Community Anchor Institutions in Rural Washington Connected by NoaNet

Adams County, situated in eastern Washington, is now connected to the regional Northwest Open Access Network (NoaNet) infrastructure. Ritzville, the county seat and home to about 1,600 people, connected last fall, funded through a combination of American Reinvestment and Recovery Act (ARRA) stimulus grants, funds from public utility districts, and surrounding communities. As with other NoaNet projects, connectivity will include community anchor institutions in Ritzville such as the library, schools, and local healthcare clinics.

NoaNet, a nonprofit corporation, is bringing wholesale fiber backbone infrastructure across the state of Washington, connecting community anchor institutions (CAIs). Schools, hospitals, libraries, and government facilities connect via the open access network and retail providers bring service over the network. NoaNet's membership includes municipal utilities, tribes, cities, and counties. The collaboration began in 2000 and received $140 million in federal stimulus dollars to connect rural Washington state

The community celebrated in November with a Ritzville Public Library Open House to show off the new technology. From the NoaNet Press Release:

“We’re just very excited about having consistently fast, high-speed Internet for our patrons.  The benefits will be huge for everyone from online students watching class lectures to tech junkies trying to stream Pandora while downloading YouTube videos, to library staff offering reference help to the public” said Kylie Fullmer, Director of the Ritzville Public Library. “And once it becomes more widely available throughout the community, I think people are going to be just as excited as we are.”

Local community members recognize the importance of what the new connection an do for this agricultural community. Like many other small communities across the country, rural towens like Ritzville see their youth leave for larger markets for career reasons. From an editorial in the Columbia Basin Herald:

New Fact Sheet: Community Broadband and Public Savings

We have already published a fact sheet on the critical role community broadband plays in job development. Now, ILSR presents a collection of how community owned broadband networks save money for local government, schools, and libraries while providing cutting edge services. The Public Savings Fact Sheet is now available.

Though schools, libraries, and other community anchors need access to faster, more reliable networks, the big cable and telephone companies have priced those services so high that they are breaking the budget. But when communities create their own connections, affordable high capacity connections are only one of the benefits. A community owned network offers the promise of self-determination -- of upgrades on the community's time table and increased reliability for emergency responders.

The Public Savings Fact Sheet is a great piece to share to mobilize other members of your community. Share it with decision makers and use it to start meaningful conversations. Distribute it widely and often.

New Network in Carroll County Maryland on Track for 2013 Completion

Two years ago, we reported on the emerging partnership between Carroll County, Maryland, and the Maryland Broadband Cooperative (MBC) to build a fiber network to local business clients. The County financed the investment in part through cost savings obtained as a result of transitioning away from expensive T1 lines.

This summer, the Carroll County Office of Technology Services reported that the network is on track to be completed by January, 2013. In an interview with the Carroll County Times, Mark Ripper noted that the network is 60% complete. When deployed, the Carroll County Public Network (CCPN) will be 110 miles long and connect 132 sites, including the county public schools, the public library, and Carroll County Community College.

Carroll is one of a group of Maryland counties that comprise the Inter-County Broadband Network, a group of local government entities partnering to connect the smaller municipal networks across Maryland like the CCPN.

Back in 2007, when the CCPN was in its infancy, a Baltimore Sun article discussed significant cost savings estimated for the local library:

Currently, Ripper said the county pays $3,300 a month to connect all the local library branches to the Internet. Those costs will be eliminated once the network is built out.

Savings to the schools, the libraries, the college, and county government are expected to be significant. Short term annual savings for all four entities are estimated at $950,000 per year in leased line costs, according to a 2010 Carroll County Credit Rating Report. The report goes on to estimate potential revenue from the network at $300,000 to $600,000 in the short term and as high as $3,600,000 to $7,200,000 in the long term, depending on how the network is used in the future. AT&T Group's Lawsuit in Wisconsin Fails

Yet another court has ruled against an incumbent telephone or cable company that filed a lawsuit to block any threat to their continued monopoly in America's communities. Access Wisconsin, an AT&T dominated trade group, has been trying to stop communities in Wisconsin from building their own next-generation networks to serve schools and libraries that AT&T has long neglected with slow, overpriced, broadband connections. A local judge has dismissed this blatantly anti-competitive attempt to stop communities from building the networks they need.
Wisconsin Independent Telecommunications Systems, operating as Access Wisconsin, sued the UW Board of Regents in July in an effort to stop a $32.3 million fiber optic network to Platteville, Wausau, Superior and the Chippewa Valley region. The lawsuit also named WiscNet, CCI Systems Inc. and the state Department of Transportation. ... The grant — made available through federal stimulus funds — will build high-speed Internet fiber to anchor institutions such as libraries, schools and government, health care and public safety buildings.
A press release from the UW-Extension office that organized the Building Community Capacity through Broadband program, funded by the broadband stimulus program, notes:
“This work by the University of Wisconsin-Extension and our many community partners is vital to the future of the Wisconsin economy,” said Ray Cross, chancellor of the University of Wisconsin-Extension and University of Wisconsin Colleges. “I hope that now government, the university, private businesses and communities in every corner of the state will be able to work together to assure Wisconsin is connected to the global economy.”
Remember that these lawsuits are rarely intended to be won.

Charles County Library Implements Wifi with La Plata

The Southern Maryland Independent reports the Charles County Technology Council brought together local innovators in technology and environmental sustainability on September 10.   The event featured the county's public service innovations in the field as well as showcasing electric vehicles and solar energy technologies.  In addition, the newspaper noted the Charles County Public Library's (CCPL) downtown wireless network, in partnership with the town of La Plata, has been expanded with 15 wireless access points and exceeds 1,000 users per month.  The Library has also upgraded its public workstations to lower wattage computers, reducing both energy usage and heat output.

For over a year, the La Plata downtown wireless zone is available free to the general public.  The wifi project began in 2008 when the CCPL applied for an Innovation Grant from the Bill and Melinda Gates Foundation.  Though La Plata budgeted a matching $50,000, the grant was turned down but the partnership between the Town and Library continued.  In 2010, the Library agreed to assume administrative and technical maintenance while the Town used its budgeted funds to deploy equipment.  CCPL provides T1 backbone to wireless routers purchased from San Francisco-based Meraki.   Private owners agree to lend rooftop space for nodes at no cost.   In September 2010, the system went online and later expanded to include much of Downtown back to the Town Hall.  Last June, the system hit a milestone 1,000 unique users--La Plata's population is about 8,700.   The Town now looks to continue expanding the availability but also to move into utilities and municipal services.  [More information found in their powerpoint.]

NonProfit MCNC Builds Middle Mile in North Carolina

The Salisbury Post discusses MCNC's new middle-mile networks that are being built with stimulus funds. MCNC, an independent nonprofit so old that few remember what it stands for (Microelectronics Center of North Carolina), already runs the North Carolina Research and Education Network connecting libraries and schools across the state.
MCNC is a private, nonprofit organization that runs the North Carolina Research and Education Network. The organization secured two grants through the U.S. Department of Commerce’s Broadband Technology Opportunities Program (BTOP) to fund the infrastructure. Broadband Technology Opportunities Program funds make up $75.75 million of the funding for this phase; MCNC raised $28.25 million privately, including $24 million from Golden LEAF Foundation. The total project includes more than 2,000 miles of broadband infrastructure to be outfitted through 69 counties in North Carolina. “The great work being done here … is going to be able to be shared over the world,” said Freddoso [CEO of MCNC]. Freddoso said MCNC has had conversations with the city of Salisbury, distributor of Fibrant cable and Internet service. While the new fiber optic infrastructure will not provide service directly to customers, MCNC will offer wholesale broadband to companies like Time Warner Cable and municipalities that run their own services, like Salisbury.
While we are always happy to see libraries and schools getting access to the connections they need at affordable prices, we believe some of these state-wide educational networks can be counter-productive. Schools and libraries should be anchor tenants on networks owned by the local community (ownership options include coop, nonprofit, or muni ownership).

The Short Story of AT&T's Attack on Schools, Libraries in Wisconsin

I wrote the following synopsis of AT&T's attack on schools and libraries in Wisconsin for SaveTheInternet.com.  We are still waiting for the Governor to sign the bill, something that may take another week or longer apparently.

WiscNet is an Internet services co-op that provides Internet access to the vast majority of schools and libraries in Wisconsin, as well as a number of local governments. Because it’s a co-op, it can deliver lower-cost broadband to public entities than they could negotiate on their own. The arrangement between WiscNet schools and governments saves Wisconsin taxpayers millions of dollars each year and offers services that private companies like AT&T won’t provide.

Despite WiscNet’s proven utility throughout the state, AT&T and its incumbent allies (a group called Access Wisconsin) attempted to murder WiscNet in the back alleys of Madison, Wisconsin’s capital. But following a dramatic outpouring of public support for the network, lawmakers compromised and merely placed it on death row.

AT&T dumps millions into Wisconsin politics for a reason — to enact its agenda. When it furtively inserted a few provisions into a budget bill in the 11th hour a few weeks ago, legislators went merrily along without asking any questions.

These provisions would have effectively shut WiscNet down, and they would have required the University of Wisconsin, a premier research institution globally, to withdraw from Internet2 and other research networks. They also would have forced the University of Wisconsin Extension to return federal broadband stimulus grants that had already been used to break ground on projects to improve connections in rural areas with inadequate connections. Returning those grants would have cost $27.7 million over 5 years to the involved communities and killed almost 500 jobs.

WiscNet Under Continued Attack, Contact Elected Officials

As we feared, the compromise may have been compromised by the uncompromising power of AT&T lobbyists. Once again, we learn that they struck at the last hour and may have put local schools and libraries on the chopping block. If WiscNet goes and stimulus funds are returned, local institutions will have to double and triple their telecom budgets just to continue receive adequate service. This is intolerable. Until we hear otherwise, we encourage people to continue contacting their elected officials [pdf] in Wisconsin to express their opinion on the matter. Some more details here and here. Update: The Assembly will now be meeting at 1:00 rather than this morning. Rumors abound that they are still discussing how to "compromise" on AT&T's attack on the schools and libraries. Unfortunately, this afternoon, I'll be leaving for a short camping trip (AT&T is not going to ruin my trip) and I have some canned posts queued up, so I won't be able to cover what happens in Wisconsin immediately. Positive Update from Wisconsin on WiscNet, Stimulus Awards

The word from Wisconsin is mostly good. A deal has been struck that will spare WiscNet, though it will be studied for two years and then could be killed. But a fair, open study will allow WiscNet to clearly demonstrate its value -- WiscNet thrives in the light while AT&T thrives at secretive, last minute measures to gut its competitors. Additionally, the stimulus grants appear to be safe. The Legislature apparently will not require them to be returned long after the recipients had begun implementing them. But again, there is some bad news in that UW Extension will be restricted from receiving federal grants in the future to build the networks otherwise unavailable to schools and libraries. So that is disappointing. Returning those funds would have cost a few communities $27.7 million over just 5 years. However, nothing is settled until the Legislature fully votes on it (today and Thursday) and the Governor signs the bill. AT&T lobbyists don't get paid to create fair compromises and surely aren't finished scheming. So make sure you have made your thoughts on this matter known to your elected officials. The Rootstrikes make it easy. Don't forget to tell the Governor too -- the line-item veto is a powerful tool.

Internet2 President Says Wisconsin Legislation is an Unnecessary Disaster

Internet 2 President H. David Lambert offers some sober words [pdf] to Wisconsin's Governor Walker regarding an 11th hour provision inserted into legislation by AT&T and its telco allies that will kill WiscNet, an essential telecommunications network serving libraries and schools throughout the state. We wanted to note it because it goes beyond WiscNet alone and reminds us that companies like AT&T simply have the wrong incentives to be solely trusted with the future of something as important as ensuring everyone has affordable, reliable, and fast access to the Internet. Dear Governor Walker, Today we write to ask for your leadership in removing sections 23-26 of the University Omnibus legislation. For the United States to be a leader in the global economy, it is critical that government policy does not stifle innovation. One way to inadvertently undermine state and national economic competitiveness goals is to bar those who have been successful in the past from continuing to innovate while creating bureaucratic rules to limit who is eligible to provide services to the marketplace. And, without question, the University of Wisconsin's initiatives and Wisconsin's not for profit Wiscnet have been resounding successes that have changed the lives of citizens in Wisconsin and throughout the world. Draft language Bars Innovation and Reduces Market Choice The University of Wisconsin has long been recognized as one of the critical contributors responsible for the creation of the Internet. It was the University's faculty leaders who championed the idea of interlinked networks over distance and who prototyped those ideas in real-world settings that evolved into the Internet. Even as telephone providers steadfastly argued that the concept of the Internet would fail, faculty leaders at the University of Wisconsin built the large-scale innovation prototypes that led to the development of the global Internet. It would be the height of irony if sections 23-26 of the University Omnibus legislation were passed, as those provisions would prohibit the University from being directly involved in proving out further developments of innovations in the Internet that it helped create.
