Great Expectations for Maine's SanfordNet Fiber; Completion Slated for This Fall

SanfordNet Fiber, considered the largest fiber optic community network in Maine to date, is under construction and expected to be completed late in 2019. The project recently attracted the attention of WGME, who profiled the community and the investment as part of their “Working Solutions” segment.

Taking Control in Maine

Reporter David Singer visited Sanford and nearby Millinocket to talk with business owners and economic development experts in both communities. Sanford, centrally located in  the geographic center of southern Maine, was not connected to the Three Ring Binder, the state fiber optic network developed with funding from the American Recovery and Reinvestment Act (ARRA) during the Obama administration. "11,000 miles of fiber were strung up and down Maine but not in Sanford -- 10 miles to our east, 10 miles to our south,” said Jim Nimon, Executive Director of the Sanford Regional Economic Growth Council.

Rather than be left behind, the community of approximately 21,000 people decided that they needed to act on their own and pursue what has become known in the area as the “fourth ring.” Sanford’s project will emulate other projects in the state, and use the “Maine model.” The city is deploying the infrastructure and will work with private ISP GWI to bring gigabit connectivity to local businesses. GWI is a tested partner and will operate the network, having established a similar arrangement with Rockport. Sanford, Maine, Moves Muni Project With TIF

The City of Sanford, Maine, is putting the final pieces of funding in place to move forward with its ambitious 45-mile fiber optic build, SandfordNet, the largest fiber infrastructure build proposed in Maine to date. 

Along with two other funding sources, the project will be financed by an existing Tax Increment Financing (TIF) district in downtown Sanford. According to the Journal Tribune, the project will cost $2.02 million in total to complete; that figure is higher than initially projected, due in part to fees to access utility poles. 

The SanfordNet project involves building what the city describes as a “fourth redundant ring” that will attach to the statewide fiber loop known as the “Three Ring Binder.” Sanford’s building out the 45 miles of fiber and then connecting it to the Binder, which is about nine miles beyond city limits. The fiber will connect nearly 90 Community Anchor Institutions (CAIs), such as libraries and hospitals, to the infrastructure that will offer 10 Gigabit per second symmetrical upload and download capacity. The city is utilizing an open access model, leasing out its fiber to ISPs in a non-discriminatory approach that promotes competition.

GWI of Biddeford, Maine, will operate the network for Sanford and intends to offer Fiber-to-the-Home (FTTH) to residential premises along the fiber route in areas where there's sufficient demand. The open access model will create the opportunity for competition, creating better rates and better services for Mainers in the region. Where the Project Stands

RFP For Network Construction In Sanford, Maine: Responses Due May 2nd

When the announcement came out in 2015 that Sanford, Maine, would invest in the state’s largest municipal fiber optic network, media outlets were abuzz with the news. The situation has quieted down as the community has been working to plan for the project. Earlier this month, Sanford released its second Request for Proposals (RFP) for Fiber Optic Construction for the network; responses are due May 2nd.

Second Shot

Back when the city began the process of investing in publicly owned Internet infrastructure, they conducted an original RFP process and selected a construction firm. Before the project began, however, Sanford won a significant award from the U.S. Economic Development Administration (EDA) and, according to the EDA, the city’s RFP process did not conform to EDA bid process requirements. In order to accept the award, the city needs to re-run to RFP process.

The project will cost approximately $1.5 million and, with the federal grant slated to pay for around half at $769,000, Sanford officials see the benefit of taking the time to release a second RFP. The city will use proceeds from the sale of a former school property to fund the remaining. They anticipate construction to begin in July and estimate the project will be completed and the network will be ready to operate by November.

As the RFP states, the project will connect approximately 85 community anchor institutions (CAIs) to a network of about 40 miles of fiber and to the state’s middle mile Three Ring Binder. In addition to City Hall, they intend to connect schools, healthcare facilities, libraries, and public works buildings. There are also a significant number of business locations on the list of addresses that Sanford officials want connected to the network. The community has already chosen Maine’s GWI to operate the open access network.

