritization are reassessing the value of municipal networks.
Not long ago, the Olympian ran an editorial offering the basics of municipal networks. Editors mentioned NoaNet, the statewide fiber project that brings access to a series of community anchor insitutions and approximately 260,000 people. The piece also acknowledges that port authorities and some Public Utility Districts (PUDs) offer fiber connections in several regions of the state. We have reported on a number of them, including Benton, Okanogan, and Chelan.
The editorial points out that the cities of Lacey, Olympia, and Tumwater have fiber and conduit they use for government operations. The cities share the fiber and conduit with the state Department of Transportation. The Olympian also notes that if a city wants to provide telecommunications services, its location is critical:
Republican Sen. Trent Lott championed a 1996 bill that prohibited states from blocking any entity that provides telecommunications services. Despite that far-sighted bill, big provider lobbyists have persuaded 20 states to pass legislation making open access difficult.
As suggested by other editors, The Olympian advocates for a municipal approach to curtail damage that will result if network neutrality disappears:
If approved, individual consumers in the South Sound and other U.S. communities can expect slower speeds for smaller services, nonprofits and independent content creators. Why pay for the “HOT” lane, unless traffic is backed up on the main line?
OnLight Aurora Partners with the City for Better Connectivity in Illinois
Nine years ago, Aurora officials decided it was time to reduce telecommunications costs and upgrade to a faster, more reliable network. The local government built a fiber network to service municipal government, but developed long-term ideas for the network to benefit the entire community.
Nonprofit OnLight Aurora now uses the City's fiber optic network to provide high-speed connectivity to educational institutions, businesses, healthcare facilities, social service entities, and major non-profits. The organization leases fibers from the City's fiber optic network and provides Internet access at affordable rates.
Aurora is the second most populous city in Illinois. The municipal government spans 52 buildings over 46 square miles. Before the city's fiber network, connections were a patchwork of varying speeds and capabilities. Employees in a building with a slow connection would need to travel to City Hall to access a high-speed connections to use the city's bandwidth intensive applications. The network was old, unreliable, and expensive. The Director of Onlight Aurora recently spoke with Drew Clark from Broadband Breakfast :
"In 2005-2006, we came to the conclusion that we were paying $500,000 a year [to telecommunications providers] for leased line expenses,” said Peter Lynch, Director and President of Onlight Aurora.
The 60-mile network, constructed from 2008 - 2011, cost approximately $7 million to deploy. At the beginning of the process, payback was estimated at 10 years. While the short-term goal was to cut municipal connectivity costs, community leaders intended to expand its use in other ways. The City now saves approximately $485,000 each year from having eliminated leased lines. From a Cisco case study on Aurora [PDF]:
Denver Suburb Seeks to Take Back Local Authority
Centennial is asking its voters to reclaim local authority this election. City leaders want to make better use of an existing fiber optic system but a 2005 Colorado state law pushed by a corporate telephone company precludes it. If the citizenry reclaims its local authority through referendum, the City can take the next step toward providing indirect services via its fiber network.
We contacted City Council Member Ken Lucas to find out more about the ballot question. Centennial is a relatively young city that was incorporated in 2001 and has about 100,000 residents. Lucas told us that this ballot question is not only about using their fiber resources. The community of Centennial considers this a critical step toward maintaining a business friendly environment.
The National Transportation Safety Board (NTSB) provided grants to install the existing network for traffic control, security cameras, and public works monitoring. The City contributed only approximately $100,000 to the network, valued at $5 million. Traffic and public safety now use only two strands of the network that runs through the center of town. City leaders want to use the remaining 94 strands to improve access in the community. To see a map of the fiber and open conduit in Centennial, check out the City's PDF.
Approximately 94% of Centennial businesses and 85% of households are within one mile of the fiber backbone. Residents and business owners can now choose between Comcast or CenturyLink and rates are high. Lucas tells of one business owner who asked Comcast to provide 1 Gbps service to his building. Comcast offered to lease a line to the business at a high rate, but the customer would still have to pay $20,000 for installation.
Dark Fiber Paying Off in Florida's Lakeland
Near the center of Florida sits Lakeland, the largest city between Orlando and Tampa with 98,000 residents. The area boasts 38 lakes, citrus crops, and a growing healthcare industry. Lakeland also owns a fiber optic network serving education, business, and government. To learn more, we spoke with Paul Meyer, Lakeland Electric City of Lakeland Fiber Optics Supervisor.
The city's municipal electric company, Lakeland Electric, began generating and providing electricity to customers in its service territory in 1904. In the mid 1990s, the utility began replacing older copper connections between substations with fiber-optic cable. Soon after, the Polk County School District asked Lakeland Electric to connect school facilities via the fiber network for video transmissions. By 1997, almost 50 school facilities were connected to each other via using dark fiber provided by Lakeland Electric. In 1994, the District paid $219,582 $84,737 to the utility to design, construct, and install equipment for video connections in four schools. The school received an indefeasible right of use for two fibers for twenty years. over which Verizon delivers data and voice services to the School District on its own lines.
Meyer noted that the fiber project likely cost more than the school paid but the installation gave them the opportunity to expand the network. Further expansion connected the police department, libraries, and water facilities. Over time, the electric utility has incrementally expanded to every building engaged in city business. The network is aerial, using the utility's own poles to mount the fiber.
