A Community Guide to Federal Broadband Funding Opportunities

In response to the Covid-19 pandemic, Congress and the Biden Administration passed two federal stimulus relief packages with historic levels of funding for programs devoted to advancing digital equity – the American Rescue Plan Act (ARPA) and the Consolidated Appropriations Act (CAA). 

In early August, legislators in the U.S. Senate passed the Infrastructure Investment and Jobs Act, a $1.2 trillion infrastructure package which continues many of the federal programs started by previous relief packages and includes $65 billion more for expanding high-speed Internet infrastructure and connectivity. Members of Congress returned from their summer break on September 20th and U.S. House Representatives are expected to vote on the infrastructure relief bill, which enjoys bipartisan support, on September 30th.

This guide consolidates the different funding opportunities made available through various relief packages to assist communities interested in accessing federal funds to expand broadband infrastructure and digital inclusion services. It updates ILSR’s Community Guide to Broadband Funding released in April of 2021, which describes programs established under ARPA and CAA in more detail, provides additional resources and answers FAQs.

Important upcoming deadlines are bolded throughout this guide. 

Infrastructure Investment and Jobs Act – Pending 

California Governor Proposes $7 Billion Investment in Statewide Middle-Mile, Open Access Fiber Network

In his $100 billion “California Comeback Plan”, California Gov. Gavin Newsom is proposing to devote $7 billion to invest in expanding broadband access over the next three years, with $4 billion of that to be used for constructing a statewide middle-mile, open access fiber network.

The $7 billion earmarked for broadband in the budget proposal, referred to as the “May Revision” [pdf], specifically includes:

  • $4 billion for a statewide middle-mile, open access fiber network to connect Census Designated Places (CDP) which lack access to broadband service capable of providing 100 Megabit per second (Mbps) downstream 

  • $500 million for a Loan Loss Reserve Account, a public financing program to assist local governments, Tribes, and nonprofits financing new municipal fiber networks

  • $500 million for one-time payments to broadband providers serving rural areas where it is more costly to build community networks

  • $2 billion for the California Advanced Services Fund (CASF) to incent existing and new Internet Service Providers to build last-mile infrastructure

Gov. Newsom’s infrastructure plan now heads to the State Legislature, where it must be voted on by June 15.

Newsom’s plan is to allocate this funding over a period of several years, allotting $2 billion of federal Rescue Plan funds in Fiscal Year 2021-22, and $1.5 billion in state General Fund resources combined with $3.5 billion in Rescue Plans funds in Fiscal Year 2022-23. To fund the overall $100 billion budget proposal, if passed, the state would combine a total of $25 billion in federal relief funding with $75.7 billion from the state’s budget surplus.

“Let’s get this done once and for all, so that no future administration is talking about the scourge of the digital divide,” said Gov. Newsom, in a press conference on Friday. “This is what the federal stimulus from my perspective was all about: catalytic investments to make generational change. This is one of those investments.”

Federal Government Devotes Billions to Internet Access: A Community Guide to Current Broadband Funding

In the American Rescue Plan Act, Congress and the Biden Administration included a multi-billion dollar appropriation to help expand high-speed Internet access. This guide offers an overview of the different funding opportunities for communities interested in expanding broadband services. As application deadlines vary in some cases and other money must be spent within certain time frames, it is critical for states, municipalities, community organizations, and Tribal governments to start planning initiatives now. 

It’s also worth emphasizing that 18 states still put localities at a disadvantage when it comes to spending anticipated funding effectively by preserving laws that interfere with community investment in broadband infrastructure. Much of this money could also be funneled for other purposes due to a lack of good plans and community engagement. 

The amount of funding flowing into communities is unprecedented. Localities should prepare to spend funds on needed, futureproof infrastructure. This is an historic, once-in-a-lifetime investment in Internet infrastructure and communities who develop a clear, actionable plan and are as ready as possible once the money starts flowing will prosper.

South Dakota Cooperative Brings Super Fast Internet to Rural Residents

Recently, PCMag rated North Dakota and South Dakota as two states with some of the fastest connectivity in the U.S. Rural cooperatives have brought high-quality connectivity to this region of the country and, when sifting through our archives, we realized that we haven't given South Dakota cooperatives the coverage they deserve.

Venture Communications Cooperative connects more than 30 communities in central South Dakota with some of the fastest Internet service in the U.S. South Dakota cooperatives have taken advantage of government loans and grants in order to bring much-needed Internet access to their rural members. With federal stimulus money, Venture Communications began building an extensive Fiber-to-the-Home (FTTH) network in 2011.

Fiber Fast

Only 25 percent of the U.S. population has access to FTTH, a leading technology that can provide Internet service faster than 1 Gigabit per second (1,000 Mbps). Venture Communications offers a Gigabit to some of the most rural residents in South Dakota. The co-op is only one of two companies in South Dakota to be Gigabit certified by the NTCA Rural Broadband Coalition.

