In March, the Institute for Local Self-Reliance and the National Digital Inclusion Alliance held a livestream event on the range of challenges and tools available to communities to accomplish infrastructure, equity, and inclusion goals. We called it Building for Digital Equity: Demystifying Broadband Policy and Funding. There, we discussed the new policies and funding options available that can be applied at the state and local levels to help communities improve their Internet services.

This time we will be focusing on organizing around broadband, community impact of the federal funding, and new initiatives in progress thanks to the grants communities are taking advantage of.

As states and local governments look to leverage the flood of federal funds for the creation of ubiquitous high speed Internet access, an upcoming conference promises to be packed with practical insights from leading broadband experts on how to maximize the moment.

The Broadband Communities Summit 2022, which will once again be held in Houston, Texas at the downtown Marriott Marquis from May 2nd through May 5th, is an annual four-day event. Expected to draw over 1,200 participants, this year’s theme will be “Fiber: The Lifeblood of the New Economy.” It will be organized around a multitrack agenda, numerous workshops, and showcase an exhibit hall with dozens of vendors – all of which provides attendees with valuable networking opportunities with broadband systems operators.

The agenda will offer a variety of key features, including:

• Expanded program addressing the booming multifamily housing segment 
• Exclusive closed-door sharing session in owners' forums 
• Insight into evolving business models 
• Special hot topic clusters grouped around central themes, including financing opportunities and partnership models 
• Expert advice and strategies for using broadband to create jobs and attract and keep businesses 
• Legal strategies symposium

The opening day of the summit kicks off with several workshops, including a Broadband Breakfast mini-conference that focuses on both private and public financing; a workshop on the “flavors of open access (networks)” moderated by our own Christopher Mitchell and UTOPIA Fiber’s Chief Marketing Officer Kim McKinley; and a workshop on how the public and private sectors can work together to develop successful broadband partnerships, presented by the Coalition for Local Internet Choice (CLIC) President Jim Baller, CTC Energy and Technology President Joanne Hovis, Executive Director of the National Digital Inclusion Alliance Angela Siefer, and Fiber Broadband Association President and CEO Gary Bolton.

Next Tuesday, from 10am to 2pm PST, the California Public Utilities Commission will be hosting its annual public workshop “to facilitate collaboration among regional consortia, stakeholders, local governments, existing facility-based broadband providers and consumers regarding cost-effective strategies to reach the broadband access goal.” 

The agenda will feature panels on state and federal funding, an introduction to the new California Advanced Services Fund infrastructure team to talk about mapping and the state’s line extension program, a presentation from Cruzio Internet on a pilot project it recently completed, and a conversation about rulemaking related to public housing, consortia, and broadband adoption. 

ILSR’s Christopher Mitchell is joining the panel at 10:25am PST on Funding Local Broadband Networks, along with representatives from Anza Electric Cooperative, Next Century Cities, and UC Davis.

This year's Mountain Connect conference begins Monday, May 23rd and runs through Wednesday, May 25 in Keystone, Colorado. The conference's self-stated goal is to "move our western US communities forward by providing relevant and targeted content to help them make the most effective decisions as they build new or expand existing telecommunications infrastructure that enable the long-term vision of a community."

It will feature panels on navigating state and federal funding, telehealth, disaster resilience, digital inclusion, tribal connectivity, construction challenges, and communications and technology standards. 

We'll also get to hear an array of conversations with local leaders, talking about everything from revitalizing downtowns with new municipal broadband infrastructure, to partnerships, to open access, to marketing, to managing subscriber expectations. See the full agenda here.

Anchoring the panels will be communities like Boulder, Colorado, Loveland, Colorado, and Detroit, Michigan, with familiar faces and industry veterans helping to break things down in clear ways, including Peggy Schaffer (ConnectME), Joshua Edmonds (Director of Digital Inclusion, Detroit), Brian Snider (Lit Communities), Bruce Patterson (EntryPoint Networks), and Gary Bolton (Fiber Broadband Association).

ILSR's DeAnne Cuellar will be participating on a digital inclusion panel moderated by NDIA's Paolo Balboa with Colorado Department of Labor's Katherine Keegan. Likewise, Christopher Mitchell will moderate a panel with Peggy Schaffer, Eric Forsch (Idaho Commerce) and Veneeth Iyengar (ConnectLA) to talk about how states will use the BEAD money. On Wednesday, March 16th, the Institute for Local Self-Reliance teamed up with the National Digital Inclusion Alliance for a two-hour, fast-paced webinar on the ways communities can accomplish digital equity goals called Building for Digital Equity: Demystifying Broadband Policy and Funding. It was just as fun to do as we hoped, and packed with speakers providing practical, easy-to-understand advice and a wonderful audience full of questions and additional information.

We heard from an array of people and about a host of projects, from Broadband Action Teams in Washington state, to coalitions in Maine, an update on the Digital Navigator model, mapping, talking to local governments, and a breakdown of the funding available to communities.

We're living through a time with an unprecedented level of broadband infrastructure funding, fueled not only by the American Rescue Plan, but the Consolidated Appropriations Act, the Coronavirus Capital Projects Fund, and the Infrastructure Investment and Jobs Act. Hundreds of community-driven projects are already underway, but finding solid footing amidst these programs, statutes, and evolving rules is difficult. 

To help, the Institute for Local Self-Reliance is teaming up with the National Digital Inclusion Alliance for a two-hour livestream event to demystify the landscape. On Wednesday, March 16th, from 2-4pm ET, we're hosting an online conversation to bring together local stakeholders, policy advocates, and funding experts in one place. But this isn't your average conference or webinar, with 45-minute panels that make your butt go numb and your eyes glaze over. Oh no. We're aiming for a fast-paced, fun, and most importantly interactive conversation between policy advocates, network builders, local officials, and anyone else interested in learning how we can ensure that the tens of billions in upcoming infrastructure funding goes to solving the connectivity crisis permanently rather than once again disappearing into the pockets of the monopoly Internet Service Providers (ISPs).

Throughout the pandemic, the Insure the Uninsured Project (ITUP), a California-based nonprofit health policy institute, heard from community health care organizations across the state about a persistent problem: the digital divide was, and is, a major barrier to accessing telehealth services.

To help tackle that challenge, ITUP, in collaboration with Connect Humanity and the Institute for Local Self Reliance (ILSR) Community Broadband Networks Initiative, is offering concerned Californians nuggets of wisdom on how to bridge that divide during a virtual policy forum next month.

The single-day two-hour forum – “Partnering for Success: Leveraging Telehealth as a Use Case for Community Broadband and Connectivity” – will explore ways California communities can partner with philanthropists to enhance high-speed Internet connectivity and telehealth services in the Golden State.

The forum will be held on November 17 from 9am to 11am PST and will feature a variety of policy experts and community broadband advocates, including our own Christopher Mitchell who will give the opening presentation.

That will be followed by an expert panel who will share what is being done elsewhere and how better broadband access can help augment health and telehealth services. The final part of the forum will cover a pilot project and potential partnerships to improve connectivity, health care delivery, and health care costs.
