New Fact Sheet: Snapshots of Municipal Broadband

Municipal networks in the United States have proven that when dollars are invested in publicly owned information infrastructure, they often return value back to the community several times over. This new fact sheet [pdf] highlights municipal broadband success stories from across the country and some of the many benefits the networks have brought to the communities they serve. 

These networks are directly accountable to the community and have proved themselves for more than 20 years in some cases, bringing lower prices to households than the large private providers. Municipal networks and partnerships account for 9 of the top 10 fastest broadband networks in the nation.

Michigan Gov. Gretchen Whitmer issued an executive directive on Wednesday establishing the Michigan High-Speed Internet (MIHI) Office, a new state office tasked with developing a strategy to make high-speed Internet more accessible to Michiganders. 

Gov. Whitmer has argued that more than $2.5 billion in potential economic benefit is left unrealized each year due to a lack of Internet access across the state. MIHI will be housed inside the state’s Department of Labor and Economic Opportunity (LEO). Speaking of the new office, LEO Acting Director Susan Corbin said, “We need to make major investments to support digital inclusion and this office will be focused on leveraging every dollar available through the American Recovery Plan and other federal programs,” reports WILX.

Michigan lawmakers are moving to answer Corbin’s call and recently proposed a $400 million one-time allocation of incoming federal relief funds to the newly created MIHI to work toward expanding access to broadband. With the funds, LEO would be tasked with maintaining a statewide broadband grant program, the Connecting Michigan Communities Broadband Grant.

The Nebraska Senate approved a plan to spend $40 million over the next two years on expanding rural access to high-speed Internet by a unanimous vote on Tuesday, but only after an amendment to L.B. 388 that would have allowed municipalities to offer retail broadband services was rejected.

State Sen. Justin Wayne introduced the amendment, saying that “broadband should be considered a critical infrastructure need and that private telecommunications companies have not stepped up to serve the whole state,” the Lincoln Journal Star reports.

Wayne urged Nebraska Senators “to look to Nebraska's history of public power as a model, as well as to the example of other states that are allowing cities to offer broadband.” The amendment ultimately failed by a vote of 20-24. Wayne assured fellow Senators that he will reintroduce the amendment in the future. 

The bill marked the first time the Nebraska Legislature has suggested using state tax dollars to fund broadband deployment. As it was submitted to Gov. Pete Ricketts for his signature, the bill would annually allocate, until funds run out, $20 million in grants to projects that increase access to high-speed broadband in unserved regions of Nebraska. It would prioritize projects in regions which lack access to Internet service with speeds of at least 25 Megabits per second (Mbps) download/3 Mbps upload. Grant recipients would be required to deploy networks capable of providing service of at least 100/100 Mbps within 18 months.

Tennessee

Tennessee is home to some of the most creative local solutions to bridging the digital divide. Municipal fiber networks across the state, including Chattanooga’s EPB Fiber network, Morristown’s FiberNet, and Bristol’s network, have been a boon to economic development, job creation, educational initiatives, and overall quality of life in the past decade.

The next city to potentially join the ranks of providing municipal broadband in Tennessee is Knoxville. On March 11, the Knoxville Utility Board approved a business plan to provide Internet services across its service area. 

Despite the widespread success of municipal networks across Tennessee, the state restricts what populations they can serve. Although Tennessee law allows cities and towns to offer advanced telecommunications services if they have a municipal electric utility, the networks are not permitted to offer those services to residents who live outside of the utility’s service area. Removing these restrictions would permit substantial fiber expansion to connect more residents at no cost to the state or taxpayers.

Milton, Mass. Municipal Fiber Initiative Launches Petition for Community Broadband

The Milton, Massachusetts Municipal Fiber Initiative recently launched a friendly petition to collect signatures to present to the city select board in support of a city-wide Fiber-to-the-Home (FTTH) network to increase competition, speed, reliability, and customer service while lower Internet access costs for residents. From the group's website:

We are a community-led effort to create a fiber-optic, municipal broadband network in the town of Milton, MA.  We believe a community-owned, state of the art, 100% fiber network is necessary to provide everyone in town - residents, town government, local businesses and non-profits - with better access, more choice, lower prices, blazing fast speeds, and superior reliability...now and for decades to come!

The group indicates that the town has already created a municipal broadband committee as well as a design and cost estimate done by CTC Energy and Technology [pdf].

The MMFI is collecting signatures for a friendly petition to the Milton Select Board. Our intention is to demonstrate public support for municipal broadband, and to urge the board to take the next steps towards the establishment of a municipal broadband network.

The Select Board has made some great progress already with the appointment of a Municipal Broadband Committee.   The committee's efforts culminated in a cost and design estimate for the creation of a 100% fiber, municipally-owned broadband network, providing the town with a viable road map to a town-wide, fiber-to-every-premise network.   