Committee Nixes LD 1516 in Maine

Today in the Maine Legislature, the Committee on Energy, Utilities and Technology voted unanimously to stop LD 1516, a bill that would restrict local telecommunications authority. After Tuesday's compelling testimony, when it was time for a Wednesday vote, LD 1516’s sponsor moved the bill be shelved.

Engaging Testimony

On Tuesday, May 2nd, the Committee of Senators and Representatives met to listen to testimony on the bill. We’ve provided audio of the public hearing.

South Portland, Islesboro, the Sanford Regional Economic Growth Council, and Rockport all sent experts with knowledge about developing public projects to testify in opposition to the bill. Representatives from GWI (the ISP working with several local communities that have invested in their own Internet infrastructure), the Maine Municipal Association, and the Mayors’ Coalition also testified against LD 1516.

Communities where publicly owned fiber is already improving local connectivity provided stories of how they tried unsuccessfully to work with incumbents. Page Classon from Islesboro described how incumbent proposals could be described as, “You pay for it, we own it, we charge you what we charge everyone else.” LD 1516 requires local referendums for such investments and Classon balked at taking such a proposal to the voters.

In South Portland, the city paid for construction of its open access fiber-optic network with general fund reserves. The language in LD 1516 restricts communities to funding through revenue bonds but South Portland uses its network to offer free Wi-Fi and to improve connectivity for municipal facilities. Under LD 1516, they would not have been able to make the investment.

Rick Bates from Rockport testified that the bill would force municipalities to contend with restrictions that legacy providers will never face and how those restrictions will not solve the problem of connecting rural Maine. Bates also took the opportunity to point out that organizations such as the Taxpayer Protection Alliance relies on misinformation and incorrect data, such as their erroneous assertion that Rockport has debt for its FTTH project.

Grant Gets Project Going In Sanford

Sanford, Maine’s plan to build a municipal open access fiber-optic network just got the shot in the arm it needs to move forward. On September 27th, the U.S. Economic Development Administration (EDA) awarded the community $769,000 in grant funding to complete the $1.5 million project.

Mightiest Muni In Maine

About a year ago, we shared details about the plan to deploy what will be the largest publicly owned fiber-optic network in the state. The 45-mile network will run through Sanford, but will also travel through Alford, Kennebunk, and Wells and will connect to Maine’s statewide network, the Three Ring Binder. “We’re creating the fourth ring on the 3-Ring Binder,” said City Manager Steve Buck, in a recent Journal Tribune article.

The city of Sanford will own the infrastructure and GWI, headquartered in Biddeford, will operate the network. GWI does not have an exclusive agreement, so other providers could also offer Internet access or other data services over the infrastructure. For the time being, the network will serve primarily community anchor institutions (CAIs), government facilities, and business customers.

GWI also intends to offer residential Fiber-to-the-Home (FTTH) to properties along the fiber route in areas where there is sufficient demand. They will make Gigabit (1,000 Megabits per second) symmetrical connectivity available so speeds will be the same for download and upload. Other providers may use the backbone to offer similar services; the backbone will have 10 Gigabit symmetrical capacity.

Open access allows more than one service provider to offer services via the same infrastructure. The desire is to increase competition, which will lower prices, improve services, and encourage innovation.

Urban Renewal In Bozeman: Fiber Required!

Bozeman, Montana, continues to move forward toward a future of fiber optics connectivity. Last we checked in, the community had formed a nonprofit, Bozeman Fiber, to own and operate the community network, had started to secure private funding, and were well on their way to their end goal.

City leaders have now approved an update to the Downtown Bozeman Urban Renewal Plan to allow Tax Increment Financing (TIF) as a way to fund the project. This is an important step to ensure that the fiber infrastructure project maintains a sustainable funding source.

