Community Networks Borne Out of Covid-19 Continue to Strengthen and Expand

With vaccines rolling out tier by tier, state by state, and restaurants, bars and public spaces starting to reopen one by one, there seems to be a desire to say, “Wow, things are going back to normal!” Unfortunately, the public health crisis exacerbated healthcare, education, and economic inequities that have long existed in low-income and communities of color across the country and have no chance of going away any time soon. But some community leaders have stepped up and come to the table with one piece of the puzzle in bridging these inequities — better Internet access to these communities. 

Over the summer, we covered several communities that jumped to action and came up with quick ways to implement long-term solutions. 

The city of San Rafael, which sits on the coast of northern California in Marin County, continues to strengthen, expand, and research the use of the network it built over the summer and fall for one unserved area hit hard by the economic, education, and health impact of Covid-19. And on the other side of the country, Meta Mesh in Pittsburgh, Pennsylvania continues construction on a pilot project that is hoping to connect unserved families by the end of this summer.

Going Wireless for Students and Seniors in Tucson

When Collin Boyce, the City of Tucson’s Chief Information Officer, was a young boy, he left his native island country of Trinidad and Tobago with his mother and three brothers and moved to Brooklyn, New York.

“We were poor but what my mother did for us in the summertime is send us to computer camps. And because of those camps three of us are in the IT industry today and the one we call the black sheep of the family is a neurosurgeon,” Boyce said.

He was joking about his neurosurgeon brother of course. But was dead serious about how being introduced to computer technology as a young kid led him into IT work and why it means so much to him to help build Tucson’s new municipal wireless network to provide Internet connectivity for low-income school students and seniors.

“This effort is an opportunity to give back what my mother gave me,” he said.

Tucson has hundreds of miles of fiber connecting the city’s municipal buildings. But, unlike a city like Chattanooga, which operates one of the premier Fiber-to-the-Home networks in the nation allowing America’s first Gig City to provide free high-speed Internet access to 12,000 low-income students in Chattanooga throughout the ongoing pandemic, Tucson has not built a fully fiber-optic municipal broadband network.

As the COVID crisis swept across Arizona and forced students to attend school remotely last spring, Boyce began to look for a way to ensure that the thousands of students who didn’t have Internet access at home wouldn’t be left behind. In a city with a population of about 530,000, an estimated 30 percent of city residents, or about 150,000 Tucsonans, don’t subscribe to wireline broadband, Boyce said.

“We needed to stand up some wireless technology,” he told us this week.

Major Change on the Horizon? Explaining the Affordable, Accessible Internet for All Act - Part 1

As House GOP leaders ask the Government Accountability Office to audit the U.S. Department of Agriculture (USDA) ReConnect program because of concerns federal funds are being used to “overbuild,” Democratic leaders in the House and Senate have filed legislation that aims to build broadband infrastructure on a national-scale.

The Accessible, Affordable Internet for All Act is a bill that harkens back to when the federal government – through FDR’s Rural Electrification Administration, established in 1935, and the Rural Electrification Act, passed by Congress in 1936 – invested in local cooperatives and brought electricity to the abundance of Americans still living in candle-lit homes without electrically-powered refrigerators.

The proposed legislation may well frame the Democratic agenda on broadband moving forward, as the Biden administration enters the White House in January. It’s a bold bill that has garnered the support of a who’s-who of broadband experts and advocacy organizations from Public Knowledge, the National Consumer Law Center and New America Foundation’s Open Technology Institute to the Benton Institute for Broadband and Society, the Electronic Frontier Foundation, and the National Digital Inclusion Alliance.

Broadband Access is a Health and Social Justice Issue — Episode 437 of the Community Broadband Bits Podcast

This week on the podcast, Christopher is joined by Jennifer Hawkins, President and Executive Director of One Neighborhood Builders (ONB), a community development organization based out of Rhode Island. She talks about about the Olneyville neighborhood, situated on the west side of Providence, and how significant health disparities in that community led her organization to jump into action over the summer to build a free wireless network for the residents. Jennifer and Christopher talk about mapping the network, placing hardware on ONB-owned buildings, and putting up 12 access points to cover more than half of the community with robust wireless. She shares why the project’s been worth it, and the health outcomes they hope to achieve once it goes online.

Free Community Wi-Fi as a Health Imperative in One Providence, Rhode Island Neighborhood

When the pandemic hit American shores this past spring and cities around the country began to practice social distancing procedures, Rhode Island-based nonprofit One Neighborhood Builders (ONB) Executive Director Jennifer Hawkins quickly realized that many of those in her community were going to be hit hard. 

