Ho Ho Holidays Lit By Fiber Are the Brightest of All!

As we greet each holiday season, we try to re-live the classic creations from years gone by and treasure hoilday memories the creative writers at MuniNetworks.org have developed to enjoy the season. Four years ago, Tom Ernste and Hannah Trostle wrote “Twas the Night Before Muni Fiber” which has always been one of our favorites.

Both authors have journeyed on to other careers but we get to keep their contributions to ILSR’s work, including this poem in the style of “A Visit from St. Nicholas” by Clement Clarke Moore. We've made it a tradition each year to publish the piece for new readers.

Fact Sheet: Frontier Has Failed Rural America

Despite raking in hundreds of millions in government broadband subsidies, Frontier Communications has failed time and time again to bring reliable, high-speed connectivity to the rural communities it serves. Instead of investing in network upgrades, Frontier has neglected its rural infrastructure to the detriment of its subscribers and the company’s own financials, with its worsening service quality paralleling its plummeting stock value.

Our new fact sheet, Frontier Has Failed Rural America, presents evidence of Frontier’s negligence and suggests that rather than continuing to trust Frontier, government officials should look to publicly owned and community-minded providers to connect rural residents, businesses, and institutions.

Subsidies Can’t Fix Frontier

Federal and state government agencies have given Frontier nearly $2 billion to expand and upgrade its rural broadband networks. The company has received approximately $1.7 billion from the Connect America Fund Phase II federal subsidy program and millions more in grants from states like Minnesota and New York.

Even with the subsidies, Frontier ultimately failed to connect rural communities with high-quality broadband. The company has repeatedly chosen not to upgrade rural networks, leaving subscribers with poor, unreliable service that doesn’t fulfill their basic communications needs.

More Questionable Behavior About Digital Redlining from AT&T: Dallas County, Texas

Since 2017, AT&T has been called out for digital redlining in Cleveland and Detroit. Now, Dr. Brian Whitacre from Oklahoma State University has compared 477 data from the company to poverty levels in Dallas County, Texas, and discovered similar findings. He entered into the project under the request of Attorney Darryl Parks, who filed the complaint against the Federal Communications Commission (FCC) against AT&T relating to digital redlining in Cleveland.

Dr. Whitacre provided a statement of his findings to the National Digital Inclusion Alliance (NDIA) to be published in full. Read his findings here.

In his POTs and PANs blog, Doug Dawson of CCG Consulting analyzed Whitacre’s findings. AT&T offers Fiber-to-the Home (FTTH), VDSL, and ADSL2 or ADSL2+, which all provide dramatically different speeds. As Dawson summed up:

It’s worth noting before going further that the… speed differences, while dramatic, [don’t] tell the whole story. The older ADSL technology has a dramatic drop in customer speeds with distances and speeds are also influenced by the quality of the copper wires. Dr. Whitaker noted that he had anecdotal evidence that some of the homes that were listed as having 3 Megabits per second (Mbps) of 6 Mbps might have speeds under 1 Mbps.

Dr. Whitaker then overlaid the broadband availability against poverty levels in the county. His analysis started by looking at Census blocks have at least 35% of households below the poverty level. In Dallas County, 6,777 census blocks have poverty rates of 35% or higher.

Small Town, Big Connections With Marshall FiberNet - Community Broadband Bits Podcast 345

This week, Marshall FiberNet’s Customer Service and Marketing Manager Jessica Slusarski talks to Christopher about the town’s investment in their community broadband network. Quiet and quaint Marshall, Michigan, didn’t expect to become one of the state’s communities with the best Internet access, but here we are. Like many other small towns where big incumbent providers didn’t want to make infrastructure investments, most of Marshall was stuck with DSL and some premises were still using dial-up connections. Their solution was clear — build a Fiber-to-the-Home (FTTH) network.

Jessica and Chris discuss how the idea became a reality and what were some of the services that the city decided they wanted to include for subscribers, based on the needs of residents and businesses. They also discuss how, even though Michigan requires local communities to reach out to the private sector first, a lack of responses allowed the town to move forward. Jessica describes the favorable response from users and how subscribers are taking advantage of better Internet access than they’ve ever experienced.

It's Christmas Eve and We're STILL Thinking of Muni Fiber!

As authors at MuniNetworks.org have the opportunity to add to our growing cache of holiday-themed, broadband-centric writings, we try to remember to share classics like this one from 2015. “Twas the Night Before Muni Fiber” was crafted by Tom Ernste and Hannah Trostle. Both have moved on to the next phases of their careers but their contributions to ILSR’s work, including this poem in the style of “A Visit from St. Nicholas” by Clement Clarke Moore will be appreciated for many years to come.

Tier Flattening: AT&T and Verizon Home Customers Pay a High Price for Slow Internet

In recent years AT&T and Verizon, the nation’s two largest telco Internet providers, have eliminated their cheaper rate tiers for low and mid-speed Internet access, except at the very slowest levels. Each company now charges essentially identical monthly prices – $63-$65 a month after first year discounts have ended – for home wireline broadband connections at almost any speed up to 100/100 Mbps fiber service.

This policy of upward “tier flattening” raises the cost of Internet access for urban and rural AT&T and Verizon customers who only have access to the oldest, slowest legacy infrastructure.

Affordability is the greatest barrier to increased home broadband subscriptions. In the United States, broadband is becoming faster for some households and more expensive for others.