Luis Reyes: People trust co-ops. They trust Electric co-ops. They've been - been around since the mid 30s. I think there was a lot of faith that we could pull this off and make it as reliable as we made the electric system.

Rural New Mexico has some of the most scenic landscape in the U.S. It also presents some of the most difficult challenges in getting its widely dispersed population connected with high quality connectivity. The Kit Carson Electric Cooperative it's changing the situation in the north central area of the state. For several years now they've been connecting people in the region with fiber to the home improving connectivity for residents, businesses, and local entities. This week we hear more about the project from Luis Reyes CEO of Kit Carson who gives us a history of the project and how high quality Internet access is benefiting the region. Now, here's Christopher and Luis.

Christopher Mitchell: Welcome to another edition of the Community Broadband Bits podcast. I'm Chris Mitchell from the Institute for Local Self-Reliance up in Minneapolis, Minnesota. Today I'm speaking with Luis Reyes the CEO of Kit Carson Electric Cooperative. Welcome to the show, Luis.

Luis Reyes: Thanks Chris. I'm happy to talk to you.

Christopher Mitchell: Well I'm excited to talk to you as well. We've we've been covering a lot of the electric cooperatives getting into fiber networks. You've been doing this longer than many. We've interviewed a few others but I think this is incredibly important for rural America. Maybe start by telling us a little bit about Kit Carson. Where are you located and what's the geography around your area?

The Kit Carson Electric Cooperative serves rural north central New Mexico and has been an early investor in a fiber-optic network that has brought high quality Internet service to a state largely stuck with 90's era DSL from incumbent CenturyLink. 

Luis Reyes, CEO of Kit Carson, joins us for episode 277 to discuss how the utility is ensuring its members all have high-quality Internet access available and some of the lessons they have learned in building the network. They have seen population growth and a rise in small businesses, especially people who can work from home. 

One of they key lessons is how to manage sign-ups. They have a significant waiting list, from a combination of greater demand than expected and the challenges of managing the home install process. 

Finally, we talk about how Kit Carson is working with another local cooperative to expand that high-quality access in New Mexico.

New Rural Gig From SMBS In Minnesota

Southwest Minnesota Broadband Services (SMBS) is now rolling out gigabit connectivity to local communities. Local leaders and network officials anticipate the upgrade will attract more jobs and more people to this rural area of the state:

"Jackson is very fortunate. This is something that a lot of people probably take for granted and don't realize how lucky we are in greater Minnesota to have high capacity access," said Jackson City Administrator Jennifer Bromeland.

"It's just been so vitally important, and to be able to offer that in the communities of our size is just something else. It's absolutely fabulous," SMBS General Manager Travis Thies said.

Regional Effort

SMBS received $12.8 million in American Recovery and Reinvestment Act (ARRA) funding to add to their own contributions, for the 181-mile fiber project in 2012. The publicly owned regional network serves the communities of Jackson, Bingham Lake, Heron Lake, Lakefield, Brewster, Wilder, Okabena, and Round Lake. Several of the communities in the consortium had been told by incumbent CenturyTel (now CenturyLink) they would never get upgrades faster than dial-up because the towns were just too small to justify investment from a national provider. Now all the communities collectively own the high-speed fiber-optic network. 

Local businesses strongly supported the project and helped secure the ARRA funding with letters to the federal government expressing the need for better connectivity in the region. Municipal facilities were connected to the Internet via 1.5 Mbps connections that drained bandwidth for the rest of the community. Local healthcare facilities and nonprofits also stepped up to submit appeals to the federal government. Clearly, the entire region - and all sectors in it - needed better connectivity.

Things have changed since the communities took matters into their own hands.

"We have the fiber set up to many of our businesses and residents right now, so we have had this for a while and it's helping or businesses to meet their goals and just helping us to keep people in Jackson and attract people to want to move to Jackson," said Bromeland.

Better Broadband On The Prairie

United Fiber Tackles Missouri's Most Rural - Community Broadband Bits Podcast 240

The most rural area of Missouri is getting a Fiber-to-the-Home network from the United Electric Cooperative, which has created United Fiber and is expanding across its footprint and to adjacent areas that want better Internet access. Chief Development Officer Darren Farnan joins us to explain why his co-op has taken these steps.

We discuss how they are rolling it out - focusing on areas that need the service while respecting the telephone cooperatives that are within their electric footprint. The project has benefited from a broadband stimulus award and also incorporates fixed wireless technology in some areas.

We discuss some of the economics behind the project and are sure to clarify that though the utility has needed some capital subisides to build the network, it does not need any operating subsidies to continue - it runs under its own revenue. And we talk about the demand for better, faster connections - it is much higher than most realize.