We're asking you to join us in our efforts to keep the process going.  We hope we can make the case to you, our Milton friends and neighbors, that municipal broadband is an investment in Milton's future, a public asset that will serve community needs for generations. 

New Governors Association Report Covers Familiar Ground, Lacks Depth

The failure of policy and leadership at the federal level in addressing the digital divide was ever more clearly exposed as Covid-19 restrictions were put into place last spring. And, as the pandemic continues to rage, daunting connectivity challenges remain. 

Yes, the Connect America Fund (CAF) II program has doled out over $11 billion since 2015 in subsidies to the big telcos like AT&T, CenturyLink, Frontier, Windstream, and Consolidated ostensibly to upgrade rural broadband to speeds of at least 10/1 Megabits per second (Mbps). But, as Doug Dawson, president of CCG Consulting notes, it’s been a massive subsidy failure given that “even in 2015, it was ludicrous to spend money to build 10/1 Mbps broadband” – the same year the FCC defined broadband as 25/3 Mbps, which means “the FCC was investing in new Internet infrastructure in 2015 that didn’t qualify as broadband at the time of the award of funding.”

And there is reason to doubt that those subsidized upgrades were even completed, even as the FCC just extended the CAF II program for a seventh year.

So as states — and in many instances, local municipalities — step into the breach, the National Governors Association has released a new report that outlines a list of strategies governors can use to increase broadband access in underserved communities. 

Published just before Thanksgiving, the report first lays out the challenge:

According to the FCC, in 2018, at least 18.3 million people lacked access to fixed broadband in the United States that meets minimum [I]nternet access speed of 25/3. 1 Of those 18.3 million people, representing 6 percent of the total population, 14 million live in rural areas and 1 million live on Tribal lands, which amounts to 22 percent and 28 percent of those respective geographic populations [even as] studies have claimed that the FCC data is undercounting the number of people in the U.S. without fixed broadband access, and that the total may be as high as 42 million people.

A Pilot Project in Pittsburgh Solves the Problem of Low-Income Internet Access Programs

We’ve written a lot over the last half year about communities around the country that have built fixed wireless networks to bridge the digital divide. Most recently, we’ve seen approaches which look to tackle particular inequalities that fast, affordable Internet access can help to alleviate: in Providence, Rhode Island, for instance, nonprofit One Neighborhood Builders built a network to tackle health disparities among Olneyville residents.

Today we’re covering a project in Pittsburgh that confronts another aspect of the digital divide laid bare by the pandemic: communities where connectivity options exist and low-income programs like Comcast’s Internet Essentials are available, but the minimum speeds offered are insufficient for households where multiple users need to work and attend school simultaneously. In a world where upload speed remains just as important as download speed, asymmetrical 25/3Mbps (Megabits per second) connections don’t cut it anymore. 

Why 25/3 Broadband Is Not Sufficient

In the interest of “closing the digital divide,” the FCC issued a Notice of Inquiry in August “Concerning Deployment of Advanced Telecommunications Capability to All Americans in a Reasonable and Timely Fashion.” According to the notice, the FCC still considers it reasonable and timely to define the minimum broadband speed as 25 Megabits per second (Mbps) download and 3 Mbps upload, the same minimum speeds the FCC first established in 2015.

It’s an important benchmark that is widely-agreed to be outdated in the era of families juggling multiple video chat calls and other digital tasks at the same time.

However, according to the FCC’s most recent look at the issue, there remains “significant support for maintaining this benchmark.” Therefore, the notice went on to say, “we propose to maintain the 25/3 Mbps benchmark for fixed services.”

This, despite the objection of Commissioner Jessica Rosenworcel, whose official dissent noted that, in addition to the “nonstop criticism from consumers and Congress” over the FCC’s misleading data on how many Americans lack access to broadband, “in its last report, the FCC continued to use a broadband standard that is too low for a nation that has moved so much online.”

“Many households with multiple users are calling, watching, listening, gaming, and searching online all at the same time,” Rosenworcel noted. “But the FCC has been sticking with a download standard of 25 megabits per second that it adopted more than five years ago. We need to set audacious goals if we want to do big things. With many of our nation’s providers offering gigabit service, it’s time for the FCC to adjust its baseline upward, too. We need to reset it to at least 100 megabits per second.”

A year prior to Rosenworcel’s dissent, Next Century Cities submitted comments noting how much had changed both up and downstream since the 2015 standard was put in place.

“As more people work from home or engage in online education courses, the requirement of multi-tasking while participating on an HD video conference will overwhelm that 3 Mbps capacity, even if no other devices in the household are attempting to share the network.” 

Satellite Internet Access, the Future of Cable, and Small Fiber ISPs – Episode 1 of Connect This!
