Washtenaw County Takes Another Step Toward Countywide Broadband Equity

As communities across the country are working to bring more affordable, reliable Internet access to their residents, one county in Michigan is gearing up to reach every household within its bounds. On Wednesday night, the Washtenaw County Board of Commissioners held a Ways and Means meeting and unanimously approved a resolution obligating state funding, including American Rescue Plan funds, to several initiatives, with $14.6 million dollars being allocated to broadband infrastructure. 

Although some communities in the county have made progress in recent years in improving connectivity, thousands of households have been left with broadband at basic speeds. While many are slated to receive service via the recent wins by Mercury Broadband (a Kansas-based ISP, focused on connecting rural America) and Midwest Energy and Communications (MEC, a Michigan electric cooperative) from the 2020 Rural Digital Opportunity Fund (RDOF) auction, there are still 17 townships scattered across the county with more than 3,000 households that remained unserved. 

Back in May, the Washtenaw County Broadband Task Force put out a Request for Proposal (RFP) to plug the remaining holes, with the Task Force signalling its general happiness with the responses in the recent meeting. The allocation on Wednesday, if it receives final approval in the near future, will be used to fund the project proposals the Broadband Task Force is currently negotiating with four ISPs: Midwest Energy and Communications, Washtenaw Fiber, Comcast and Charter-Spectrum. 

This vote brings the Washtenaw County Broadband Task Force one step closer to its goal of countywide broadband equity. Its $14.6 million dollar plan will either be approved or vetoed by the County Board of Commissioners on Sept. 15. 

The Journey to Countywide Broadband Equity

The Washtenaw County Broadband Subcommittee was formed in 2017 to assess the county’s broadband coverage and make recommendations about how to achieve “countywide broadband equity” by 2022. 

New Resource: Our Big List of American Rescue Plan Community Broadband Projects

With the first traunch of American Rescue Plan funds going out to counties and cities earlier this summer, many local leaders have begun to propose projects and seek input from citizens about how they should be used. The American Rescue Plan (ARP) represents an unprecedented amount of money flowing to local governments, but the consequences of operating for more than a year and a half under the burden of the Covid-19 pandemic are such that there seems to be so many things that need attention.

Access to universal, affordable, fast Internet access is among them, but the road from recognizing the need and implementing thoughtful policies is not an equally smooth one for all. Sometimes, a little inspiration is all it takes.

That's where our new resource comes in. Our Big List of American Rescue Plan Community Broadband Projects documents the ongoing list of city, county, and state projects which are under consideration, have been announced, or are under way. Arranged alphabetically by state and organized by whether they are under consideration or are planned, the below are those broadband expansion projects being pursued by cities and counties as they look to expand access via telephone and electric cooperatives, nonprofits, community-owned solutions, or private providers.

Gainesville, Florida City Commissioners Set to Vote on Fiber-Ade

A milestone moment is on the horizon for the north central Florida city where Gatorade was invented to rejuvenate Florida Gator athletes with electrolytes. Tomorrow night, the Gainesville City Commission was slated to discuss how the city will spend its $32 million in American Rescue Plan funds and how much of that should be poured into rejuvenating Gainesville’s digital landscape with fiber-fueled gigabits. (The meeting however was postponed today due to COVID-19 concerns and will likely be rescheduled in the comings weeks).

With city, county, and school officials in April having unanimously approved the development of “a plan to create Internet access for all people” in Alachua county, in the county seat Gainesville’s city manager has requested city commissioners approve using $12 million of those federal funds for the city’s utility company, Gainesville Regional Utility (GRU), to extend its existing fiber network to residents thirsty for reliable, affordable, high-speed Internet service.

Citizen’s Group with High Speed Hopes

“We have been working on this for years and this could be the last chance for us to get this started,” Connected Gainesville founder Bryan Eastman told ILSR in a recent interview.

The city’s utility company, Gainesville Regional Utility (GRU), has already deployed over 600 miles of fiber throughout the city and for the past two decades its subsidiary GATOR NET has been offering symmetrical gig speed service to area businesses, apartment buildings, government agencies, and community anchor institutions.  

In 2017, Connected Gainesville began a public campaign with the hopes of persuading city officials to bring fiber-to-the-home connectivity citywide in a market dominated by Cox Communications, the incumbent monopoly cable provider serving this city’s approximately 141,000 residents, 56,000 of whom are students attending the University of Florida.

Investment In Public Middle-Mile Infrastructure Is Imminent

Between the U.S. Treasury clarifying that American Rescue Plan (ARP) funds are eligible to be spent on middle-mile infrastructure and the U.S. Senate’s proposed infrastructure bill directing NTIA to establish a $1 billion grant program to support the deployment of middle-mile networks, federal assistance aiming to improve middle-mile access is imminent. 

Cities and states across the U.S. have already committed portions of their federal relief funds to boost access to middle-mile infrastructure. City officials of Brownsville, Texas approved a plan in July to use $19.5 million of ARP funds to construct a 95-mile-long middle-mile broadband network. In Suffolk, Virginia, city council members set aside $5 million of relief funds for the first phase of a regional project to construct an open access, middle-mile fiber ring. 