As spring turned to summer, this proved especially to be the case in the Olneyville neighborhood in west-central Providence, where Covid-19 cases surged among low-income residents with fewer options to get online to work, visit the doctor, and shop for groceries. This, combined with the fact that the area suffers from an average life expectancy an astonishing eight years shorter than the rest of the state, spurred the nonprofit into action, and it began putting together a plan to build a free community wireless network designed to help residents meet the challenge. One Neighborhood Connects Community Wi-Fi hardware is being installed right now, with plans for the network to go online by Thanksgiving of this year. 

How it Came Together

When Jennifer Hawkins started looking for solutions to the lack of connectivity in the area in March, she ran into a handful of other communities likewise pursuing wireless projects to close the digital divide, including Detroit, New York City, and Pittsburg. Along with One Neighborhood Builder’s IT partner, Brave River Solutions, she explored options and ultimately decided a fixed, point-to-point wireless network could succeed in the neighborhood. This was in no small part because ONB owns 381 apartments, 119 single-family homes, and 50,000 square feet of commercial and community space across Olneyville. It meant that two of the primary obstacles to standing up a fixed wireless network cheaply and quickly — finding suitable hardware installation locations and negotiating Rights-of-Way — were nonexistent, and a fast, less expensive design and rollout was possible.

Three Webinars Offer a Wealth of Learning Opportunities

One silver lining of the ongoing public health crisis is the chance to attend a wide array of virtual events which tackle aspects of community broadband expansion all across the country, in a variety of contexts. Blandin Foundation Annual Conference

First up is Minnesota-based Blandin Foundation’s annual conference. It’s gone virtual for 2020, and the organization has taken it as an opportunity to shake things up. Instead of a three-day conference, Blandin is hosting four weeks’ worth of events starting Tuesday, October 6th, at 9am CST. 

The conference will feature a combination of panels with updates on everything from technology outreach to telehealth to efforts by community anchor institutions to stay connected, as well as mentoring sessions, regulatory and legislative updates, and feature presentations by leading voices:

What a Lack of Broadband and Telehealth is Doing to Western North Carolina

A new report out by North Carolina's Broadband and Infrastructure Office looks at the ways that broadband and telehealth can solve some of the disparities that disproportionately affect tens of thousands of its citizens living in the western fifth of the state. These “coal-impacted communities,” it argues, would benefit greatly across a host of interventions which would be facilitated by investment in wireline broadband infrastructure, technical assistance, and digital literacy programs. If implemented, they would increase access to medical doctors and mental health professionals for all North Carolinians, eliminate barriers related to transportation, reduce state healthcare costs, increase the speed of intervention and reduce the time to diagnosis, and eliminate unnecessary hospital and emergency room admissions.

Healthcare in the High Country

"Carolina Crosscut: Broadband and Telehealth in North Carolina's Appalchain Coal-Impacted Communities" [pdf] comes out of a $100,000 Appalachian Regional Commission grant given to the Office of Broadband Infrastructure and the Office of Rural Development for two purposes: to figure out broadband availability and adoption as they relate to health disparities across the twenty-county region clustered along the state’s western border, and to map assets and come up with specific policy recommendations for state agencies and lawmakers.

These are North Carolina’s “coal-impacted” communities, which the report defines as those which exhibit a “generational dependence on coal extraction and related supply chains [which] has resulted in personal and community economic devastation.” To be clear and despite its title, the framing here is economic, and not based on the adverse health effects of working in coal extraction. It should also be noted that the economic impact described in the report surely extended beyond the twenty counties at the center of the study.

Pilot Project Brings Telehealth to Barbershops and Salons for Hypertension Screening

Community anchor institutions like public libraries, schools, and government buildings have long served as backbones for initiatives to better connect communities and in doing so open up a world of possibilities that come with Internet access. Add to that list barbershops and salons, because one project is combining robust broadband and hypertension screenings to achieve better health outcomes for communities in urban areas around the country. 

The project was conceived last winter by Craig Settles, who’s been working with public and private groups to advance community broadband efforts for more than a decade. At (eventually) ten locations in places like Cleveland, Wilson County, North Carolina, Chicago, and Denver, Settles is leading an effort to bring hypertension screening to urban areas by partnering with barbershops and salons. The aim is to leverage all of the unique characteristics of these businesses — including their strong community ties, their place as a social hub, the trust they hold with their customers, and the regularity with which they see them — to pioneer early detection and eventually ongoing treatment of high blood pressure and the constellation of associated complications (like coronary artery disease, stroke, and heart failure) that go with it. It's a problem that disproportionately affects the African American population.

Settles told one news outlet

Many hair dressers and barbers see their customers every other week or so, and shops and salons are tight communities. It’s noticeable when someone disappears and you find out later that the person is disabled by a stroke, or has died from a heart attack.
