A couple years ago, fed up member-owners of Rappahannock Electric Cooperative (REC) in Virginia banded together to form Repower REC, a grassroots group that’s seeking to reform the state’s largest electric cooperative and advocating for clean energy and improved Internet access.
Rural electric co-ops are supposed to embrace the cooperative principles of democratic member control and concern for community, but some of REC’s members charge that the co-op’s practices fall short of those goals.
Repower REC hopes to bring greater transparency and member oversight to the co-op, as well as clean energy programs and a cooperative-owned broadband network.
Cleaning up Governance and the Grid
Rappahannock Electric Cooperative serves 170,000 meters in portions of 22 counties stretching from northern Virginia toward the Chesapeake Bay. It is the largest electric cooperative in Virginia and one of the largest in the country.
Member-owners of the co-op launched Repower REC in 2018 in partnership with Solar United Neighbors of Virginia, in response to concerns over undemocratic practices and the lack of transparency at REC. The group has called for a number of reforms, including public board meetings and transparent board elections. People involved in the group have also spoken out against lobbying activities that they believe were not in the best interest of the co-op’s members. Repower REC members have run as candidates for the co-op board of directors, though none have won a seat as of yet.

CBAN is an Iowa-based network of local governments, broadband providers, and community groups that advocates for better community broadband solutions. Its Lunch and Learn webinar series has covered a variety of topics, including digital inclusion and New Market Tax Credits.
On the recent webinar, the hosts and panelists talked about how rural co-ops provide broadband to a large and growing portion of rural America. They discussed the various reasons why electric cooperatives invest in fiber infrastructure, including smart grid applications, local economic development, and the needs of rural communities. The Good, the Bad, and the Ugly
Christopher offers a frank discussion and an overview of the present deployments and future prospects of cable, digital subscriber line (DSL), mobile and fixed wireless, satellite, and fiber optic network technologies for both high-density urban areas and sparsely populated rural ones. In particular the webinar succeeds at cutting through industry speak and assessing the practical impacts, as well as the breadth and depth of choices, that local communities should consider in their efforts to connect all their citizens with a modern, reliable network. The webinar also includes discussion of economies of scale, financial feasibility, legal limitations, and the current 5G hype, and is intended to equip attendees with the information they need to contribute to local efforts at increasing Internet access. As an added bonus for listeners, Christopher provides commentary on Smokey and the Bandit, Burt Reynolds, and Austin Powers.

Christopher Mitchell, Director of the Community Broadband Networks initiative at the Institute for Local Self-Reliance, recently appeared on Broadband Breakfast Live Online on March 31 to discuss the impacts of the pandemic in the broadband sector.
Along with Christopher, the panel discussion was joined by host Drew Clark, Editor and Publisher at Broadband Breakfast, Gigi Sohn from Benton Institute for Broadband and Society, and Ben Bawtree-Jobson, CEO of SiFi Networks. The panelists explained policies to support universal broadband access, shared issues with telehealth, and suggested short-term solutions to bridge the homework gap.
Here is an excerpt from Christopher’s discussion with Broadband Breakfast:
I think that the school backbone networks can be helpful right now. We need any fiber available to immediately bring high-quality Wi-Fi to parking lots so that people can access networks right now, perhaps with a heater on and soon with an AC on. I feel like that is the major priority of what we are seeing in terms of the reactions. In the longer term, to actually make sure everyone is connected with the high-quality network, I think those school networks in some cases will be useful. Certainly, in municipal networks we've long seen sharing of cost. So if you are opening a trench to put in a school network, you should put in other conduit or fiber for other usage. A lot of municipal networks have benefited from the shared cost. So that is just a good standard practice.

