The University of Wisconsin Center for Cooperatives published a report, “Cooperatives and Rural Broadband: A Selective Survey,” in January 2017 on the role of cooperatives in providing broadband service. A Rural Cooperative Development Grant from the USDA (awarded in 2015) funded the project. The report offers step-by-step advice on broadband projects and dives into the details of Wisconsin’s cooperatives.

Wisconsin Independent Telecommunications Systems, operating as Access Wisconsin, sued the UW Board of Regents in July in an effort to stop a $32.3 million fiber optic network to Platteville, Wausau, Superior and the Chippewa Valley region. The lawsuit also named WiscNet, CCI Systems Inc. and the state Department of Transportation. ... The grant — made available through federal stimulus funds — will build high-speed Internet fiber to anchor institutions such as libraries, schools and government, health care and public safety buildings.A press release from the UW-Extension office that organized the Building Community Capacity through Broadband program, funded by the broadband stimulus program, notes:

The Building Community Capacity through Broadband project from the Extension Service of the University of Wisconsin has released a new video about remote education opportunities that require broadband. We covered their previous video here.
In it, we learn that some of these remote learning programs are closed to people using dial-up. I wonder how many years it will be until those with basic DSL are similarly shut off due to their hobbled capacity.

This video is no longer available.One of features that differentiates WiscNet from a private broadband provider is allowing for “bursting,” so that during isolated periods when researchers send huge data sets, they greatly exceed the average data cap. UW-Madison currently uses seven gigabits on average, and would have to procure 14 gigabits under the new legislation, even though most of the extra seven gigabits would seldom be in use, Meachen [UW CIO] said. “We'd be paying for the fact that researchers have to send these huge data sets, and not have it take hours and hours to get to where it's going,” Meachen said. “You can't afford to pay for that extra 7 gigabits from the private sector because it's too costly. They increase your charges based on that.” A private network would not have the necessary capacity for scientists on the UW-Madison campus, who are some of the leading researchers on next generation Internet.
