Redwood County, Minnesota, Latest to Study FTTH
Redwood County’s Economic Development Authority (EDA) opted to move forward with a broadband feasibility study that would determine just what the county would need to do in order to get fiber to every premises. … The study, which is being conducted by the Blandin Foundation through what is known as the Robust Broad-band Networks Feasibility Grant Program. The grant, which includes up to $40,000 for the county as it addresses the needs of every community and farm site from one end of the county to the other, requires matching funds, which are available through the county EDA.Redwood County is in an interesting area, just north of the Windom area muni FTTH networks and west of the proposed project in Sibley and Renville counties. This study comes not long after Todd County started a feasibility study as well (the the latest on that). And though we haven't discussed it much on MuniNetworks.org, Lac qui Parle County to the northwest is working with a rural telephone cooperative to bring FTTH to many in their border as well. And then beyond them, we have Cook County going FTTH with their electric coop and Lake County going its own way, both with the assistance of the broadband stimulus awards. Minnesota could very well become the state with the most impressive rural connections. Unfortunately, thus far we have seen no assistance from the state in this matter, but perhaps the Dayton Administration will chart a new course.

“I think some of the other commissioners maybe feel like it’s more of a private matter, that some of the commercial businesses should be putting in infrastructure,” he said. “However, someone like Windstream, if they have a potential customer for a data center, they’re going to steer that customer to where they have infrastructure. They don’t care about Franklin County.” It’s important to understand, he added, that high-quality jobs will not come to Franklin County if it is not up-to-date with its infrastructure.This is exactly correct -- what does a private sector provider care about a single county in Georgia? They care about a fast return on their investment, not about a community's vitality. In the meantime, Stephen's County has contributed $500 toward a match for the study. OneGeorgia’s Nancy Cobb has approached the Joint Development Authority of Franklin, Hart & Stephens Counties and “offered” to fund 80% of a Broadband Connectivity Feasibility Study (expected to cost about $240,000) in northeast Georgia. Her offer is contingent upon us actually officially requesting it and matching it with 20%. We anticipate her next meeting to be sometime in May/June.
Chelan PUD in Washington Reconsiders Broadband Stimulus Grant
The PUD’s financial review resulted in a series of revised statistics that PUD engineers presented to commissioners Monday. Of the county’s 43,000 premises — mostly homes and businesses — 30,000 have access to fiber. Some 6,000 don’t have access because they live in areas where hookups are more costly, despite their often urban settings. In these areas, the cables that supply electricity are buried directly in the ground. Fiber hookups require costly trenching and installing conduit. Another 7,000 premises don’t have access because they’re very rural. Fiber access to all but the most rural of these locations will be funded jointly by a $25 million federal stimulus grant and PUD matching funds of about $8 million.Of the 30,000 with access, some 37% are taking a service (though they have to subscribe through independent service providers that contract with Chelan PUD due to Washington State law denying the opportunity for PUDs to offer retail services on their own network. Nonetheless, they are signing up 100 new customers per month. The problem is that some of the new connections are in high cost areas (whether due to distance or underground utilities).
Three Counties in New York Building Southern Tier Network
Local governments, educational institutions, health care organizations and other commercial/industrial businesses also stand to benefit greatly, said Marcia Weber, Southern Tier Central executive director. Possible applications include “distance learning” between college campus branches and “telemedicine” between rural clinics and major hospitals, Weber said. … The project has been a top priority for Southern Tier Central in recent years. Weber, who called it “her passion,” was very disappointed when a major federal stimulus grant was narrowly missed last year. The counties’ share (Steuben, $1.23 million; Chemung, $790,000; Schuyler, $188,000) will fund a non-profit, to be called Southern Tier Network, that has been created to oversee and maintain the network.The project starts this year and expects to be finished by 2013. In 2014, the project is expected to become self-sustainable -- being funded by the fees it charges for access to the infrastructure. Southern Tier Network is a new not-for-profit, local development corporation (LDC) established to own, build and manage a $12.2 million regional fiber optic backbone that will enable access to the highest speed broadband connectivity available in Chemung, Schuyler and Steuben Counties. Articles of Incorporation for Southern Tier Network have been filed with New York State, and a board of directors is in place, comprised of representatives from the three counties and other community stakeholders.
Examining Virginia's Broadband Problems
Skip Garner directs the Virginia Bioinformatics Institute, which unites the powers of biology and information technology to advance medicine. It is at Virginia Tech. Garner said he, too, finds computing power a constraint. In spite of a 1 gigabit connection, "we are limited in what we could do," Garner said. When the lab's DNA sequencers pile up data, "we will often put it on a 1-terabyte drive ... and FedEx it to our customers," Garner said. An upgrade to 10 gigabits is coming. He expects it still won't be enough. It might appear that new facilities would not have such problems, but even the 5-month-old Virginia Tech Carilion Research Institute near downtown Roanoke is not satisfied with its Web service. While the speed is good at 10 gigabits, the cost it pays to service providers is staggering. "It's in the tens of thousands of dollars a month," said Executive Director Michael Friedlander.This is one world. Communities with their own fiber networks are another -- where these connections are not prohibitively expensive. And yet another world is the world of several rural Minnesota Counties, who cannot even get T.1 lines from incumbent phone providers. In Cook County, in 2008, a company was quoted $600,000 to install a T.1 line. Yes, $600,000 - I had to hear it twice to make sure I wasn't imagining it. The article explores Design Nine founder Andrew Cohill's thoughts on improving broadband access. Cohill mentions Wired West, a network we have written about previously.
"We think it's got to be treated like essential public infrastructure," he said. That way, access would be open to any service provider on equal footing. Just as anyone could launch a cab company or food delivery service over the road system, anyone will be able to use the information highway's new lanes.
Community Network Map
Communities invest in telecommunications networks for a variety of reasons - economic development, improving access to education and health care, price stabilization, etc. They range from massive networks offering a gig to hundreds of thousands in Tennessee to small towns connecting a few local businesses.
This map tracks a variety of ways in which local governments have invested in wired telecommunications networks as well as state laws that discourage such approaches.
Our map includes more than 900 communities, of which more than 600 are served by some form of municipal network and many hundreds more by cooperative networks. Our numbers of cooperatives are still being updated. (Muni numbers updated September, 2021):