The Governor and State Legislature of California recently settled on a $3.25 billion agreement to build statewide public middle-mile infrastructure, “one of the largest state investments in public fiber in the history of the United States,” reports Ernesto Falcon for EFF.

The sudden surge in middle-mile investment may bring about confusion over what middle-mile infrastructure is and give rise to questions over the necessity of such investments. Fiber for All the Kingdom’s Residents: A Promising Model for Connecting Rural Vermont

Internet connectivity in Vermont’s Northeast Kingdom is, well, downright medieval by modern telecommunication standards. With the exception of a handful of homes in the more densely populated communities of St. Johnsbury and Newport, the only choice for most folks living in the rural environs of the Northeast Kingdom is between DSL and satellite.

That’s all changing now thanks to one of the state’s nascent Communication Union Districts (CUD), enabled by a 2015 Vermont law that allows two or more towns to join together as a municipal entity to build communication infrastructure. These local governmental bodies were formed to help the state reach its goal of having universal access to broadband by 2024.

In the Realm of Broadband, Fiber is King 

Formed in March of 2020, the NEK CUD has already raised $743,000 through a variety of grant programs, and, over the past year, has forged a partnership with Kingdom Fiber using COVID-relief funding to connect nearly 100 homes in the towns of Albany, Craftsbury, Greensboro, Hardwick, and Irasburg.

Now, the NEK CUD, known as NEK Community Broadband, has taken another major step on the path to bringing fiber connectivity to all residents and businesses in the 55 towns that comprise the district. Last week, the NEK CUD approved a $120 million business plan that will deploy about 2,800 miles of fiber across the region, passing 33,000 premises, according to NEK Community Broadband Chairman Evan Carlson.

“It’s mostly DSL here with 49 percent of addresses (in the Northeast Kingdom) not having access to anything 25/3 Mbps (Megabits per second) or above,” Carlson told us in a recent interview.

“I had HughesNet at one point and I was paying $150 a month. But now I have StarLink. It’s not perfect but…,” Carlson began to say, as his connection froze for about 10 seconds.

Ohio Inches Closer to Ban on Municipal Broadband

Well, they did it. The Ohio Senate passed its two-year $75-billion budget bill yesterday, which included an amendment that effectively bans the creation of municipal broadband networks without much in the way of public debate.

If the amendment contained in the Senate’s budget survives the budget process, it would make Ohio the first state in a decade to erect barriers to the establishment and expansion of municipal broadband networks.

The vote was along party lines, with 25 GOP State Senators voting in favor of the Senate budget bill and the chamber’s eight Democrats voting against it. With the House having passed its budget bill in April, now the two legislative bodies have until June 30 to negotiate the differences.

According to the Columbus Dispatch, the House and Senate budget bills agree on about 60 percent of what’s contained in the Senate spending proposal. Where the House and Senate disagree is on the size of a state income tax cut, school funding, access to subsidized childcare, and broadband.

Ohio on Cusp of Municipal Broadband Ban

When the Senate version of the state budget bill was unveiled earlier this week, it included an amendment that saddles community-owned projects with an array of conditions designed to prevent, stifle, and discourage political subdivisions from building and operating networks that meet the connectivity challenges of its residents. It also takes aim at existing projects which enhance the resiliency of regional communications, telehealth, and public safety operations.

Among the most pernicious consequences would be that it only allows for municipal broadband networks to be built in “unserved” areas of the state, defined as geographic regions where residents do not have access to “broadband service capable of speeds of at least 25 Mbps downstream and at least 3 Mbps upstream.”

Ohio Budget Amendment Aims to Kill Municipal Broadband

The Ohio State Senate is set to vote today on the state budget bill that includes an amendment which, if signed into law, would be a major setback for municipal broadband projects in the Buckeye State and protect the big incumbent Internet Service Providers from competition. 

If passed and signed into law it would make Ohio the first state in a decade to erect barriers to the establishment and expansion of municipal broadband networks. This is a surprising and disappointing move, especially for families who have spent the last year experiencing firsthand the poor Internet connectivity that comes with a broadband market dominated by monopoly providers with no incentive to put the interests of the public ahead of shareholder returns.

Erecting Barriers

When the Senate version of the state budget bill was unveiled earlier this week, it included an amendement with an array of conditions designed to prevent, stifle, and discourage cities from following through with any plan for a city-run network to meet the connectivity challenges of its residents.

The first is a provision that would only allow for municipal broadband networks to be built in “unserved” areas of the state, defined as geographic regions where residents do not have access to “broadband service capable of speeds of at least 25 Mbps downstream and at least 3 Mbps upstream.”

But a recent Ohio Broadband Strategy report released in 2019 under the direction of Ohio Lt. Gov. Jon Husted pegged the number of Ohioans without access to broadband at just around 1 million. According to the independent broadband tracking firm BroadbandNow, which ranks Ohio 24th in the nation on the broadband access scale, as of June 2021 there were 618,000 Ohio residents who did not have access to broadband with speeds of 25/3 or faster, which means that approximately 94 percent of Ohioans have access to wired broadband with speeds of 25/3 or faster. Restricting municipal networks to only those households with no service whatsoever would effectively preclude new networks in large parts of the state.
