In a new report, published in partnership with the Southern Rural Black Women’s Initiative (SRBWI), the Institute for Local Self-Reliance (ILSR) Community Broadband Networks Initiative examines the link between high-speed Internet infrastructure, access to healthcare, and the economic implications involved.
The report –“Increased Wellness and Economic Return of Universal Broadband Infrastructure: A Telehealth Case Study of Ten Southern Rural Counties” has particular relevance for those living in rural broadband deserts as it details how universal, affordable, broadband infrastructure would return $43 million per year using telehealth across 10 counties in the Black Belt of Alabama, Georgia, and Mississippi. It explains how robust broadband infrastructure could pay for itself in short order and open up untold access to healthcare, educational opportunities, economic development, community engagement, and other benefits along the way. This issue is particularly relevant today, because the BEAD program represents a once-in-a-generation investment in broadband infrastructure, larger than any other federal grant program many times over. While it will solve the issue of access to infrastructure for most rural households, we have significant concerns about affordability - BEAD will lead to new connections, but states have wide latitude as to which ISPs get those funds to build new connections. The national monopolies have a long history of charging more to exactly the communities that can’t pay as much, leaving many households out. The report argues that electric cooperatives offer better and more locally accountable paths to universal, affordable service.
Drawing on academic scholarship and existing telehealth programs at hospitals around the country, the report focuses on an assortment of chronic health ailments plaguing those counties, such as diabetes, chronic respiratory disease (including asthma, chronic obstructive pulmonary disease, emphysema, heart disease, heart failure, cancer, obesity, and mental health and then demonstrates the benefits that could come from effective telehealth interventions for each
A recently announced $610,000 grant award from the Tennessee Valley Authority to a partnership in Chattanooga, Tennessee will fund a pilot project to fund a set of holistic interventions in the Orchard Knob neighborhood to create healthier, more cost-efficient, better-connected homes for 1,000 residents.
The initiative, driven by a coalition made up of the Enterprise Center, EPB Fiber, Parkridge Health System, Habitat for Humanity, Tech Goes Home, and the Orchard Knob Neighborhood Association, aims to tackling an array of social determinants of health all at once. From The Chattanoogan:
Together, the partners plan to simultaneously invest in infrastructure and test new strategies for improving social determinants of health and quality of life of residents within a historically underserved neighborhood. Ultimately, the program in Orchard Knob will serve as a model for other communities across the Tennessee Valley.
It's happening as a result of funds contributed by the TVA's Connected Communities initiative, which aims to help "communities within the Valley leverage tech- and data-driven solutions to improve residents’ lives, deliver environmental benefits and scale economic opportunities." So far, these include projects like outfitting the Cheatham County School District with a solar array and battery backup, technology upgrades at more than a dozen Knoxville Recreation Centers, and improved connectivity at public housing sites in Murfreesboro.
Two years after launching a community-based model to help residents overcome the digital skills challenges that keep so many offline, the National Digital Inclusion Alliance (NDIA) announced in February 2022 that it has received a $10 million grant from Alphabet subsidiary Google to dramatically expand the impact of its Digital Navigator Corps model across the country. The money will allow NDIA to take the Corps nationwide to 18 new rural communities (including Tribal sites), helping thousands of people overcome adoption barriers with the help of local experts.
Filling a Need at the Onset of the Covid-19 Pandemic
In August of 2020, NDIA first announced the launch of its new venture - the Digital Navigator initiative - to directly reach the many households across the United States that have access to wireline infrastructure but lack the knowledge, skills, trust, or comfort to turn that possibility into an affordable connection. The goal was to help people “get connected with affordable home Internet [access], find affordable computing devices, and learn basic digital skills,” and was borne directly out of the onset of the Covid-19 pandemic the previous spring.
The Salt Lake Public Library and Rural LISC were pilot partners, but NDIA has since worked with more than 20 organizations and communities over the last two years in addition to releasing a cornucopia of resources for cities and anchor institutions that to adapt and use as they see fit, in places as wide ranging as Austin, Cleveland, Denver, Nashville, Philadelphia, Portland, Providence, and Seattle. All of this work has led to refinement of the Digital Navigator model while also helping thousands get and stay online.
The Schools, Health, & Libraries Bradband Coalition is hiring for a new position that will work with state and federal policymakers to advance its mission to “to close the digital divide by promoting high-quality broadband for anchor institutions and their communities.”
From the call for applicants, SHLB is looking for someone who “has a graduate degree in public policy or a law degree, 3-7 years of broadband or technology policy experience and strong writing skills. This person will work with federal and state policy-makers, including on Capitol Hill, regarding broadband policy issues and funding programs. Knowledge of broadband and technology policy issues preferred. Physical location in the Washington DC area is preferred but not required.”
Duties for the Policy Advocate/Director include:
- Working with the Executive Director to develop and implement policy positions to promote our mission.
- Leading calls with SHLB members to formulate advocacy strategies.
- Initiating meetings and developing relationships with policymakers.
- Organizing speakers for our events, including our Annual Conference in October.
- Analyzing and suggesting changes to federal and state legislation.
- Drafting and filing comments with the FCC, NTIA and other government agencies.
- Representing the SHLB Coalition in other coalitions and interacting with our allies on a regular basis.

During the final event on May 26th, the NDIA will announce the winners of this year's Digital Equity Benton Awards. Two awards will be handed out this year. The first is the Digital Equity Champion, which “will recognize an outstanding individual who has made a difference in the field of digital equity.” The Emerging Leader Award, on the other hand, will “acknowledge an up-and-coming digital inclusion practitioner.”

This week on the podcast, Christopher is joined by Jennifer Hawkins, President and Executive Director of One Neighborhood Builders (ONB), a community development organization based out of Rhode Island. She talks about about the Olneyville neighborhood, situated on the west side of Providence, and how significant health disparities in that community led her organization to jump into action over the summer to build a free wireless network for the residents. Jennifer and Christopher talk about mapping the network, placing hardware on ONB-owned buildings, and putting up 12 access points to cover more than half of the community with robust wireless. She shares why the project’s been worth it, and the health outcomes they hope to achieve once it goes online.

When the pandemic hit American shores this past spring and cities around the country began to practice social distancing procedures, Rhode Island-based nonprofit One Neighborhood Builders (ONB) Executive Director Jennifer Hawkins quickly realized that many of those in her community were going to be hit hard.
As spring turned to summer, this proved especially to be the case in the Olneyville neighborhood in west-central Providence, where Covid-19 cases surged among low-income residents with fewer options to get online to work, visit the doctor, and shop for groceries. This, combined with the fact that the area suffers from an average life expectancy an astonishing eight years shorter than the rest of the state, spurred the nonprofit into action, and it began putting together a plan to build a free community wireless network designed to help residents meet the challenge. One Neighborhood Connects Community Wi-Fi hardware is being installed right now, with plans for the network to go online by Thanksgiving of this year.
How it Came Together
When Jennifer Hawkins started looking for solutions to the lack of connectivity in the area in March, she ran into a handful of other communities likewise pursuing wireless projects to close the digital divide, including Detroit, New York City, and Pittsburg. Along with One Neighborhood Builder’s IT partner, Brave River Solutions, she explored options and ultimately decided a fixed, point-to-point wireless network could succeed in the neighborhood. This was in no small part because ONB owns 381 apartments, 119 single-family homes, and 50,000 square feet of commercial and community space across Olneyville. It meant that two of the primary obstacles to standing up a fixed wireless network cheaply and quickly — finding suitable hardware installation locations and negotiating Rights-of-Way — were nonexistent, and a fast, less expensive design and rollout was possible.
There’s a new Thor in town, but instead of lighting up the night sky like the Norse god of thunder, it’ll be lighting up communities in rural Colorado with fiber optic connectivity.
A group of local governments and private partners, led by Northwest Colorado Council of Governments (NWCCOG), recently completed the first phase of Project THOR, a middle mile fiber network that will enable better connectivity in the participating towns, cities, and counties. The network, owned by NWCCOG, provides backhaul to local governments looking to connect public facilities, schools, hospitals, and other community anchor institutions. It’s also available to Internet service providers (ISPs) to serve residents and businesses.
Project THOR brings much needed redundancy to the region’s broadband infrastructure, where previously a single fiber cut could take entire communities’ health and public safety services offline. It also promises great cost savings for localities and ISPs. Perhaps most importantly, the new network gives communities the necessary leverage to improve local connectivity beyond begging the incumbent providers for better broadband. Jon Stavney, executive director of NWCCOG explained on Community Broadband Bits episode 406:
This project allows these local governments to actually have a lever to pull to hopefully affect local service, however they can do that, with whatever partners come to the table . . . They’re able to actually act.
Building Toward a Network
NWCCOG, which is composed of member governments in and around Eagle, Grand, Jackson, Pitkin, and Summit Counties, coordinated broadband efforts in the region even before Project THOR began. A number of years ago, the council invested in a regional plan and hired a broadband coordinator, Nate Walowitz, to offer technical assistance to the member governments.
The breathtaking mountains of northwest Colorado have long attracted skiers and hikers, but broadband providers haven't found the region's rugged landscape and sparse population as appealing. Enter Project THOR, a middle mile fiber network developed out of a collaboration among local governments and private companies led by the Northwest Colorado Council of Goverments (NWCCOG). Over the last few years, the partners strung together more than 400 miles of fiber to provide reliable and affordable backhaul to municipal facilities, public schools, healthcare systems, and Internet access providers.
This week on the Community Broadband Bits podcast, Christopher talks with Jon Stavney, executive director of NWCCOG, and Evan Biagi, executive vice president of business development for network operator Mammoth Networks, to learn more about the recently completed project. Jon describes past broadband efforts in the region that led into Project THOR. The pair explain how the new middle mile network will allow localities to connect municipal facilities and anchor instutions and how broadband providers or the communities themselves can build off the network to serve residents and businesses. This will improve broadband reliability and affordability in the region, which had previously been plagued by network outages that cut access for hospitals and 911 calls.
Jon and Evan also discuss how the partners lowered project costs by leveraging existing infrastructure. They share some of the challenges involved in designing a network with so many partners. At the end, Jon explains how Project THOR will give communities more opportunities to take action on local connectivity instead of just impatiently waiting for better broadband.

“While most of us take a high-speed Internet connection for granted, many living in rural areas feel disconnected,” states North Carolina television station WRAL’s new documentary, “Disconnected,” which first aired on March 19.
The documentary features local officials, healthcare professionals, small business owners, and families from across the state discussing the importance of high-quality broadband access and the struggle to connect rural areas. Though “Disconnected” was recorded before the Covid-19 outbreak forced schools and businesses to close nationally, the ongoing crisis further emphasizes the necessity of getting all North Carolinians connected to affordable, reliable Internet access.
“Disconnected” was created with help from the Institute for Local Self-Reliance, the North Carolina League of Municipalities, and Google Fiber. Watch the documentary below or on the WRAL website.
A Tale of Two Cities
To illustrate the importance of connectivity for everything from education to healthcare, “Disconnected” takes viewers to two small North Carolina towns — one with high-speed Internet access and one without.
In Enfield, home to 2,300 people, businesses and residents alike struggle to get connected, and town officials face difficulties attracting new employers to the area. Enfield Middle S.T.E.A.M. Academy reports that about 60 percent of students don’t have Internet access at home. WRAL interviews one student’s family, which only has unreliable satellite connectivity. “It’s a lot of running around,” says Lashawnda Silver, the student’s mother. “If I don’t provide it for her, she’s going to lose out.”