Seventeen states have barriers in place that discourage or prevent local communities from deciding locally if such an investment is a wise decision. We strongly believe these decisions should be made locally, based on needs, capacity, and desire of the community itself.

Answers for Questions in Sibley's Fiber-to-the-Farm Potential Network
- Regarding parity of costs to build the fiber network into the townships (rural area) compared to cities. It’s nearly twice as expensive to build out the rural areas and some cities feel they are subsidizing cost of putting fiber in country.
- How was the initial money spent for the feasibility study? No one has seen the breakdown as to what that money went for. We would like to see an itemized list of how the county's contribution and the Blandin dollars were spent. How much of that money is left?
- There are concerns about how the budget of $150,000 was arrived at for the next phase. Who established the budget and how was it decided how much money to spend for the different categories? We haven't seen any details of this either, only general categories.
- Who is making the decisions on how money is spent and for what?
- Some people feel decisions are being made without elected officials - boards or council members - being part of the decision making process.
Response from Mark Erickson: Parity of costs between City/County Last summer when the county requested the rural area be included in the feasibility study, the issue of parity came up because of the higher cost of construction in the rural area. The topic was discussed at all of the public meetings and the following are the reasons for blending the construction costs:
- This is a one time 100-year investment in the entire county (and Fairfax and Renville County) and since the city folks rely on the rural folks and visa versa it is viewed as an opportunity for everyone to invest in one another. The fiber network will benefit city and rural businesses, schools, city and county government, townships, ag producers, senior citizens, etc.