“While most of us take a high-speed Internet connection for granted, many living in rural areas feel disconnected,” states North Carolina television station WRAL’s new documentary, “Disconnected,” which first aired on March 19.
The documentary features local officials, healthcare professionals, small business owners, and families from across the state discussing the importance of high-quality broadband access and the struggle to connect rural areas. Though “Disconnected” was recorded before the Covid-19 outbreak forced schools and businesses to close nationally, the ongoing crisis further emphasizes the necessity of getting all North Carolinians connected to affordable, reliable Internet access.
“Disconnected” was created with help from the Institute for Local Self-Reliance, the North Carolina League of Municipalities, and Google Fiber. Watch the documentary below or on the WRAL website.
A Tale of Two Cities
To illustrate the importance of connectivity for everything from education to healthcare, “Disconnected” takes viewers to two small North Carolina towns — one with high-speed Internet access and one without.
In Enfield, home to 2,300 people, businesses and residents alike struggle to get connected, and town officials face difficulties attracting new employers to the area. Enfield Middle S.T.E.A.M. Academy reports that about 60 percent of students don’t have Internet access at home. WRAL interviews one student’s family, which only has unreliable satellite connectivity. “It’s a lot of running around,” says Lashawnda Silver, the student’s mother. “If I don’t provide it for her, she’s going to lose out.”
There is a festive air in Arrowsic, Maine, after Governor Janet Mills announced on January 30th that the community will develop a publicly owned broadband network for fast, affordable, reliable connectivity. The community will receive $1.2 million in combined grant and loan funding from the USDA's ReConnect Pilot Program to connect 237 households, 20 businesses, and four farms with symmetrical fiber optic service of up to 100 Mbps.
This will be a substantial upgrade because Arrowsic currently contends with patchy DSL connections that top out at 10 Mbps download through Consolidated, with upload speeds much slower. Poor connectivity has been affecting the economy at the local level because it's a strike against Arrowsic when people are looking to relocate to the region. Community leaders approached incumbent providers, including Consolidated and Spectrum, but the national companies rejected requests to serve the rural community with a small population of only around 450. Rather than settle for antiquated, poor serve, Arrowsic decided to pursue a community broadband network.
Multi-Community Effort
The 3 Bridged Islands Broadband Initiative (3BIB) is a nonprofit created by the towns of Arrowsic, Georgetown, and Southport. The organization first initiated a feasibility study, explored funding opportunities, and submitted the application for USDA grant to develop the network in Arrowsic. They've worked with Axiom to develop the design for the infrastructure and, according to the 3BIB website, intend work with private sector partners to offer services via the fiber optic infrastructure.
After the approval of USDA grant, the town of Arrowsic is now determined to close the digital divide and expects to do more to boost the local economy. The town is also looking forward to providing telehealth services to older people with chronic illness, increasing students’ ability to do research and complete assignments through better Internet connections.
D.J. LaVoy, the USDA rural development deputy undersecretary said in his announcement on January 30th:
The Roanoke Valley Broadband Authority (RVBA) in Virginia recently announced that they are now ready to begin developing residential Fiber-to-the-Home (FTTH) connections in Roanoke and Botetourt Counties and the cities of Salem and Roanoke.
The Next Logical Step
Since 2016, the open access network has provided services to businesses, public facilities, and community anchor institutions in the region. In 2017, the Authority connected one multi-dwelling unit in the city of Roanoke and began working with a private Internet access company to provide service. Now, the RVBA is determined to connect every premise with high-quality Internet access.
The Roanoke Times reports that:
The process begins with a survey of residents in the Roanoke Valley the municipal broadband authority announced Monday morning. The survey, available on the RVBA website, will help determine where the highest demand for the service is, but with a mind to reach wide areas of the region.
“We’re changing the game,” said RVBA President and CEO Frank Smith. “We’re changing the infrastructure, allowing us to differentiate ourselves across the region and across the country.”
The municipal authority’s mission “has been to be an economic development engine, drive competition, bring more choice in … but also to serve the geographically and economically underserved,” Smith said. “We want to make sure we build in places that make sense economically but make sure we do not ignore those that are economically disadvantaged.”
As federal, state, and local leaders increasingly recognize the need to make Internet access universal, they are also realizing that adoption is a separate issue. Programs such as the ReConnect and Connect America Funds I and II Auction have helped to expand infrastructure, but even in places where Internet access has been available for years, 100 percent of households do not subscribe. In an effort to better understand digital equity, the House Subcommittee on Communications & Technology of the Committee on Energy and Commerce recently sat down to listen to experts on digital equity. They discussed common misconceptions, hurdles that make wide-scale adoption difficult, and offered policy recommendations to help us achieve digital equity.
Not Only a Rural Problem
Angela Siefer, Executive Director of the National Digital Inclusion Alliance (NDIA) described how her experience as a digital equity warrior has changed from working with people to learn the basics of computer use to the additional problem of helping people get online. Angela's statement addressed some of the most common myths associated with the digital divide that NDIA, through boots-on-the-ground research, has discovered, including:
The digital divide is a rural problem: Census results show that populations in urban areas do not have Internet access subscriptions of any kind; these are often low-income households.
5G will bridge the digital divide: Lack of infrastructure and devices deployed in areas where existing problems with digital inclusion continue with regards to this new technology.
People don't subscribe because they don't think the Internet isn't valuable: Accomplishing day-to-day tasks often require access to the Internet, which is a fact not lost on those who don't subscribe, but the cost is out of reach for many of those same people.
When his Twitter feed announced the “arrival of 5G” last December, tech reporter Chris Matyszczyk made a beeline for the nearest T-Mobile store and asked, “Can I have some of this 5G, please? I will become a much more desirable, admirable person if I have 5G!” From there, it was all downhill.
The Pain of the Hype
We aren’t the only ones who have pointed out the hype around 5G as telecom companies rush to outdo each other. In another case of marketing mayhem overtaking technical truth, Matyszczyk shares his rain soaked pursuit in the Bay Area. Expecting fanfare, he was met with a surprisingly subdued store:
I wandered into a T-Mobile store that was emptier than a politician's tweet.
Oddly, there weren't 99 pink balloons hanging from the ceiling to celebrate 5G. There weren't even five.
He goes on to describe how the less-than-enthusiastic salespeople didn’t seem very well informed about when, where, or why 5G isn’t available to him when the company indicated that it arrived nationwide:
"But isn't it a bit annoying to be told there's this incredibly exciting 5G when you can't get it for at least another six months?"
They seemed neither to agree or disagree. They seemed like they were annoyed it was raining and that I was there, dripping.