Amending the Plan

Ten years ago the city adopted an ordinance creating the Urban Renewal Plan and the TIF districts. The plan uses 9 principles to guide the development and growth of the community. City leaders approved amendments to the ordinance this past December to better prioritize the current needs of businesses and residents. The amendment in question would add the importance of fiber optics to the first principle, “Strengthen Downtown’s Economic Vitality.” Brit Fontenot, Director of Economic Development, described the necessity of the changes (from local news station KTVM):

"A lot of commerce happens downtown. It's not just art galleries and restaurants. We also have things like hardware stores and high-tech companies. In order to keep up with the demand downtown, we need infrastructure that can accommodate and, in this case, it's fiber optics." 

Tax Increment Financing

By amending the ordinance, the city can more easily use TIF funding for the construction costs of the fiber network. The idea behind TIF is that a community can borrow against the future increases in the property tax revenue of the area where the particular project will be developed. We’ve reported on this funding method before: it has been considered in Sanford, Maine, and Wabash County, Indiana.

Maine Model for Muni Fiber - Dark and Open - Community Broadband Bits Episode 176

An interesting confluence in events in Maine have resulted in what some are calling the "Maine model" of fiber optic networks that are available to multiple Internet Service Providers to encourage competition and high quality services. The CEO of GWI, Fletcher Kittredge, joins us this week to explain this model and where it is currently being implemented. GWI is a local firm, rooted in Maine and focused on delivering high quality services with great customer support. 

It is working with Rockport (which we wrote about here and podcasted on here) and Islesboro (podcast here) as well as others. Fletcher starts by telling us more about Maine's Three Ring Binder network and then goes on describe the dark fiber model, benefits of that approach, and how he thinks about public vs private ownership of the open access physical assets.

Sanford, Maine Plans Largest Municipal Network in the State

A lot has happened in Sanford, Maine since our last report on their municipal fiber optic network discussions. After a year of deliberations over different proposals, the city recently announced plans to begin building a 32-mile municipal fiber-optic network.

The city of Sanford is inside York County, situated about 35 miles southwest of Portland. The network will provide connectivity to businesses, government entities, non-profit organizations, and residences in Sanford along a limited route where there is sufficient customer density. City leaders plan to also provide a foundation for future expansion of the network to additional residential areas in the city. The network will be open access, allowing multiple ISPs to provide services via the publicly owned infrastructure.

The city will partner with Maine-based company GWI (Great Works Internet) to operate the network. Readers may recognize GWI as the same company working with Rockport, Maine's first community to invest in a municipal fiber network.

Once they complete the buildout, Sanford will be in an elite class of a just few cities nationwide that provide widespread access to 10 Gbps broadband. It is a bold plan for this city of just over 20,000 in a state that last year ranked 49th in the nation in average broadband speeds.

The Sanford Regional Economic Growth Council, a major driving force behind the project, sees the project as critical to their broader economic development efforts:

Sanford, Maine Studies Municipal Broadband Deployment

Sanford, a city of about 21,000 in far southwestern Maine, is weighing its options for a limited fiber optic network. The Sanford Regional Economic Growth Council has been the driving force behind the project, hiring Tilson Technology Management of Portland earlier this year to develop a Broadband Plan for Sanford.

The Growth Council began exploring broadband issues only after realizing late last year that they had been left out of Maine’s “Three Ring Binder,” a federally-funded high capacity fiber backbone running through much of the state in three loops. Wary of being left behind economically by neighbors with better communications infrastructure, the Growth Council hired Tilson to evaluate their options.

The resulting report has not been made publicly available, but according to an op-ed by James Nimon, the Growth Council’s executive director:

Tilson has completed their assignment and provided “Good,” “Better” and “Best” alternatives, with the conclusion that the implementation of the Broadband Plan’s ‘Best’ scenario, which connects all the key CAIs [community anchor institutions] in Sanford, “has the potential to provide impressive public economic benefits, including adding between $47 and $192 million to the Sanford-Springvale region’s economic output over the next ten years.”

The anchor institutions to be connected include municipal buildings, local schools, a mill yard, a hospital, and industrial parks. According to a recent Sanford News article, the costs projected by Tilson range from $362,000 for the most limited deployment to $961,000 for the “best” alternative.

The city and the Growth Council will now begin the process of exploring federal, state, and private partnership funding opportunities, in an effort to bring the advantages of a high speed fiber network to their community.
