Project OVERCOME Announces Grant Winners Featuring Innovative Community Solutions

Last fall we wrote about the launch of Project OVERCOME, a grant program "designed to connect the unconnected through novel broadband technology solutions" by soliciting applications from community-based organizations and ultimately award $2.7 million funded through the National Science Foundation and Schmidt Futures (the philanthropic initiative founded by Eric and Wendy Schmidt).

Project OVERCOME seeks to "[C]ollect data to measure the technical and social impacts of different connectivity strategies [in order to] discover patterns of success that can be repeated on a larger scale across the country, and to catalog the distinctions that emerge based on variations in the communities served."

Each of the winning projects will serve as an incubator of sorts, deploying proofs of concept with an array of wired and wireless technologies to connect households in 

Winning applications were recently announced for projects in Blue River, Oregon; Detroit, Michigan; Buffalo, New York; Yonkers, New York; Cleveland, Ohio; Clinton County, Missouri; and Loiza, Puerto Rico.

US Ignite Launches Project Overcome to Fund Novel Network Solutions

US Ignite has announced a new initiative called Project Overcome which will fund five projects looking for novel solutions to broadband connectivity problems in communities around the United States.

Th endeavor, funded by a $2 million National Science Foundation grant, will “support the selection and buildout of five proof-of-concept network deployments designed to connect both rural and urban communities in novel ways.” More than three-quarters of the funding will go directly to project awards, with the aim to:

[C]ollect data to measure the technical and social impacts of different connectivity strategies [in order to] discover patterns of success that can be repeated on a larger scale across the country, and to catalog the distinctions that emerge based on variations in the communities served.

The Application Process

An RFP will come out in the next few weeks, with winners chosen by early spring. From the website, competitive applications will:

Be chosen based on the use of innovative technologies, such as mesh networks and new spectrum access solutions, as well as creative deployment models that leverage both public and private sector partners. Participating teams should draw from some combination of academic, nonprofit, industry, government, student, and volunteer partners. The five proposals ultimately selected will reflect a mix of population density characteristics, demographics, geographic regions, housing types, local and industry collaborations, and technical approaches.

Gigabit Community Funds Coming to Lafayette and Eugene

In 2014, Mozilla and the National Science Foundation (NSF) created the Gigabit Community Fund to help local communities test new gigabit technologies. This year, projects in Eugene, Oregon, and Lafayette, Louisiana, will receive awards from the fund. Each community will receive $150,000 $300,000. Organizations that want to apply for the funding with their project ideas need to submit applications by July 14, 2017.

The recent announcement described the reasons for adding these cities to the list of past winners - Chattanooga, Kansas City, and Austin:

Update: After publishing this story, we received the official news release from the city of Eugene and the Technology Association of Oregon, which provided a little more information. Specifcally that grants usually range from $5,000 - $30,000 and that the pilot period is typically 16 weeks. You can read the news release here.

DubLINK Network Supports Economic Development, Health Care, and Supercomputing

Award-winning supercomputing apps, medical research, economic development, and quantum computing advances. What do they all have in common? They all depend on the DubLINK network running underneath Dublin, Ohio, a suburb on the Northwest edge of Columbus. The city of 43,000 people has 125 miles of fiber optics in the ground, both within its own boundaries and in the form of fiber purchased by the city within metro and regional networks. 

DubLINK began in 1999 as a public private partnership with the Fishel company to build an institutional network. In the wake of the 1996 Telecommunications Act, Dublin worried that a recent massive investment of $70 million in streetscaping would be undone as competing providers dug up newly paved streets to install fiber optics. To avoid this, the City signed a franchise agreement with Fishel to install a multi-conduit system, with the city receiving some conduit for its own use.  

Using 1.25” conduits installed in the city’s existing sewer system, the network runs for 25 miles underneath Dublin’s business district and connects six city buildings, who use their own lit fiber for data and voice services, eliminating expense leased line fees. This has allowed the city to save approximately $400,000 per year for the last 12 years in connectivity and information technology expenses.

In 2004, Dublin spent $3.5 million to purchase 96 strands running 100 additional miles through Columbus FiberNet, bringing the total length of the DubLink network to its current 125 miles. FiberNet is a duct system that runs throughout a significant portion of central Ohio, including Columbus and its surrounding suburbs.

Amherst, MA, Upgrades Its Free WiFi

In 2007, the City of Amherst, Massachusetts received a $150,000 grant from the Defense Advanced Research Projects Agency (DARPA) and the National Science Foundation (NSF) to build a wireless mesh network. DARPA and NSF have long been interested in developing mesh networks that are more resilient than traditional hub and spoke type networks.

The City IT Department, UMass Amherst Office of Information Technology Department, DARPA and NSF collaborated to deploy the network that now covers much of the city.

According to GazetteNet.com, the city is now investing another $50,000 to upgrade the system which now extends a mile through downtown. From the article:

“We definitely have the fastest and largest outdoor Wi-Fi network in the state,” said Information Technology Director Kristopher Pacunas.

The new system, which replaces aging equipment that was part of a smaller municipal Wi-Fi system, will be a boon to those who live, work and shop in downtown Amherst, said Pacunas, who anticipates as many as 2,000 different people will use the system daily.

“We’ve seen data in the short time we’ve had this (that) people will come to downtown areas with free Wi-Fi,” Pacunas said.

While the new upgrades were not officially launched until the start of 2013, Pacunas said that over 10,400 people used the system in the weeks leading up to the new year. Pacunas also notes that the network has limited functionality indoors, being designed mostly for public outdoor spaces downtown.

 The Town of Amherst Public WiFi website describes how the design was meant to blend in with the look of the city and the light and utility poles that house the access points. There are 30 wireless mesh access points and burst speeds up to 80 Mbps. This is another example of how a municipal network can create direct benefits AND indirect benefits simply through its implementation. Also from the article:

Alex Krogh-Grabbe, director of the Amherst Business Improvement District, said he sees the benefits of the system.