He expressed sympathy for the salespeople. After all, he says, “it’s hard for them to present something they can’t actually sell you.”
Marketplace spoke with experts, including Gigi Sohn and our Christopher Mitchell, about the hype surrounding 5G. Sohn said, "5G is 80% marketing and 20% technology. The hype around this technology is enormous, and also the hype around needing to win a so-called race around 5G."

In recent weeks, several rural electric and communications cooperatives have received federal ReConnect funding grants and loans. In December, Tyler and Wetzel Counties in West Virginia learned that they will also benefit from the program. Approximately $5.6 million has been awarded to the region for two projects that will provide Fiber-to-the-Home (FTTH) connectivity in some of the state's northern rural areas.
Development Is the Goal
In Wetzel County, the Ohio Valley Industrial and Business Development Corporation will lead the project and the Tyler County Development Authority, Inc., takes the reigns in the adjacent county. In addition to projects within each county, more than 74 miles of fiber will connect the two.
The Wetzel County project will include $2.1 million in ReConnect Program grant funding and use a matching amount to fund the total project, estimated at $4.2 million. The Ohio Valley Industrial and Business Development Corp., intends to connect more than 1,900 households, five educational facilities, a healthcare center and nine additional community facilities.
The Tyler County Development Authority, Inc. (TCDA) plans to use their $1.7 million grant and a ReConnect loan of equal amount to deploy fiber infrastructure throughout the county. They will bring FTTH to almost 1,400 residences, three school facilities, a healthcare center, and five community facilities within a 26 square mile area.
Executive Director Eric Peters of the TCDA discussed the Tyler County project at a recent ceremony, where USDA Rural Utilities Administrator Chad Rupe announced the award:
"The Tyler County Development Authority will own the system's physical infrastructure and will lease it to a private service provider. CityNet was instrumental in providing technical expertise and their background as a successful and experienced service provider was invaluable. We anticipate that CityNet will be our contracted ISP."
