Broadband Access is a Health and Social Justice Issue — Episode 437 of the Community Broadband Bits Podcast

This week on the podcast, Christopher is joined by Jennifer Hawkins, President and Executive Director of One Neighborhood Builders (ONB), a community development organization based out of Rhode Island. She talks about about the Olneyville neighborhood, situated on the west side of Providence, and how significant health disparities in that community led her organization to jump into action over the summer to build a free wireless network for the residents. Jennifer and Christopher talk about mapping the network, placing hardware on ONB-owned buildings, and putting up 12 access points to cover more than half of the community with robust wireless. She shares why the project’s been worth it, and the health outcomes they hope to achieve once it goes online.

Free Community Wi-Fi as a Health Imperative in One Providence, Rhode Island Neighborhood

When the pandemic hit American shores this past spring and cities around the country began to practice social distancing procedures, Rhode Island-based nonprofit One Neighborhood Builders (ONB) Executive Director Jennifer Hawkins quickly realized that many of those in her community were going to be hit hard. 

As spring turned to summer, this proved especially to be the case in the Olneyville neighborhood in west-central Providence, where Covid-19 cases surged among low-income residents with fewer options to get online to work, visit the doctor, and shop for groceries. This, combined with the fact that the area suffers from an average life expectancy an astonishing eight years shorter than the rest of the state, spurred the nonprofit into action, and it began putting together a plan to build a free community wireless network designed to help residents meet the challenge. One Neighborhood Connects Community Wi-Fi hardware is being installed right now, with plans for the network to go online by Thanksgiving of this year. 

How it Came Together

When Jennifer Hawkins started looking for solutions to the lack of connectivity in the area in March, she ran into a handful of other communities likewise pursuing wireless projects to close the digital divide, including Detroit, New York City, and Pittsburg. Along with One Neighborhood Builder’s IT partner, Brave River Solutions, she explored options and ultimately decided a fixed, point-to-point wireless network could succeed in the neighborhood. This was in no small part because ONB owns 381 apartments, 119 single-family homes, and 50,000 square feet of commercial and community space across Olneyville. It meant that two of the primary obstacles to standing up a fixed wireless network cheaply and quickly — finding suitable hardware installation locations and negotiating Rights-of-Way — were nonexistent, and a fast, less expensive design and rollout was possible.

The Ohio Valley Regional Development Commission is Hiring a Broadband Planning Coordinator

The Ohio Valley Regional Development Commission (OVRDC) has an ongoing RFP [pdf] to hire a Broadband Planning Coordinator to perform asset inventory, mapping, and an analysis of existing wireline and wireless network in a twelve-county region. It’s part of a $400,000 grant the commission received as part of CARES funding that will, in part, look for ways to expand and upgrade broadband connectivity options in support of manufacturing, telehealth, distance learning, and economic recovery in the region following the onset of the Covid-19 pandemic. 

John Hemmings, Executive Director of the Ohio Valley Regional Development Commission, said of the grant and position:

We are appreciative of the Economic Development Administration in assisting us with recovery efforts associated with the COVID-19 pandemic. For many years, OVRDC has been a champion of better broadband service in our region and throughout Appalachia and rural Ohio. COVID-19 put on display quite clearly the shortcomings and broadband issues we suffer from in our region. With this grant, we look forward to evaluating the impact of COVID-19 on our tourism sector. We are hopeful through this assistance we can advance efforts to remedy these situations in the OVRDC region.

Job Duties

Interested individuals and firms will work with existing stakeholders to provide a comprehensive look at the state of broadband and opportunities for expansion in support of the above efforts across Adams, Brown, Clermont, Fayette, Gallia, Highland, Jackson, Lawrence, Pike, Ross, Scioto and Vinton Counties. They cluster south of Columbus along the state’s southern border. The OVRDC “coordinates federal, state and local resources to encourage development and improve quality of life by offering technical assistance, planning and support for economic development, community development and transportation projects.”

