Community networks are hyper-local movements. As we have researched these networks, we have often uncovered the work of grassroots activists trying to make a difference in their cities. Today, we've gathered together a collection to show how small groups of local people can make a big difference.

Virginia Friends of Municipal Broadband -- This statewide organization of citizens and activists quickly formed in opposition to the proposed Broadband Deployment Act of 2017 in Virginia. They collected statements  on why the proposed law would be sour for community networks and published a press kit to help people talk about the issue.

Yellow Springs Community Fiber -- This group formed in Yellow Springs, Ohio, to have the city consider building a community network. They hosted a public forum and created a survey to gauge residents' interest in such a project. They even published a white paper about their proposal, and the city issued an RFP to explore the option.

Upgrade Seattle -- This campaign for equitable Internet access encourages folks to support a municipal network in Washington state's largest city. The Upgrade Seattle group hosts neighborhood study sessions and encourages residents to learn more and attend city council meetings.

Holland Fiber -- Holland, Michigan, has been incrementally building a fiber network, and much of the impetus came from the Holland Fiber group. Local entrepreneurs, business owners, and residents realized that high-speed connectivity would be an asset to this lakeside tourist town. 

Earlier this year, the grassroots group, Springs-Net, presented its white paper on a potential municipal network in their town of 3,700 people. The village, located in central Ohio between Dayton and Columbus, is taking up the suggestion and recently released a Request for Proposals (RFP) for a broadband needs assessment and business plan.

The village already operates municipal electric, water, sewer, and storm water utilities, however does not own any municipal fiber. According to the RFP, Yellow Springs collaborates with several local schools and an educational computer association for connectivity to the village’s municipal office location. There is also fiber in the community owned by the Ohio Academic Research Network (OARNet) and a non-profit datacenter in the area.

Yellow Springs wants interested firms to answer their call and provide options for:

• Mapping Needs Assessment
• Business and Financial Model
• Governance and Ownership Strategy
• Funding and Financial Analysis
• Public-Private Partnership Development
• Infrastructure Recommendations

There will be an informal session for respondents on August 1 at 11 a.m. in the Yellow Springs Council Chambers and proposals are due on August 22, 2016. Check out the Yellow Springs website for more details on the RFP.

In the Village of Yellow Springs, Ohio, Springs-Net has created quite a stir among the 3,500 people. This grassroots group of villagers is advocating for a municipal network. Last year, they hosted a community Fiber Forum featuring our own Chris Mitchell. Now, they’re continuing the push for better home Internet access.

Springs-Net released a white paper on a possible municipal fiber network, bringing the results to the Village Council on February 16th. Although cautious of leaping into a large project, the Village Council recognized the benefits a network could have for the town and agreed to meet with the group in April to discuss next steps to improving connectivity.

Working From Home? Yellow Springs Says "Yes"

At the February 16th Village Council meeting, Scott Fife represented Springs-Net to provide an overview of the findings in the white paper. A retired Director of Information Technology at Centerville City Schools, Fife concentrated on information most relevant to the needs of the Yellow Springs community. 

According to Fife, over the last 15 years, the local business community has grown to include over 195 home-based businesses, an increase of 35%. In addition, the number of home-based engineering or scientific workers has increased 69% during the same period. Fiber connectivity could boost these existing businesses while attracting new ventures to the Village. 

Join Chris and several other experts on municipal networks on April 25th as they address a crowd in Yellow Springs, Ohio. Yellow-Springs.Net, a group of residents who have rallied together to organize a movement to explore broadband as a utility in their community, will host the Fiber Forum. The event is titled "Building a Municipal Fiber Network in Yellow Springs." Chris will be joining via Skype for his presentation.

The forum will provide community members with insights on the advantages of having a municipal broadband network that would translate into high-speed, affordable Internet access in Yellow Springs. Springs-Net posits that, by optimizing Internet access with fiber, the Village would address strategic, economic, communication and municipal service goals.

Yellow Springs, a member of Next Century Cities, has put dig once policies in place and hopes to make use of its electric utility and a local data center to facilitate a fiber network deployment. In addition to bringing fiber to each premise in the village, community leaders hope to use the network for smart grid technology and to bring Wi-Fi to the downtown area.

The Forum is free to the public and speakers will present from 9 a.m. to 12 p.m. Other speakers include:
