FairlawnGig Keeps Businesses in Town, Attracts More - Community Broadband Bits Podcast 292

We are checking back in with Ernie Staten, Deputy Director of Public Service in Fairlawn, Ohio now that their muncipal Fiber-to-the-Home (FTTH) network - FairlawnGig - is built out and they are still building the citywide Wi-Fi network that will accompany it. We previously talked with Ernie when the network was being built two years ago in episode 201.

Fairlawn is located near Akron and a city without a municpal electric utility. Though they started expecting to work with a local partner ISP, they quickly decided it would be better to both own and operate the network. 

Though the network is quite young, it has already helped to boost property values and has attracted new businesses. FairlawnGig was also the primary reason one local business expanded in Fairlawn rather than moving to another location. In short, the network has provided a strong, positive impact almost immediately.

New Video Advocates for Better Connectivity in Colorado

The Colorado Communications and Utility Alliance has released a new video detailing the urgent need for fast and reliable Internet in rural Colorado. The Alliance argues that Colorado's state and local government can help solve the problem and highlights local initiatives that improved connectivity and drove economic development.

The video profiles Cortez, a small town that has incrementally built an open access fiber network to increase economic vitality while also improving community services, education, and residents’ overall standard of living. It emphasizes the ongoing problems of minimal IT infrastructure investment in rural areas and exorbitant ISP prices for unacceptable speeds. The CEO of Osprey backpacks and bags discusses how the community's fiber network was critical to the company's ability to develop its thriving online business.

The Chief Information Officer of Lincoln Memorial Hospital in Hugo, Colorado, explains the importance of telehealth for aging populations and expresses his frustrations with regional Internet monopolies and restrictive laws.

Just because we’re rural doesn’t mean we should be taken advantage of. The word fair doesn’t even compute at this point, it’s just the right thing to do. And if you’re unwilling to do it, then leave and let someone else come in and help us — or let us help ourselves.

Many communities have begun to do exactly that. Last November, 19 Colorado communities opted out of the restrictive SB 152 law that prevents municipalities from offering advanced telecommunications services to the general public, either on their own or with a partner. Since 2008, almost 123 Colorado local communities have voted to opt out of SB 152.

Joanne Hovis Testifies In DC; Keep Local Efforts In The Game

On January 30th, the House Energy and Commerce Communications and Technology Subcommittee held a hearing to learn from experts about how to shrink the digital divide and expand Internet access. The committee invited Joanne Hovis, owner of CTC Technology and Energy, to testify.

Make Investment Attractive

Hovis also heads up the Coalition for Local Internet Choice (CLIC) as CEO. She shared a plan that focused on creating an environment that will encourage infrastructure investment by the private and public sectors. The CLIC website shared the six main components of the plan:

Support public-private partnerships that ease the economic challenges of constructing rural and urban infrastructure;

Incent local efforts to build infrastructure — ones that private service providers can use — by making bonding and other financing strategies more feasible;

Target meaningful infrastructure capital support to rural and urban broadband deserts, not only to attract private capital but also to stimulate private efforts to gain or retain competitive advantage;

Empower local governments to pursue broadband solutions of all types, including use of public assets to attract and shape private investment patterns, so as to leverage taxpayer-funded property and create competitive dynamics that attract incumbent investment;

Require all entities that benefit from public subsidy to make enforceable commitments to build in areas that are historically unserved or underserved; and

Maximize the benefits of competition by requiring that all federal subsidy programs are offered on a competitive and neutral basis for bid by any qualified entity.

Hovis began her testimony by assessing our current approaches to shrinking the digital divide. She examined current belief in D.C. that local processes such as permitting and access hold up infrastructure investment and frankly told them that such a belief is incorrect.

Missourian Reveals Rural Rubs Without Business Broadband

Directly north of Springfield, Missouri, sits Hermitage, a rural community of less than 500 residents. With only a few more than 200 households in Hermitage, it isn’t surprising that none of the big incumbent providers want to install the infrastructure to offer businesses or residents high-quality connectivity. A  recent Missourian article described what it’s like for businesses in a community whose owners need fast, affordable, reliable Internet access when it just isn’t available from the national ISPs.

Failure Expected

In Hermitage, entrepreneurs like local storekeepers cringe on the days when customers want to pay with credit or debit cards. Often their unreliable CenturyLink DSL service fails, sometimes for extended periods, which cuts into their revenue. Cindy Gilmore, who owns a local convenience store, has to either track down customers or take a loss when Internet access fails during mid-transaction and she restarts her modem.

Gilmore pays $89 per month to CenturyLink for service that is advertised as “up to” 1.5 Megabits per second (Mbps) download. Her speed test result on November 12th was .5 Mbps. Two weeks later a similar test reached the advertised speed and then two days later fell to .4 Mbps, which eliminated her ability to process credit card transactions, work from the office, or look up information she needed for supplies.

Rufus Harris works from home as an online car dealer and relies heavily on Internet access. As part of his work, he researches auto recalls and Carfax reports. The only option for Harris at his home office is CenturyLink and he pays $39 per month for residential “up to” 1.5 Mbps Internet access. He often finds himself, however, renting motel rooms for up to $400 per month because his Internet service at home goes down.

“It’s a shame when you pay for a service that you don’t receive,” Harris said. “We’re supposed to get at least 1.5 (Mbps) or up to, and most of the time it’s not near that good. A lot of the time, it might take 2 minutes to change from one page to the next.”

Christopher on TWiET: Net Neutrality, Munis, And Local Movements

It wasn’t long after FCC Chairman Ajit Pai and the other Republicans on the Commission rescinded network neutrality protections that murmurs began to rise about the future role of municipal networks. Soon, journalists reporting on tech issues began contacting us for comment about the intersection between network neutrality and publicly owned Internet network infrastructure.

The day after the FCC decision, Christopher appeared on This Week in Enterprise Tech (TWiET) with Fr. Robert Ballecer for episode 269, “After Net Neutrality.” Christopher’s segment of the show starts at around 14:16 and finishes around 44:22. Fr. Ballecer comments that, while municipal networks were of interest in the past, now that network neutrality protections have been revoked, they are a more urgent possibility.

Christopher shared some of the data we’ve discovered that reveals how very little competition actually exists, even though the FCC uses market protection as a crutch for dismantling network neutrality. The guys also discuss local franchises and how they helped to encourage deployment, limits to local franchises that exist in certain states, and existing telecommunications monopolies.

Even though municipal networks typically adopt policies that adhere to network neutrality standards, there remains a question of what will happen when those network connect to the middle mile, often controlled by companies known to by network neutrality violators. The hosts and Christopher speculate on whether or not publicly owned networks can create the competition needed to put the big companies on their best behavior. They also get into wireless vs. mobile vs. fiber and the struggle to accept the need for complements. Christopher offered some tips on ways to initiate a grassroots movement for a muni network initiative and creative early steps to situate a community favorably for a future network.

EPB Fiber Optics Reaffirms Network Neutrality Commitment In Chattanooga

FCC Chairman Alit Pai and Republican Commissioners earned big lumps of coal for holiday gifts this year when they shredded network neutrality protections on December 14th. They also raised interest in publicly owned Internet network infrastructure. Existing publicly owned networks are reaffirming their commitment to network neutrality, including EPB Fiber Optics in Chattanooga.

Online Q & A

In order to reassure their subscribers and help clarify their policy, EPB held a live session via the utility’s Facebook page on December 15th. To start off the conversation, CEO David Wade explained that nothing will change for EPB customers, regardless of the FCC decision. “For EPB fiber optics customers, [this ruling] means nothing,” Wade said. “We’re committed to having an open Internet.”

In an effort to better educate the community, EPB also asked legal counsel David DiBiase, marketing manager Beth Johnson, and Vice President of Marketing J.Ed. Marston to participate in the conversation and answer questions from viewers.

Chelan PUD Continues To Expand Fiber Network In Washington

The Chelan County Public Utility District recently approved their budget and, to the delight of residents and businesses in Chumstick, Merry Canyon, and other areas, they included funding to expand the publicly owned fiber network.