Blandin Foundation Annual Conference

First up is Minnesota-based Blandin Foundation’s annual conference. It’s gone virtual for 2020, and the organization has taken it as an opportunity to shake things up. Instead of a three-day conference, Blandin is hosting four weeks’ worth of events starting Tuesday, October 6th, at 9am CST.

How McAllen, Texas Quietly Built Residents a Free Wi-Fi Network over the Summer

Over the last few months, a number of cities across the country have recognized the pressing need to find a way to get those in their community without Internet access connected. In San Rafael, California, San Antonio, Texas, and Champaign, Illinois, local governments along with a variety of philanthropic, technical, and private partners have developed a host of innovative ways to bring fixed wireless solutions to neighborhoods in need.

The city of McAllen (pop. 140,000) — near the mouth of the Rio Grande, at the southern tip of Texas — offers some additional lessons to be learned and a blueprint for success for other local governments thinking of doing the same. Quietly over the summer, it collected broadband data, designed, and deployed a fixed wireless network which to date covers more than three dozen neighborhoods and provides free connectivity for the city’s students and residents. 

Fiber From the Water Tower

Citywide Wi-Fi has been a long time coming in McAllen. Mayor Jim Dalson and the IT Department have wanted to do it for years, IT Director Robert Acosta said in an interview, but finding a way to pay for it has been the major barrier. In the meantime, his department has been adding wireless coverage to public spaces for the past half decade, at city parks, outside of government facilities, at the Museum of Art and Science, and at the Boys and Girls club. He also extended the network to traffic cameras, water towers, and other government facilities, and when the pandemic hit his department had more than 60 miles of fiber to call upon.

North Carolina Commits $16 Million to Connect Rural Households

North Carolina’s Growing Rural Economies with Access to Technology (GREAT) broadband grant program announced two new rounds of winners recently that will bring Internet access to more than 11,000 households, businesses, farms, and community anchor institutions across the state. The roughly $16 million in projects represents a significant bump in the state’s commitment to its least-connected people, though there remains significant work to be done.

Counties in Need

The winners span projects in 11 rural counties: Bertie, Columbus, Duplin, Edgecombe, Graham, Greene, Martin, Nash, Robeson, Rockingham, and Swain. The first round, announced in July, includes $10 million in GREAT funds joined by $2 million in CARES Act money to bring access to 8,017 households and 254 businesses, farms, and community institutions. The governor announced a second round at the end of last week that leverages an additional $4 million in CARES Act funds to connect 3074 households and 191 businesses.

Duplin County (pop. 59,000), in the southeast part of the state, won particularly big this time around, with four providers (CenturyLink, Cloudwyze, Eastern Carolina Broadband, and Atlantic Telephone Membership Corporation (ATMC)) pursuing projects totaling more than $3 million. Among them are a handful of community networks (like ATMC) and local ISPs (like Eastern Carolina Broadband). Last year ATMC won $7.9 million from the United States Department of Agriculture’s ReConnect program, which it paired with matching funds to deliver Fiber-to-the-Home to more than 2,700 homes, businesses, and farms.

Minnesota Rural Broadband Coalition Launches Statewide Speed Test Initiative

The Minnesota Rural Broadband Coalition has launched a speed test initiative to collect much-needed data from everyone in the state so that lawmakers and stakeholders can better direct broadband expansion efforts now and in the future. Data, Data, Data

The Minnesota Rural Broadband Coalition (MRBC) — which is made up of over a hundred utilities, cooperatives, regional development commissions, nonprofits, private companies, and rural and urban interest groups — has worked for years with local communities and in the state capitol to advocate for more funds and help local communities address Internet access imbalances across the state. The initiative is the latest mark of their efforts, asking Internet users to input their addresses and how much they pay their Internet Service Provider (ISP) to get a better sense of speeds, availability, and prices.

To date, they’ve gotten results from a little over 15,000 tests in 11,000 locations. There are predictable problem areas in the northeast part of the state, and according to the map just under 7% of locations are unserved so far. Saint Louis, Itasca, and Carlton Counties account for the bulk of the tests outside of the metro area, though Minnesotans in Scott and Le Sueur Counties south of the 169 corridor are also putting up a strong showing. 

Millions of Americans Left Behind as Monopoly ISPs Refuse to Compete in 2020 Report, Profiles of Monopoly

We published our first profile of the largest cable and telecom providers in 2018, where we detailed the lack of real choices most Americans had when it came to high-quality, reliable broadband. At the time, we found that for the largest Internet Service Providers (ISPs) investment was correlated to competition rather than the regulatory environment. Monopoly ISPs expanded their Fiber-to-the-Home networks only in areas where they faced competition, and rural Americans were left behind as a result.

Our 2020 report, Profiles of Monopoly: Big Cable and Telecom finds that these key points remain true, and the report includes a host of new maps to show it. From the report:  

  • Comcast and Charter maintain an absolute monopoly over at least 47 million people, and another 33 million people only have slower and less reliable DSL as a “competitive” choice.
  • The big telecom companies have largely abandoned rural America — their DSL networks overwhelmingly do not support broadband speeds — despite many billions spent over years of federal subsidies and many state grant programs. The Connect America Fund ends this year as a failure, leaving millions of Americans behind after giving billions to the biggest firms without requiring significant new investment.
  • At least 49.7 million Americans only have access to broadband from one of the seven largest cable and telephone companies. In total, at least 83.3 million Americans can only access broadband through a single provider.

Georgia Launches Trailblazing Broadband Availability Map

As Georgia Broadband Deployment Initiative (GDBI) Director Deanna Perry promised last September, a state intra-agency task force has completed its mapping project of broadband Internet access in the Goober State. It offers a far more detailed look at who does and does not have Internet access — right down to individual homes and businesses.  

Broadband Access Reality Check

The interactive map shows what we’ve known for a long time: that the FCC’s data on nationwide coverage dramatically overstates baseline broadband availability (defined as a connection capable of 25/3 Megabits per second (Mpbs)). This is especially true in rural areas. Georgia’s data, in particular, shows that of the more than 507,000 homes and businesses in the state lacking any access options, nearly 70% of these locations are in rural parts of the state. The reason for this discrepancy is because the GDBI map is based on location-specific data (individual houses and businesses), while the FCC map considers a whole census block served if just one location in that block is served.

Anti-Competition Bill Awaiting Final Vote in Louisiana House Would Limit Expansion of Electric Co-op Broadband

A bill close to being passed by the Louisiana State Legislature would allow electric cooperatives to expand Internet access but only in parts of the state without broadband currently. This limitation in the bill, SB 406, will keep Internet choice out of reach for many rural Lousianans and could even hamstring co-ops’ efforts to expand broadband to unserved areas.

“The language would restrict us from competing with others in the broadband market but would not stop them from cherry picking (customers) from cooperatives who choose to get in the broadband market,” Jeff Arnold, CEO of the Association of Louisiana Electric Cooperatives, explained to the Advocate.

As introduced, SB 406 explicitly authorized the state’s electric cooperatives to deploy broadband networks to connect their members using their existing electrical systems and easements. But, Senate amendments added to the bill later narrowed electric co-ops’ authority only to unserved areas, which include less than 13 percent of the state’s residents, according to the Federal Communications Commission (FCC). The Louisiana Senate voted unanimously in favor of the bill last week, and it’s currently in the House of Representatives awaiting a final reading and vote.

Louisiana Lawmakers Restrict Co-op Connectivity

While Louisiana state law does not prohibit electric cooperatives from offering Internet access, it is not expressly authorized, and one co-op that attempted to enter the business was held up by the state’s Public Service Commission, reported the Advocate. To fix that, SB 406 would specifically allow electric co-ops and their partners to provide broadband access and would permit them to use existing electrical easements and infrastructure to expand service.
