For the past four consecutive years, community owned and/or operated broadband infrastructure has proven to be a key ingredient in the makings of some of the fastest Internet Service Providers (ISPs) in the nation.
As was the case last year, PCMag’s recently released Top 10 list of “The Fastest ISPs of 2022” feature operators that are either municipal broadband networks or use city-owned fiber or conduit to deliver service across whole or parts of their footprint (with the exception of this year’s ninth-place finisher). Another way of saying that is: not one of 10 fastest networks in the nation are owned or operated by the major national ISPs, many of whom have embarked on an aggressive lobbying campaign to misinform public officials in particular and the public in general on the viability and successes of municipal broadband and local partnerships.
After ranking the major ISPs in their own slower category, PCMag turns to “talk about real speed.”
For that, you don’t go to the big guys … Higher speeds are found in smaller, localized ISPs.
Need for Speed? Look to Local ISPs and Munis
After PCMag compiled a year’s worth of speed tests to analyze which ISPs offer the fastest download and upload speeds, Sonic – a California-based independent ISP – came out on top this year, having “posted the highest number we have ever seen in our test results. Because the uploads this company offers are, on average, eclipsing download speeds—by a lot.”
Catapulting to the top of this year’s list (from 10th place last year), Sonic is a privately-owned company that uses publicly owned conduit in Brentwood, California.

Cedar Falls Utilities is bringing 10 Gigabit per second (Gbps) Internet access to the last 700 residents in its electric service area. With the help of a $2.3 million state grant, Cedar Falls Utilities fiber ISP - CFU FiberNet - will be connecting rural residents to the west and north of Cedar Falls city limits.
Up until this point, CFU FiberNet has offered rural residents in the utilities service area without a fiber connection a fixed wireless option called WaveNet Wireless with two speed options: 9/1 Megabits per second (Mbps) for $56/month and 18/2 Mbps for $75/month. We do not know if WaveNet Wireless will continue after the expansion into these rural areas is complete.
The funds were awarded through the Empower Rural Iowa Broadband Grant Program which had nearly 180 applicants hoping for a grant from the $97.5 million pot of money. Ultimately, 38 projects were chosen. Winning bids aimed were aimed at two groups of households, with the requirement to deliver at least 100 Mbps symmetrical service to what we usually call “underserved” areas (where service is greater than 25/3Mbps but less than 100/100 Mbps), or 100/20 Mbps service in areas where broadband access is currently less than 25/3 Mbps.
The challenge for these CFU electric subscribers to get onto the fiber network was the $7,500 cost of the drop; households in rural areas all around the country face a similar financial obstacle, even when excellent broadband service is nearby. With CFU contributing an additional $3 million to the effort (making the total project cost $5.3 million) these residents will no longer have the burden of making that hefty financial decision.
Vinton, Iowa’s municipal communications utility, iVinton, connected its 1,000th subscriber with high-speed fiber optic Internet service this week.
Demand for fiber-to-the-home (FTTH) connectivity across the 4.74-square-mile Iowa community (est. pop. 5,100) is so substantial that iVinton, governed by the Vinton Municipal Electric Utility (VMEU), is having to schedule installations a month out as requests for residential service have surpassed the manpower available to complete them as quickly as they had hoped.
As the telecommunications utility transitions out of its start-up phase – from working with external consultants to bringing all operations in house and limiting outside vendors – the biggest challenge iVinton has had to overcome is not having enough employees to take on the necessary roles, Matt Storm, iVinton’s Municipal Communications Manager, told ILSR in a recent interview.
Still, the utility is plugging away to keep up with requests for residential installations as iVinton is eager to meet the surge in demand. “We’re supplying a service that’s needed for the community, and the community has responded,” Storm told ILSR.
Just over a year into the municipal fiber network being operational, 1,000 of 2,450 residential and business premises, or 41 percent of the available premises in Vinton have made the switch. They've been lured by increased bandwidth, a higher quality of service, and the benefit of iVinton being a local provider with service technicians in town. Today, iVinton offers three symmetrical speed tiers to residents: 100 Megabit per second (Mbps), 250 Mbps, and 1000 Mbps connections for $70, $90, and $120 per month respectively.
PCMag’s Fastest ISPs in America List Once Again Proves the Value of Cities Investing in Internet Infrastructure
After three years in a row with similar results, PCMag’s “Fastest ISPs in America” for 2021 analysis shows a clear trend: community owned and/or operated broadband infrastructure supports networks which, today, handily beat the huge monopoly Internet Service Providers (ISPs) - cable and telephone alike – for sheer speed.
The latest list proves it. Of the ten-fastest ISPs in the country, all of them feature operators that either are cities themselves or use city-owned fiber or conduit to deliver service across whole or parts of their footprint.
City-run networks making the list again this year include Longmont, Colorado (third); Chattanooga, Tennessee (sixth); and Cedar Falls, Iowa (seventh). Cedar Falls topped the list last year, but all three networks are regulars over the last three analyses done by the outlet. Broken down regionally, they are also joined by other municipal networks around the country, including FairlawnGig in Ohio and LUS Fiber in Louisiana.
Iowa is home to many community networks, from co-ops to muni cable, fiber, and other technologies. Three communities in the state have just recently made important announcements about their plans, and several others are moving forward with networks. There is so much happening in Iowa right now that shows potential for other states that don't limit competition.
There is a long history of local broadband excellence in Iowa for new networks to draw on. Cedar Falls Utilities was just recognized as the fastest ISP in the nation by PCMag. It has well over 20 years of success, but recent years have seen it sharing its expertise and facilities to lower the cost for other communities to build networks without reinventing the wheel. Local private Internet service provider ImOn is also a partner for these networks, offering voice services.
Many of these networks being built will be able to share services and lower their costs by being on the same ring to get some scale benefits despite being smaller communities. I remember many years ago when Eric Lampland of Lookout Point started pushing for this ring, and I am dumbfounded why we don't see more of this cooperation among munis and small providers in other states. Vinton's new municipal fiber network has just started connecting subscribers, leading to a memorable testimonial in the local paper, Vinton Today:
This is the tenth year that PCMag has conducted its Fastest Internet Service Providers (ISPs) test, and it comes at a time when tens of millions more Americans across the country are working from home. This time, the results show two significant categories of winners — municipal networks and private-sector ISPs using publicly owned fiber or conduit — which says a lot about the state of high-speed Internet. Like last year, municipal networks and their private-sector partners, along with locally-owned providers, dominated the rankings.
PCMag’s methodology doesn’t seem to have changed much in 2020. Using a customized tool, the outlet tests ping, jitter, and per-second data throughput on the download and upload side of things. The results are weighted 80% towards download and 20% towards upload. From June 1st to June 2nd, 443,940 tests were completed, with the magazine ruling out non-U.S. benchmarks for a final aggregation of 358,358 tests. The minimum threshold to earn a place on the list is 100 tests, and PCMag breaks down the results in two major categories: Fastest Major ISP (those with at least a million subscribers) and Fastest Overall ISP. Cedar Falls Utilities Dominates
As late November arrives, so does the the holiday season for many of our readers. People reading up on local efforts to improve Internet access will be counting their blessings today, which inspires us to do the same. There are many things we have to be thankful this year.
As access to affordable broadband becomes increasingly critical in today's world, however, and as rates from the large Internet access companies continue to rise, getting online is more challenging than ever for folks with limited incomes. We want to express our appreciation for local communities who adopt policies to make high-quality Internet access available to lower income households through their municipal networks.
A Growing Awareness
Wilson, North Carolina, decided that as part of the community network's mission, they would offer fast, reliable fiber Internet access available to those living in public housing residences. Since then, we've seen other communities take creative approaches to ensure that everyone can use the network, not only those who are already better off. Municipalities that see the value of publicly owned fiber optic infrastructure understand the value of eliminating cherry picking as a way to tap into their undiscovered human capital.
Unlike large corporate Internet access providers, publicly owned networks don't need to maximize profit from every subscriber in order to please shareholders. They consider themselves in place for the public good. Munis can dedicate themselves toward digital inclusion efforts, which are in line with their mission.

Which would you choose — a broadband subscription with download speeds of 15 Megabits per second (Mbps) or a much faster gigabit plan for the same price?
The choice is clear, and it’s one that low-income households in Hillsboro, Oregon, may soon make, thanks to the city’s planned municipal fiber network. Earlier this year, Hillsboro announced that its new broadband utility, HiLight, will offer gigabit connectivity for only $10 per month to qualified low-income residents. In comparison, Comcast’s Internet Essentials program provides low-income families in the city speeds of just 15 Mbps for roughly the same monthly cost.
Hillsboro isn’t the first community to leverage its publicly owned fiber network for digital inclusion efforts. Municipal networks across the country are providing low-cost connectivity, affordable devices, and digital skills trainings to their communities, bringing the educational, economic, and healthcare benefits of broadband access to more people.
Defining Digital Inclusion
Digital inclusion is the practice of ensuring digital equity, which the National Digital Inclusion Alliance defines as “a condition in which all individuals and communities have the information technology capacity needed for full participation in our society, democracy and economy.”
Broadband availability is only one of many “digital divides” that explain who is and isn’t connected. For instance, income and affordability also play a role. According to the Pew Research Center, adults with annual incomes of $75,000 or more are almost twice as likely to have broadband access at home than adults with annual incomes of less than $30,000. Among those without home broadband access, the high cost of a subscription is most commonly cited as the top reason why, Pew reports.
Vinton, Iowa, is moving ahead with plans for a Fiber-to-the-Home (FTTH) network. This small town is home to only 5,100, but soon it will have Internet service that rivals the largest cities. Broadband Bytes, the blog of the Community Broadband Action Network, posted that Cedar Falls, Iowa, and ImOn Communications will be key to Vinton’s efforts to build the community network.
Steady Progress Since 2015
Since fall 2015, Vinton voters have been awaiting the results of their broadband vote, and the town has been steadily moving forward on plans to improve Internet access. Slow DSL connections limit businesses and residents, and cable is only available in some areas of the community. In 2017, Vinton began to develop a feasibility study for the project, and by Spring 2018, the town had an estimate of $8.9 million for the cost to connect all 2,100 premises within the 4.74 square miles of the community.
The project has drawn attention from the Taxpayers Protection Alliance (TPA), a corporate sponsored group that works to spread misinformation about municipal networks. Their questionable methods to attempt to sway community leaders failed, however, and the project is still advancing. The need for broadband is strong in this town.