This report from the National Digital Inclusion Alliance (NDIA) takes a detailed look at tier flattening from AT&T and Verizon, digging into monthly rates that users pay and the types of services they obtain from each company. The authors put the numbers side by side and show that those purchasing what used to be the most economical Internet access service are now simply paying higher rates for slow service.

Frontier Under Investigation, Minnesota PUC Schedules Fall Public Hearings

National ISPs with millions of customers are some of the most hated companies in the U.S. Poor customer service, contract tricks, and a refusal to upgrade services are only a few of the common complaints from subscribers who are often trapped due to lack of competition. Frontier Communications is proudly carrying on that tradition of deficiency in Minnesota. In fact, the company’s excellence at skullduggery has drawn the attention of the state’s Public Utilities Commission (PUC), which launched an investigation into the service quality of Frontier this spring.

So Much Going On Here

While many of us are used to some level of poor service when it comes to the big ISPs, Frontier in Minnesota accumulated so many complaints, the PUC felt they had no choice but to take action. According to Phil Dampier from Stop the Cap!, the Commission received 439 complaints and negative comments in a five-week period in early 2018. Some but not all, of the types of issues that subscribers described included:

Ely, Minnesota, Considering Pilots To Answer Big Demand For Better Connectivity

Last fall, the northern Minnesota community of Ely took up a feasibility study to determine the possibilities of better connectivity with publicly owned Internet infrastructure. They also wanted to explore local interest in investment. After conducting a survey and reviewing the situation, local officials are contemplating moving ahead with two pilot projects.

A Big Demand

Citizens’ group, Ely Area Broadband Coalition (Ely ABC) and the Ely Economic Development Authority (EEDA) collaborated to manage the feasibility study process. In 2016, the Blandin Foundation, the Iron Range Resources Rehabilitation Board (IRRRB), and St. Louis County awarded the city $25,000 which they’ve dedicated toward their efforts to improve local connectivity.

In order to gauge the community’s current feeling about the quality and cost of the services they purchase from area cable and DSL providers, the Ely ABC and the EEDA encouraged area residents and businesses to compete a survey last fall. They wanted evidence to share with potential funding sources that the community was not being served. Community leaders also expected the results to help them decide which direction to take moving forward.

At a recent EEDA meeting, members discussed the survey results and the potential pilot projects.

“We want to see how people are satisfied with what they have and what they feel the needs are,” said Harold Langowski, the city’s clerk-treasurer. “Right now we are assuming everybody wants faster broadband. and that they’re not satisfied with what we have. But we’re only hearing that from people on the committee.”

Missourian Reveals Rural Rubs Without Business Broadband

Directly north of Springfield, Missouri, sits Hermitage, a rural community of less than 500 residents. With only a few more than 200 households in Hermitage, it isn’t surprising that none of the big incumbent providers want to install the infrastructure to offer businesses or residents high-quality connectivity. A  recent Missourian article described what it’s like for businesses in a community whose owners need fast, affordable, reliable Internet access when it just isn’t available from the national ISPs.

Failure Expected

In Hermitage, entrepreneurs like local storekeepers cringe on the days when customers want to pay with credit or debit cards. Often their unreliable CenturyLink DSL service fails, sometimes for extended periods, which cuts into their revenue. Cindy Gilmore, who owns a local convenience store, has to either track down customers or take a loss when Internet access fails during mid-transaction and she restarts her modem.

Gilmore pays $89 per month to CenturyLink for service that is advertised as “up to” 1.5 Megabits per second (Mbps) download. Her speed test result on November 12th was .5 Mbps. Two weeks later a similar test reached the advertised speed and then two days later fell to .4 Mbps, which eliminated her ability to process credit card transactions, work from the office, or look up information she needed for supplies.

Rufus Harris works from home as an online car dealer and relies heavily on Internet access. As part of his work, he researches auto recalls and Carfax reports. The only option for Harris at his home office is CenturyLink and he pays $39 per month for residential “up to” 1.5 Mbps Internet access. He often finds himself, however, renting motel rooms for up to $400 per month because his Internet service at home goes down.

“It’s a shame when you pay for a service that you don’t receive,” Harris said. “We’re supposed to get at least 1.5 (Mbps) or up to, and most of the time it’s not near that good. A lot of the time, it might take 2 minutes to change from one page to the next.”

No Co-ops Yet

Oconee County, South Carolina: Achieving Goals Beyond AT&T Obstruction

Most residents and businesses in Oconee County, South Carolina, used dial-up connections when county officials applied for stimulus funding in 2010; there were still people in the county with no Internet access at all. A few had DSL connections, but even county facilities struggled with antiquated infrastructure. After an AT&T attack upended their plan to offer retail services, they pressed on and improved connectivity in the rural community. Powerful incumbent forces and a bad state law, however, eventually led this community to choose privatization.

Ripe For Stimulus

We spoke with Kim Wilbanks, who served as Project Manager for Oconee FOCUS, the 240-mile fiber optic publicly owned network. She worked with a small team of people that applied for funding through the American Recovery and Reinvestment Act (ARRA) to obtain funds for the project. Wilbanks and former FOCUS Director Mike Powell were instrumental in establishing the infrastructure. The Wilbanks family used dial-up Internet access until 2010 when AT&T finally installed DSL on her street on the edge of town in the mostly rural county.

The mountains and hills across the county’s 674 square miles create a terrain that is speckled with man-made lakes. Fishing, water skiing, and sailing are popular and the lakes and waterfalls contribute to the region’s hydroelectric energy. Approximately 75,000 people live in Oconee County scattered within many of the small rural communities. The largest city’s population is only about 8,000.