Continuing The Growth Process

News of the expansion underscores the increasingly important role high-quality connectivity plays in everyday life. Fiber and Telecom Manager Mike Coleman told the Chelan PUD at its recent meeting that 73 percent of the county now has access to Fiber-to-the-Home (FTTH). He noted that in 2012, average wait time for new installations was 31 days; the utility has shrunk that time down to 11 days. The demand in the past five years has grown and the number of subscribers has grown from approximately 12,000 in 2012 to almost 15,000 today. The PUD expects to reach an additional 1,059 premises in 2018.

“We’ve come so far in the last five years,” says Coleman. “Our goal is to be a world-class fiber transport provider and to facilitate the retail service providers in providing the best possible customer service they can.”

The PUD plans to increase marketing efforts so more residents and businesses know that fiber from the county is an available alternative. Apparently, many residents didn’t realize that the PUD offered the service until this year.

Network Neutrality On MuniNetworks.org

The FCC is set to vote on whether or not to repeal network Neutrality under the deceptive guise of “Restoring Internet Freedom” on December 14th. Like others who study broadband and telecommunications policy, we’re distressed by the possibilities for the Internet and its users, should the Commission decide to repeal these protections. Because we use the Internet for so much in our daily lives, reversing network neutrality will give big ISPs like Comcast and Verizon undue power over what information we receive, our online business, and the result may negatively impact innovation. 

We’ve gathered together some of our earlier posts on network neutrality to help explain why the policy is so important. In this collection, we’ve included some of our own writings as well as media that we consider paramount to understanding why we need to preserve network neutrality.

The future of high-quality Internet access in Pinetops, North Carolina, is precarious. Nearby Wilson’s municipal fiber network, Greenlight, provides gigabit connectivity for now, but a series of federal level decisions could change the situation at any moment. Now the story of these two communities and their fight for local telecommunications authority has come to life in the film Do Not Pass Go. A Story Worth Telling

Cullen Hoback’s film tells the story that made national news and that we’ve shared as events unfolded.

Wilson, North Carolina’s municipal Fiber-to-the-Home (FTTH) network has benefitted residents, businesses, and institutions in Wilson since 2008. Neighboring rural towns, including Pinetops, had asked Wilson to expand in order to obtain better Internet access but state law precluded Wilson from serving beyond county borders.

When Chattanooga decided to challenge Tennessee’s law that had a similar effect, Wilson joined the motion to the FCC in 2015. The Commission struck down both laws and Wilson took the opportunity to expand service to Pinetops, the small mountain town of about 1,400 people. Pinetops businesses and residents immediately felt the improvement with FTTH. They experienced economic development opportunities and municipal facilities functioned more efficiently.

Lighting More Opportunity In Roanoke Valley, Virginia

In October, the Roanoke Valley Broadband Authority (RVBA), celebrated the completion of a 25-mile expansion of its open access fiber network. The completion of phase II of the network comes soon after the RVBA established office space in September and after the RVBA announced that it will be connecting new apartments in downtown Roanoke.

Growth Is Good

The $3.4 million expansion extends the network to a local library and toward the Tanglewood Mall. To celebrate, RVBA held a lighting event at the library. Last year, the Roanoke Board of Supervisors included the funding for the expansion in the budget, despite an intense astroturf campaign by local incumbents to turn constituents against the network. Supervisor Joe McNamara supported the expansion early on and spoke at the lighting ceremony.

With the new addition, the RVBA network totals approximately 80 fiber miles in the cities of Roanoke and Salem. This new expansion marks the beginning of more connectivity in areas of Roanoke County that are outside town limits.

Setting An Example

The project has piqued interest among neighboring counties. According to the Roanoke Times, Botetourt County is working with the RVBA on ways to improve connectivity and the Franklin County Board of Supervisors has announced a public hearing on forming its own broadband authority

As RVBA CEO Frank Smith said in his speech at the lighting ceremony, communities like Roanoke County need high-quality Internet access to compete with other places that also focus on quality of life as an economic development tool. He referred to the fact that Roanoke is not only competing with large cities, but must consider their standing against small and mid-sized communities such as Bozeman, Montana. He noted that a high percentage of high-tech companies are locating in places other than the largest cities because their talent want access to a quality of life that isn’t available in the large metros. The RVBA network is one tool in the community’s toolkit.
